ROLE PROFILE – Camden CCG Clinical Lead

Location / Camden CCG operates from Stephenson House and 5PS, the offices of the London Borough of Camden. Agile desk space is available at both locations. The post holder may on occasion be required to attend meetings elsewhere in Camden or London.

Role Summary

Camden CCG is a clinically-led organisation that engages clinicians to lead the innovation and improvement of services in order to meet the needs of our Camden population with high quality, appropriate services for Camden residents.

Clinicians are appointed to lead the business of the CCG leadership across the work programme. They offer a combination of expertise and encouragement to colleagues in primary care as well as acting as the focal point for management within the CCG. The role is advisory and not a managerial one but will have significant responsibility for the development and delivery of high quality services to patients in Camden.

This role offers significant support to CCG work programme and to the managers who are responsible for its timely delivery.

Clinical leads roles will be advertised, interviewed and appointed by a panel comprising the Clinical Director, senior management and/or Governing Body sponsors.

Key Responsibilities:

  • To be the named clinical lead, working with commissioners to provide clinical direction, assurance and support in the development of effective and efficient services, ensuring sound decisions are takenon service redesign to transform clinical and patient focused outcomes.
  • To agree work plan and key deliverables with GB sponsor to support the delivery of priorities for the clinical area. There is an expected degree of flexibility based on the CCG’s dynamic business requirements and an expectation that clinical leads will assist where the need for clinical input is greatest, as determined by the GB sponsor and management lead.
  • To support the management lead in preparing and presenting service improvement initiatives through the various stages of the commissioning cycle operating model and its associated levels of governance.
  • To provide clinical input, scrutiny and comment on business cases, service specifications and related committee papers to ensure that the model of care being developed is clinically robust, measurable, realistic and sustainable.
  • To use evidence-based intelligence from local, national and international sources to ensure an innovative and cost effective approach to delivery of healthcare, disease prevention, treatment and the appropriate management of services within Camden.
  • To work collaboratively often across a wide network of stakeholders to realisethe benefits of an integrated approach to improving patient care and experience.Stakeholders may include, but will not be restricted to:

  • To facilitate the sharing of knowledge and learning in area of expertise through GP Educational events, initiatives and/or workshops as required. Leadership of at least one educational event per year is expected.
  • To attend regular 1:2:1 sessions with the GB sponsor and management lead to ensure deliverables are mutually agreed and clinical support is focused on the business priorities.
  • To attend meetings on behalf of the GB sponsor as deemed appropriate by the sponsor.
  • To perform other duties as may be directed by the Governing Body.

Reporting Structure

  • The clinical lead will report to a named Governing Body Sponsor at Camden CCG
  • The Clinical lead will be supported by a named management lead; however this person will not be managed by the clinical lead.
  • The clinical lead will have no direct reports or line management responsibilities.

Conflict of Interests

  • The role of the clinical lead is to inform the commissioning of services.
  • In circumstances when the clinical lead may, now or in the future have an interest or be perceived to have an interest in providing, or bidding to provide this or a related service, either as a single practice or as part of a group of practices or limited company they are required to declare their interests and enter them on the formal CCG Register of Interests
  • Failure to declare an interest will jeopardise any future bid that comes from this individual/practice/group of practices/limited company.

Remuneration

  • Current remuneration is based on a 3.5 hours sessional rate of £300 per session.
  • CCG Clinical leads will receive payment for contracted sessions via the Camden CCG payroll as an Office Holder.

Information Security and Confidentiality

Clinical leads may from time to time may have access to, see or hear information of a confidential nature and you are required not to disclose such information, particularly relating to patients or staff. All person identifiable information must be held in the strictest confidence and should be disclosed only to authorized people in accordance with NHS Confidentiality Guidelines [Caldicott] and the Data Protection Act 1998 unless explicit written consent has been given by the person identified, or where information sharing protocols exist.

Data Protection

The post holder must, if required to do so, process records or information in a fair and lawful way. They must hold and use data only for the specified, registered purposes for which it was obtained and disclose data only to authorised persons or organisations.

Corporate Governance

The post holder must, at all times, act honestly and openly and comply with relevant corporate governance requirements, employment legislation, standards of business conduct, codes of openness and accountability.

Health and Safety

Under the Health and Safety at Work Act (1974), it is the responsibility of individual employees at every level to take care of their own health and safety and that of others who may be affected by their acts at work. This includes co-operating with the organisation and colleagues in complying with health and safety obligations to maintain a safe environment and particularly by reporting promptly and defects, risks or potential hazards.

PERSON SPECIFICATION

REQUIREMENTS / ESSENTIAL / DESIRABLE
EDUCATION AND QUALIFICATIONS /
  • Qualified clinician, practicing GP on Area Team Performers list
  • Current MDU (or equivalent) and GMC registration
  • Evidence of regular participation at appraisal

KNOWLEDGE /
  • Understanding of the national change agenda, in particular the Five Year Forward View.
  • Understanding of the local drivers and necessity for change as articulated in the Camden Local Care Strategy and North Central London Sustainability & Transformation Plan.
  • Understanding of the commissioning cycle operating model and the CCGs associated governance.
  • Knows how to analyse, interpret and use data to drive improvement.
