Call to Order / At 8:37, Vicki Cash Graff, Chairperson, called the administrative session of the State Human Rights Committee meeting to order.
Approval of Agenda / The SHRC reviewed and discussed the December 11, 2015, meeting agenda. Deb Lochart requested the addition of discussion about a tabled appeal from Central State Hospital, and appointment of a subcommittee for SHRC membership.
2016 Meeting Dates / The SHRC considered meeting dates for 2016.
Upon a motion by TC Bullock and seconded by John Barrett the dates for the 2016 meeting schedule were unanimously approved. Meetings will be held on January 22, March 4, April 15, June 3, July 15, September 9, October 28 and December 9, 2016.
Goals Workplan / At 8:41, the SHRC reviewd and discussed the Goals Workplan.
LHRC Vacancy Tracking / At 8:43, the SHRC reviewed the LHRC Vacancy Tracking sheet.
8:44 / At 8:44, the SHRC acknowledged receiving notice of the disbandment of Northern Virginia Community Local Human Rights Committee. This LHRC is dissolving because it primarily serves Northern Virginia Training Center, which is vacating as clients move to the community.
Correspondence and Information / At 8:46, the SHRC reviewed correspondence including Appeal Responses, monthly variance reports and communications. Deb Lochart briefly summarized the variance renewal process. Ms. Lochart thanked Chairperson Cash Graff for her involvement with the keeping up with the Resident Advisory Council meetings at VCBR.
VCBR RAC / At 8:47, Vicki Cash Graff presented a proposal from a resident of VCBR for a weight-training program. Penny Cameron and John Barrett commented that the RAC members are well organized and respectful when presenting their issues.
BREAK / At 8:57, Vicki Cash Graff called for a break.

Call to Order / At 9:15, Vicki Cash Graff called the regular session fo the State Human Rights Committee meeting to order.
Approval of Minutes / At 9:16, the SHRC reviewed the draft minutes of the October 22 and 23, 2015, SHRC meeting.
Upon a motion by TC Bullock, and seconded by Pete Daniel, the SHRC unanimously approved the October minutes of the October 22 and 23, 2015, SHRC meeting with modifications.
Review: Duties / At 9:17, Karen Taylor, Assistant Attorney General, talked with the SHRC about their duties and responsibilities.
Update: Community Integration / At 10:08,Jenni Schodt, Community Integration Manager,provided an update on activities of the Community Integration Team.
Appeal: / At 10:36, the SHRC conducted an appeal.
Public Comments / At 11:00, Vicki Cash Graff called for Public Comments. Erin Haw, Advocate, Disability Law Center of Virginia (dLCV), and Melissa Gibson , Staff Attorney,dLCV, addressed the SHRC about activities of the Disability Law Center of Virginia.
Closed Session / At 11:03, the SHRC went into closed session to discuss matters excluded from the Freedom of Information Act.
Agency Privacy Officer / At 11:19, Denise Dunn, Agency Privacy Officer, talked with the SHRC about her role as the DBHDS Privacy Officer and Investigations Manager.
LUNCH / At 11:30, Vicki Cash Graff called for a break for lunch.
LHRC Membership / At 12:03, the meeting convened. The SHRC considered LHRC membership.
Upon a motion by TC Bullock and a second by Marietta Cottingham, the SHRC convened in closed session pursuant to Virginia Code §2.2-3711(1) for the purpose of discussion and consideration of appointments to Local Human Rights Committees.
Upon reconvening in open session, the State Human Rights Committee certified that to the best of each member’s knowledge, only public business matters lawfully exempt from statutory open meeting requirements, and only public business matters identified in the motion to convene the closed session, were discussed in closed session.
Simona Haqq reported that the Henrico LHRC has accepted the resignation of the following members, because they are employed by one of the provider affiliates on the Henrico LHRC, which is a conflict of interest.

Upon a motion by TC Bullock and seconded by Pete Daniel the SHRC unanimously made the following appointments.
