86.MINUTES OF THE PREVIOUS MEETING

Minutes of the meeting held on 3rd March 2016 were confirmed as a correct record.

87. TO RECEIVE AN UPDATE FROM POLICE MEMBERS

A Police representative was a late attendee to the meeting so the Chair read through the crime statistics report previously emailed. Councillors felt that Police attendance was vital, especially due to an increase in crimereported figures and hoped that it did not become a regular occurrence.

PCSO Harris arrived at the meeting and explained that the Councillors had raised a concern as discussed. PCSO Harris stated that this would not be the case and that Police representation would continue.

PCSO Harris reported on the statistics from 03.03.16 to 06.04.16.

Councillor P H Pemberton raised great concerns regarding the increase in numbers since the last report. PCSO Harris stated that proactive controls were to be conducted and Special Constables have also been controlling the area.

The Clerk reported that there had also been lights damaged on the Pant, which were not on the figures. PCSO stated that if incidents are not reported directly to them, then they will not appear on the figures.

Councillor S Jones previously questioned if the attempted burglaryinto 4 garages in Johnstown were included in the figures and if the 4 incidents that happened consecutively would be counted as 1 incident or 4. PCSO Harris explained that they had been counted as four separate incidents as there had been four individual victims.

Councillor S Jones also explained that he had witnessed and reported an incident near his home, involving men driving onto someone’s drive and acting suspiciously. PCSO Harris stated that this would be classed as suspicious activity if there was no evidence to suggest anything had happened.

88POLICE/RHOS COMMUNITY COUNCIL MONTHLY STRATEGY PLAN

Priorities for the next year were discussed by members. As dog fouling has now been contracted out, it was decided that this would be removed. Parking/obstruction was suggested due to an on-going problem across all wards. Councillor Bithell explained that there is currently no legislation if a footpath is not fully blocked, so the priority was set as complete obstruction of a footpath.

Priorities set as:

  1. Speed Awareness – Speed checks are still being carried out on Fennant Road and Stryt Las.
  2. Complete obstruction of a footpath – This will be trialled for one month.
  3. Inspector’s priority - Burglary reduction – priority to continue, especially with regard to increased figures in this months’ report.

90REPORTS FROM COUNCILLORS

90.1 Cllr Pemberton reported that used needles are being found in the public toilets again, which is not nice for the Community Café staff who have to clear them up. This has happening on a Saturday mornings. The Clerk reported that staff at the café have contact Harm Reduction Team who advised they will investigate. It was suggested that PCSO Harris will visit the Community Café to speak to staff there.

90.2There were concerns raised over the amount of used alcohol bottles being found to the rear of a property on Beech Avenue. It was suggested that it may be a good idea to try the portable CCTV camera there.
