The BCA RFQ and RFP forms are provided in five templates.

Pts A&B / Quals based selection down to one firm—for a specific project. Quals include a summary scope of work. / 1.3.1 Pt A RFQ is to narrow down to one firm by qualifications only. 1.3.1 Pt B RFP is to solicit to and receive a price proposal from the selected firm from the RFQ.

Pt A / Cx New Constr Request for Quals for Specific Project.docx / This form is an RFQ for a specific project, intended to be sent to a list of CxP’s from which a single CxP will be selected as the most qualified fit for the project and who will then provide a price proposal. This form has a summary scope of work and list of Cx’d systems. This form (Pt A) is intended to be used in conjunction with form 1.3.1 Pt B which is the RFP issued after The RFQ (Pt A) identified the most qualified CxP. This RFQ is not intended to generate a pool of pre-qualified CxP’s for use on various projects. Form 1.3.2 Pt A is used for that situation.

Pt B / Cx New Construction RFP to CxP RFQ Awardee.docx / This form is an RFP intended to be sent to a single CxP who has been selected through an RFQ process to provide the commissioning services for a specific project. This form 1.3.1 Pt B is intended to be used in conjunction with form 1.3.1 Pt A (RFQ). This RFP is not intended be used to evaluate more than one CxP (it doesn’t have a comparison scoring section). Form 1.3.2 Pt B is used for that situation.
1.3.2Pts A&B / Quals based selection—to generate apool or short list of CxP’s for future projects. Quals include a summary scope of work. / 1.3.2 Pt A RFQ is to narrow down to a pool or short list of firms by qualifications only. 1.3.2 Pt B RFP is to solicit to and evaluate price proposals from the multiple pre-qualified firms.
1.3.2 Pt A / Cx New Constr Request for Quals for Pool or CxP Shortlist.docx / This form is an RFQ for generating a prequalified pool of CxP’s for future projects or to generate a short list of prequalified Commissioning Providers for a specific project. This form has a summary scope of work and list of Cx’d systems. This form 1.3.2 Pt A RFQ is intended to be used in conjunction with form 1.3.2 Pt B RFP.
1.3.2 Pt B / Cx New Construction RFP to Prequalified Pool or Shortlist of CxP's.docx / This form is an RFP for a specific project, intended to be sent to a short list or a pool of prequalified CxP’s. This form 1.3.2 Pt B (RFP) is intended to be used in conjunction with form 1.3.2 Pt A (RFQ). This RFP is not intended for single pre-qualified CxP for a single project. Form 1.3.1 Pt B is used for that case.
1.3.3 / RFP with imbedded RFQ / Used for a competitive pricing for firms that have not been pre-qualified.
1.3.3 / Cx New Construction RFP and RFQ.docx / This form is an RFP that also includes an RFQ for a specific project, intended to be sent to a list of CxP’s or as an open solicitation for firms that have not been pre-qualified. This can be a qualification based selection if the selection criteria doesn’t weight fee much.
Commissioning is viewed by many as a professional service and best obtained through a request for qualifications, selection and negotiated fee rather than through a firm RFP, however if a firm RFP is required, the owner must invest the effort in developing a clear and comprehensive request and carefully evaluate the fee proposals and approach of each proposer.
