Description: / Literacy:
The CEFwill fund programs that help young people or adults gain literacy. For adults, “literacy” is defined as proficiency in reading comprehension and writing, and in speaking and understanding the English language. For youth, “literacy” also includes reading readiness skills.
Within this definition, adult literacy is prioritized, but not to the exclusion of youth literacy. Within youth literacy, priority is given to youth who read below grade level or who need English language acquisition.
Domestic Violence:
Domestic violence, defined as violence against women and children in the home by a spouse or partner. The priority for CEF Domestic Violence funding is personal safety and family protection. Within that definition, priorities are: first, shelter, then case (legal) advocacy, then counseling. Services to be provided must be specific to domestic violence victimization. For example, an application for generic shelter beds that could be occupied by domestic violence victims would not be eligible unless the applicant proposed to provide services with those beds tailored for domestic violence victims. (Note: no funding is available for prevention services or for child abuse services.)
Funded programs should work collaboratively and in coordination with Metro’s Family Justice Center and Metro’s Domestic Violence Advisory Committee.
Community Service:
The CEF will fund services provided for individuals and families experiencing economic crisis that address basic needs: housing, food, transportation, and/or case management services that support the above. Housing means shelter-related needs such as rental assistance, utilities, and mortgage assistance. Funded programs should encourage economic and financial stability and work collaboratively and in coordination with financial education and counseling programs exhibiting demonstrated, evidence-based, measureable outcomes. (Anyone needing domestic violence-related housing should apply through the Domestic Violence service category.) Transportation refers to costs necessary to enable recipients to travel to and from the service providers; to access the needed community service assistance. Allowable Transportation assistance may include bus passes/tickets and/or taxi fares to and from the service providers to obtain/access the other basic needs assistance. Transportation and housing assistance may also be utilized for individuals to assist with attending job related training or education to help obtain employment for the unemployed or improve wages for those individuals with low incomes. Transportation does not include acquisition of capital items such as purchase of vehicles or other forms of transportation. (Note: no funding is available for services for those who are already homeless.)
Afterschool Programs:
The CEF will fund structured out-of-school programs provided to children and youth, pre-K through high school diploma, that promote student success. Program components must provide academic enhancement, life skills,and fitness/recreation activities in an intentional and compelling way. Community service and/or preparation for post-secondary activities are encouraged in addition, where appropriate. Sufficient exposure for success (duration, intensity and breadth) is critical, at least 3 days per week over an extended period of time. An extended period of time is defined as a minimum of 180 hours totally per child.
