Review Panel for the 2015 Review of Governance Arrangements for Energy Markets

Dr Michael Vertigan AC (Chair)
/ Dr Michael Vertigan AC has had an extensive career in both the public sector and the private sector, with experience primarily in finance, investment, infrastructure and energy. He was Chair of the Government’s recent Cost-Benefit Analysis and Review of Regulation of National Broadband Network.
Dr Vertigan is currently Chair of the Australian Maritime College Board and Director of the Commonwealth Superannuation Corporation. Dr Vertigan’s previous board appointments include Director of Aurora Energy, Executive Chairman of Basslink Development Board and Chairman of MyState Limited, Tasmanian Perpetual Trustees Ltd, Energy Security Council, Solar Flagships Council and AGEST Superannuation Fund.
Dr Vertigan is a former Director of Eraring Energy and former Chancellor of the University of Tasmania. Prior to that, Dr Vertigan was Secretary, Department of Treasury and Finance, in Victoria and Tasmania, and was Secretary, Department of Premier and Cabinet, Tasmania. He holds an honours degree in economics from the University of Tasmania and a PhD from the University of California (Berkeley).
Professor George Yarrow (Member)
/ Professor Yarrow is an economist with an international reputation in the field of regulation, privatisation and competition policy.
Professor Yarrow is currently Chairman of the Regulatory Policy Institute, Oxford and Emeritus Fellow of Hertford College, Oxford University. He currently acts as an advisor or expert for a number of regulatory bodies, both in the UK and internationally, with an emphasis on the energy sector. His recent reports cover regulatory issues in energy markets, in the supply of legal services and in payment systems in banking, whilst his current academic work is heavily focused on generic issues of market governance.
Until April 2009, Professor Yarrow was a Board Member of the Gas and Electricity Markets Authority (GEMA), the energy regulator and the body responsible for the enforcement of UK and European Competition Law in the energy sector. He has written reports for the Australian Energy Market Commission and was the Chair of the Expert Panel that completed the review of the Australian limited merits review regime for the Council.
Mr Euan Morton (Member)
/ Mr Euan Morton is a Principal of Synergies Economic Consulting experienced in practising across the infrastructure, policy, sustainability, corporate finance and competition fields, and a former director of the Queensland Competition Authority. He is accredited as an Independent Expert under the National Electricity Rules and is a member of the Competition and Consumer Committee of the Law Council of Australia. His board memberships include Ecofund Queensland and aeiou (a charity dedicated to providing early intervention for children affected by autism).
In December 2005, Mr Morton was appointed to an expert panel advising the Ministerial Council on Energy on energy access pricing. Mr Morton was formerly an Executive Director at NECG (June 2001 – January 2004) and Director at the Queensland Competition Authority (June 1997 – June 2001). He holds a Bachelor of Economics (1st Class Honours); Bachelor of Law (with Honours) and Bachelor of Commerce from the University of Queensland.
