Criteria 1 – Project Objectives

The proposal must achieveone or more of the objectives outlined by the Legislative Assembly Resolution.

  1. Excellence in design quality;
  2. Carbon neutral buildings;
  3. Medium density infill;
  4. Innovative planning and engagement approaches;
  5. Innovative housing products and typologies;
  6. Close partnership with industry bodies; and
  7. Options for public and affordable housing

Explain how the proposal meets one or more of the objectives above (no more than two pages).

Criteria 2 – Demonstration Housing Concept

The proposal must include a Development Design Framework that displays the interplay between concept design and business strategy. The framework should outline in detail:

  • the type of development and concept design (number of dwellings, size of land required, proximity to public transport and services, preferred location, number of storeys, building heights);
  • attach a sketch plan of the ideal site layout, including proposed buildings, car parking facilities, public access arrangements, waste enclosures, etc.
  • indicative development program (community consultation, development statutory approvals and milestones for development on site) at a minimum;
  • tenure type; and
  • outline of current planning rules which do not permit the concept design in residential zones
  • outline other assistance Government may be able to provide (for example, assistance with identification of sites, or assistance with industry expertise and project coordination).

If public housing is included in your proposal, Public Housing Design Guidelines are provided for information purposes at Annexure 4 and will need to be complied with.

The responses to criteria two should be no more than 3 pages plus sketch plans.Sketch plans should be limited to a concept site plan and elevations.

Criteria 3 –Delivery Capability

The proponent must demonstrate the ability to:

  1. Purchase a site at market value;
  2. Finance the planning/design and construction of the site; and
  3. Either provide details of an existing governance framework, or a planned governance framework to oversee planning, construction and post construction (if required).
