Summary of Request and Rationale for Determination:
Dr. Cynthia Knight seeks permission to sell the service of teaching certain elementary and secondary educational courses* for Upper Iowa University (UIU), a private postsecondary institution located in Fayette, Iowa. Dr. Knight was an adjunct professor for UIU before taking her current position with the Iowa Department of Education (IDE), and she desires to continue teaching as courses fit into her schedule.
UIU has a teacher preparation program regulated by the Iowa Department of Education (IDE). Otherwise, this agency does not regulate that university. Dr. Knight has no responsibilities with IDE that give her any regulatory authority over UIU or any other postsecondary institution. As a member of the IDE Bureau of Instructional Services, she provides consultative assistance to public school districts in Iowa.
Therefore, the sale of the service of teaching any of the above courses will not cause Dr. Cynthia Knight to advocate on behalf of any entity, does not benefit or prejudice any regulated person or entity, and does not result in a conflict of interest per section 68B.2A.
*The courses are: EDU110, Foundations of American Education; EDU210, Methods: Birth-Elementary; EDU425, Reading in the Content Area; EDU304, Intro to Special Education; EDU407, Diagnostic and Corrective Reading and Language Arts; EDU459, Home, School and Community Relations; EDU462, Individual Behavior and Classroom Management Prek-12; EDU471, Assessment of Individuals with Disabilities PreK-12; EDU474, Methods: Behavior Disorders 7-12; EDU475, Methods: Mild/Moderate Disabilities 7-12; EDU476, Curriculum, Organization and Development of Special Education Programs PreK-12; EDU477, Career and Vocational Programming; EDU487, Student Teaching: Mild/Moderate Secondary.
