Resolutions passed unanimously in the CEC meeting held at Tuticorin on 27.09.2017.

1.  Recruitment of DR-JAOs:The CEC strongly condemn the SNEA leadership against making unwarrantedrepresentation to BSNL saying that JAOs are surplus in BSNL and requesting to stop the proposed DR JAO Recruitment.

We wonder, how as Association supposed to be the recognized one and claiming the representatives of all cadres, can write to the Administration not to recruit officers in one cadre, whereas the fundamental duty of a responsible Association is supposed to get more appointment and more promotional avenues to the members.

We fear, if the socalled recognizedAssociation is making such requests to the Administration, then BSNL may try to use the same weapon against other cadres also.

It is unfortunate that they have quoted Deloittee Committee Report as a tool to establish that JAOs are surplus in BSNL, whereas the Committee recommended to reduce all the lower cadre executive & non-executive posts, against which all the Unions/Associations (including SNEA) are fighting.

They also demanded to stop the DR-JAO recruitment, till settlement of E-2 scale to JAOs. Here normally a question will arise in the minds of all Executives, why they have not protested against the recruitment of JTOs in E-1 scale. Whether they feel only JAOs deserve for E-2 Scale and not JTOs? But the real fact is that they are not able to achieve the revision of scales of E-1A & E-2A even after lapse of about one year after their getting recognition. So we understand, to hide their failure in achieving thedemands, they are trying to start enmity among the executive cadres.

We understand that it is a clear cheap vote bank politics, as they have already tried to stop issuing appointment order to JAOs just one day before their completion of training to block them voting in the membership verification process for Executives in BSNL.

The CEC call upon to expose the mischievous activities of SNEA Leadership to create confusion among executive cadres in BSNL to escape from their failures in achieving the demands, what they have assured to settle before MVP.

The workload of JAOs is increased manifold after introduction of ERP and GST etc. Also the promotion to the cadre of JAO from non-executive is becoming remote and the senior Finance executives are retiring fastly.

Hence the CEC requests the AIBSNLEA CHQ to pursue the case with BSNL Management for immediate recruitment of DR-JAOs as proposed by the Management.

2.  Making adverse comments in APARs against our members: The CEC strongly condemns the attitude of some of the officers belonging to other Association who have made unwarranted entries in the APAR of our members in Karaikudi & Erode SSAs. We extend our sincere thanks to the GM Erode for upgrading the unjustified grading at the time of review itself.

One DE at Karaikudi happens to be the District Secretary of an Association has made some negative remarks to the JTOs, the members of AIBSNLEA, at the time of review just because they have refused to join their Association. He made the same remarks to the SDE, who is also our member. It is a point to think even by a lay man, how a DE can get the Sanchar Sarathi award, if most of his subordinates are not working.

This issue was taken up at appropriate level. Hope the same will be redressed by the concerned officers.

The CEC assures to extend full support to the affected SDEs/JTOs to settle the case. It is also discussed to go to any extend to curb such activities in future.

We request the Administration to issue necessary instructions to all concerned to grade the APAR on the basis of the performance of the officers working under them and not on the basis of the Association to which they belong.

3.  Role of TR Section Staff realization of outstanding: While we support the move of the BSNL CO to increase the revenue and cash inflow, we feel that the orders being issued shall be in such a way to motivate the Officers. In the recent order dated 20.09.2017, it is mentioned that the TR Staffs are sitting in Comfort Zone. Even if the intention of the letter speak about the spirit of the order, it may be noted that all the Officers working in BSNL CO, Circle Offices and GM offices are also to be treated as sitting in Comfort Zone. By virtue of their position, the Accounts Officers are sitting in the above offices as in the cases of the other officers. The accounts personnel working in TR section are already moving to the customers premises for outstanding collection etc. Naming them as Sitting in Comfort Zone will definitely de-motivate them by which the purpose of the order will be defeated. Hence the CEC request the CHQ to communicate the feelings and sentiments of the Accounts Officers to BSNL top level administration to advise the officers to avoid such wordings at least in future.

4.  Outsourcing of CSCs: The CEC opposes the move of the BSNL Administration for outsourcing the CSCs. The CEC also request the Administration to strengthen the CSCs by posting additional staff to the CSCs so as to give better service to the customers.

5.  Posting of GM and Staff to Tuticorin: The CEC requests the Circle Administration to post a regular GM at Tuticorin. Also Tuticorin SSA faces shortage in all Executives Cadres. Hence we request the Circle Administration to explore the possibilities of declaring Tuticorin as soft tenure place so that the problem of shortage can be avoided, so that physical/revenue target can be achieved.

6.  Filling up of AO/JAO posts in the SSAs, where there is acute shortage and considering Request transfers:The CEC requests the Circle Administration to fill up the shortage of AOs/JAOs where there is acute shortage either by way of calling for options or by rotational transfers.

Also the CEC requests to consider the transfer cases of AOs who are posted out of their parent SSAs and completed more than TWO Years.

7.  Legal Fund: AIBSNLEA is committed to settle the genuine issues by utilizing all means of channels. Many court cases are filed by AIBSNLEA to save the interest of BSNL Executives and huge amount is being spent to the senior advocates. Hence the CEC requests all the District Secretaries and Circle Office bearers to collect Rs.200/- as one time legal fund as per the decision of the CWC.

8.  Welfare Scheme: The CEC requests all the District Secretaries and Circle Office bearers to enroll our members in the AIBSNLEA Welfare Scheme by collecting one time membership of Rs.500-(Rupees Five Hundred Only) as per the decision of the All India Conference held at Mysore.

9.  District Conference: The CEC directs the SSA Branches who have not conducted their District Conference for more than two years, to conduct the same early. It may be ensured by the District Secretaries that the District Conferences are conducted before Mar-2018.
