RESOLUTION 51 (REV.HYDERABAD, 2010BUENOS AIRES, 2017)

Provision of assistance and support to Iraq
to rebuild and reequip its public telecommunication systems

(Doha, 2006; Hyderabad, 2010; Buenos Aires, 2017)

The World Telecommunication Development Conference (Hyderabad, 2010Buenos Aires, 2017),

recalling

a)Resolution51 (Doha, 2006) of the World Telecommunication Development Conference;

a)Resolution 193 (Busan, 2014), of the Plenipotentiary Conference;

b)Resolution34 (Rev. Antalya, 2006) of the Plenipotentiary Conference;

b)the efforts of the United Nations to implement the outcomes of the World Summit on the Information Society and the Sustainable Development Plan (2016-2030);

c)the noble principles, intentions and goals embodied in the Charter of the United Nations and the Universal Declaration of Human Rights;

d)the purposes of the Union, as enshrined in Article 1 of the ITU Constitution,

conscious

a)that the telecommunication infrastructure in the Republic of Iraq has been destroyed by two and a half decades of war and most of the systems currently in use have become antiquated through long years of usea secure telecommunication network infrastructure and related services and applications, as appropriate, are indispensable to support the social and economic development of nations, particularly those that have suffered natural disasters or wars;

b)that the substantial losses the public telecommunication systems in Iraq have suffered should be a matter of concern to the entire international community, especially ITUthat the damage caused to Iraq's telecommunication infrastructure and the illicit use of information and communication technology (ICT) services in the prevailing war situation is a matter of concern for the entire international community and relevant bodies/agencies;

c)that telecommunication systems are fundamental for rebuilding and rehabilitation and for enhancing the social and economic development of nations, particularly those that have suffered the effects of war;

d)that, under present circumstances, Iraq will be unable to rebuild or develop its telecommunication systems to an acceptable level without help from the international community, provided bilaterally or through international organizations;

e)that similar resolutions have been adopted in relation to countries experiencing similar circumstances to those which Iraq is experiencing,

having regard to

the difficulties that were faced in the implementation of Resolution51 (Doha, 2006Rev.Hyderabad, 2010),

noting

a)that Iraq has not received appropriate assistance from ITUthe provision of suitable assistance to Iraq by the Union will contribute to the reconstruction and modernization of the telecommunication infrastructures;

b)the efforts which have been and are being deployed by the Secretary-General and the Director of the Telecommunication Development Bureau to provide assistance to other countries that have recently emerged from the conditions of war they endured;

c)that the support of the Union will also strengthen the capacity of Iraq's technical systems to meet the country's economic, service and information needs in the telecommunication field,

resolves

1that special measures need to be taken, within the framework and available budgetary resources of the ITU Telecommunication Development Sector, to provide the appropriate assistance to Iraq;

2to support Iraq in rebuilding and overhauling its telecommunication infrastructure, establishing institutions, establishing tariffs, developing human resources and setting up training operations outside Iraqi territory if necessary, and to provide other forms of assistance, including technical assistance,

calls upon Member States

to offer all possible assistancein this area, within the framework of the special measures provided by ITU for this purposeand support to the Administration of Iraq in the following:

i)rehabilitating its telecommunication sector;

ii)ensuring the lawful use of ICT in the prevailing situation;

iii)achieving the most effective use of ICT for economic and social benefits,

encourages Members of the Sectors

1to provide all forms of support and assistance to Iraq in order to increase investment in the telecommunication/ICT sector;

2to provide a part of their social responsibility in the form of assistance to Iraq in order to build human capacities and raise awareness, in addition to technical assistance,

instructs the Director of the Telecommunication Development Bureau

1to continue taking immediate measures to assist Iraq to the extent possible within available resources;

2to take all possible measures to mobilize additional resources to this aim;

3to submit an annual report to the ITU Council on the progress achieved in implementing this resolution and the mechanisms employed to tackle difficulties as they arise,

requests the Secretary-General

to bring to the attention of the Plenipotentiary Conference (Guadalajara, 2010Dubai, 2018) the need to allocate a specific budget for Iraq as from the beginning of 20112019.

Reasons: To update Resolution 51 to reflect developments and Resolution 193 of the Plenipotentiary Conference.
