CALL FOR APPLICATION FOR THE RECRUITMENT OF A DIRECTOR OF ADMINISTRATION AND FINANCE ON BEHALF OF ROPPA EXECUTIVE SECRETARIAT

VACANCY
ROPPA Executive Secretariat is seeking on behalf of the Réseau des Organisations Paysannes et Producteurs Agricoles de l’Afrique de l’Ouest (ROPPA), through a short-listing and then an interview with a selection Board
A DIRECTOR OF ADMINISTRATION AND FINANCE

Mission: Under the supervision of the Executive Secretary on behalf of ROPPA Executive Secretariat, the Director of Administration and Finance has as general mission supporting and advising the Executive Secretary for the administrative, accounting and financial management of ROPPA.
Tasks: primarily, he or she has as tasks:
-Ensuring an effective, efficient management of ROPPA funds in compliance with the procedure manual;
-Supervising the bookkeeping in compliance with ROPPA procedure manual and TOMPRO management package;
-Coordinating the design, execution and follow-up of budgets established for projects and programs approved by ROPPA governing bodies and development partners;
-Assisting CNOPs’(National Frameworks of Farmer Organizations) in reforms of accounting systems and management of accounts;
-Drawing up ROPPA financial statements;
-Drawing up financial reports (on quarterly and annual basis ) submitted to the validation of the Executive Secretary;
-Preparing, assisting and following-up ROPPA accounting and financial audit missions;
-Ensuring the compliance with the current fiscal and social legislation;
-Assisting the Executive Secretary in management of administrative and financial resources;
-Ensuring the permanent enforcement of the procedure manual and its regular updating;
-Representing ROPPA to administrative and fiscal authorities;
-Ensuring the sound management of ROPPA material resources in compliance with the procedure manual;
-Setting up financial management tools adapted to the Executive Secretary requirements;
-Assisting the Executive Secretary in fund-raisingto donors;
-Implementing audit and supervising missions’ recommendations;
-Verifying the conformity of invoices and payments with contracts signed;
-Ensuring proper keeping of personnel file and records;
-Giving reasoned opinions on issues relative to ROPPA finance and administration;
-Participating in capacity-building of the CNOPs (National Frameworks of Farmer Organizations) and Executive Secretariat personnel in charge of financial and administrative management;
-Training, following-up and assessing the personnel under control;
-Preparing, drafting and presenting to the Executive Secretary all notes, reports, reporting relative to ROPPA administration and finance;
-Setting up a personnel management system in compliance with the current laws;
-Ensuring a good filing and record keeping.
Profile: the Director of Administration and Finance should have a higher education in administration and finance corresponding to a master degree level. Applications from women are strongly encouraged.
Job requirements:He (she) should have a significant experience, at least five years, in administrative and financial management with non-governmental organizations. He (she) must have a good command of farmer organizations and agricultural producers, mostly from West Africa; and also having five-year working experience with them. He (she) should be highly knowledgeable about donor procedures in terms of financial management, disbursements and procurement. He (she) must have a good command of TOMPRO software. He (she) should have strong capacities ofknowledge transfer, team work, drafting of summary notes in an acceptable style and form for farmer organizations and agricultural producers leaders. He (she) must be bi-lingual (French and English).
Working conditions:Mission and tasks assigned to the Director of Administration and Finance will require travelling a lot in West Africa.The employment contract linking him (her) to ROPPA will be governed by Burkina Faso laws, headquarters of ROPPA.It will be a two-year contract renewable.
