Instructions to Offerors:

1.  Complete and send offers to the Buyer not later than 5:00 p.m. on May 18, 2016.

2.  Offers must be submitted via email at . The email subject line should include “Request for Quote No. FY2016RFQ0501”

3.  Any questions related to this procurement must be submitted by May 13, 2016 via email

4.  Offers must include:

a.  The completed RFQ form above

b.  Five (5) samples of recent previous work completed similar in scope including (a) at least one video more than 30 minutes with music and subtitles and (b) at least one video coverage of a live event. The samples should be uploaded to YouTube, Vimeo or any other video sharing or file sharing site and the links included in the email submission.

c.  A corporate profile/brochure

d.  A valid business registration/license and a Tax ID number

e.  Any additional terms and conditions for the offer

5.  Offeror must itemize taxes and transportation charges or identify if taxes and transportation are included.

6.  To complete the RFQ please provide the following if available:

(1) Please provide the applicable U.S. Department of State International Traffic in Arms Regulations (ITAR) United States Munition List (USML) classification category or the U.S. Dept. of Commerce Export Administration Regulations (EAR).

(2) Export Controls Classification (ECCN) for your product.

(3) Additionally, please provide the National Stock Number (NSN) of the products requested, if applicable.

Notice:

·  This request for quote does not constitute an order. Buyer will not pay offer preparation costs.

·  Buyer may accept other than the lowest priced offer based on trade-offs between cost and quality or to further its socioeconomic programs.

·  Buyer reserves the right to reject offers (a) received after the date and time specified, (b) not responsive to the solicitation, (c) with unbalanced line item pricing, or (d) from vendors restricted from doing business with the U.S. Government.

·  Notwithstanding the terms of this Request for Quote/Proposal, offeror acknowledges that AECOM reserves the right to reject any or all Quotes/Proposals for whatever reason AECOM determines, in its sole discretion, to be in its best interests. Offeror further acknowledges that AECOM may for whatever reason waive any or all formalities and terms of this Request for Quote/Proposal and that nothing in the terms of this Request for Quote/Proposal shall give rise to any claim or cause of action, including without limitation any claim for breach of implied-in-fact contract to treat Quotes/Proposals in accordance with the terms herein.

·  All videos and materials produced must comply with USAID Branding and Marking Guidelines

·  All music and graphics used for the video production should be legally acquired or original produced by the offeror. No audio or video should infringe copyrights or digital rights of usage.

·  All video footage and final products will be the sole property of USAID and USAID Adapt Asia-Pacific. USAID and USAID Adapt Asia-Pacific alone will determine how the original images and final projects will be shared.

Statement of Work for Video Services for green-Y Event

1.0 INTRODUCTION

Adapt Asia-Pacific, a program funded by USAID and implemented by AECOM, invites proposals for “Video Services for green-Y Event” from outside independent organizations interested in providing the services listed below. The remainder of this document provides additional information that will allow a service provider to understand the scope of the effort and develop a proposal in the format desired by USAID Adapt Asia-Pacific.

2.0 BACKGROUND

The USAID Adapt Asia-Pacific project funded by USAID and implemented by AECOM International Development is addressing the ability of governments in the region to access climate change adaptation finance. USAID Adapt Asia-Pacific works with regional, international and US partners to provide technical support to strengthen regional networks, to leverage technical and financial resources and to share and replicate best practices among national and local stakeholders.

To cap off activities of several USAID Regional Development Mission for Asia projects this year and with the participation from bilateral USAID Missions in the region, a committee is organizing a half day event called green-Y on June 11, 2016, to showcase USAID’s contributions to address climate change in Asia. This large event (300 attendees expected) will engage youth, civil society, and environmental experts through informational, varied talks in English and in Thai. The event is anticipated to take place in Bangkok, Thailand.

green-Y is meant to inspire, motivate, connect and energize. A talk given at green-Y will be a carefully curated and rehearsed presentation by a thinker, an expert, a professional or an artist who is passionate about his or her subject, which can range far beyond the original boundaries. The ten speakers for green-Y have already been identified and invited. Out of 300+ guests, 150 will be university students interested in, or studying, the field of climate change in Southeast Asia.

The consultant or team will be responsible for supporting the USAID green-Y organization team to film the event, edit the event video for uploading on a public website, and interview key informants.

3.0 SCOPE

To achieve the objectives outlined above the selected Offeror must be able to provide the following services:

·  Filming of the full event including:

o  The talks and presentations at the main stage

o  Exhibits outside the event hall

o  Any presentations/demonstrations by participants or exhibits

o  General footage of the venue, participants, VIPs etc.

o  Interviewing key informants (maximum 5),

·  Equipment set-up and checks prior to the event on June 11, 2016 completed before noon

·  For filming of the main stage talks and presentations:

o  Set-up at least two cameras with different angles/perspectives

o  Provide O/B switching equipment to select between the two feeds

o  Audio equipment that integrates into the venue audio equipment to capture the speeches/presentation

·  At least one mobile camera for filming of the exhibits, participants, and general footage of the venue and interviews

·  Editing of the event video, sourcing music, and subtitles in English where necessary. The service provider will produce two mastered DVDs, NTSC 16:9 aspect ratio standard def. (resolution of projectors is 1024 x 768), with 5 seconds black at beginning and end of video, and a Web-ready version.

·  Technical support for uploading on a public website, provided within 7 working days after the event;

·  The videos must be 508 Compliant (Section 508 of the U.S. Rehabilitation Act) and USAID branding compliant (per the Graphics Standards Manual and ADS 320)
