PPE Solar Lighting/Lanterns Action Research

Christian Aid (CA) is a UK and Irish based international NGO working in Ethiopia since 1973. We work in areas like Agriculture, Climate Change and Health. A new area of work for us is Energy. We are planning to deliver Pro-poor Energy (PPE) interventions in Ethiopia. By PPE we mean alternative, affordable, accessible and renewable forms of energy.

CA Ethiopia is working to develop its PPE programme area of work in Ethiopia generally, and in our operational area of South Omo in particular. We want to understand in-depth the opportunities and limitations of PPE here. To do so, we are undertaking a series of research projects into the potential for, and feasibility of, PPE in South Omo. These studies will cover various topics including wind energy for irrigation, fuel efficient stoves, and solar energy options.

Eligible, licensed and suitably qualified consultants and/or researchers are therefore hereby invited to submit to Christian Aid Ethiopia their proposals for delivery of a Research Project on Solar Lanterns in South Omo.

  1. Purpose

The purpose of the research is to investigate the potential appropriateness, impact, feasibility and long-term sustainability of small-scale solar energy lanterns as a PPE intervention in South Omo Zone, looking at both supply and demand-side aspects.

  1. Specific Objectives

The project has two main objectives:

  1. In order to determine the potential appropriateness, benefits and Potential unintended consequences (positive or negative) of solar lanterns in South Omo, we require the researcher/consultant to conduct 1 Action Research Project in 4 woredas (South Ari, Hammer Dassenech and Nyangatom) with up to 400 participants (100 in each woreda) in which at least 2 different forms of small-scale solar energy lanterns are made available for trial by the participants for a period of 3 months, and then assessed against a baseline.
  2. In order to determine the feasibility and long-term sustainability of such an intervention, we require the researcher/consultant to:
  1. Identify, assess and recommend the market-based mechanisms for supply and distribution of these products.
  2. Determine the local people's willingness and ability to pay for solar lanterns.

The project needs to be completed by the end of October 2011.

  1. Qualification and Experience

The consultant/researcher will have:

  • At least a master’s degree in a relevant discipline (e.g. Environmental Technology, Social Science)
  • A minimum of five years relevant work experience as a researcher, consultant or advisor, ideally in the energy sector.
