SECTION I

PROJECT OVERVIEW

The purpose of this request for proposal is to provide the Bonner Springs Edwardsville School District with a direct Internet access and T1 Line connection.

I.2 Schedule of Dates:

1. Request for Proposal Nov. 21, 2003

2. Vendor Bids Due Dec. 17, 2003

3. All bids will be disclosed on 3:00 PM, Dec. 17, 2003

(All vendors welcome to attend at the District Tech. Dept.)

4. Billing to start no sooner than *July 1, 2004

5.  Project completion date July 1, 2004

6.  Any and all bids or portions thereof may be rejected by the Unified School District #204 of Wyandotte County.

7.  The winning vendor agrees to participate in the Universal Service Fund (E-Rate) program. This vendor will only bill the district for the non-discounted portion of the project, and will follow the Federal Government procedures under E-Rate to receive payment for the district's discounted portion from the Federal Government or its agencies.

8.  The vendor will agree to fill out the proper BEAR form (Billed Entity Applicant Reimbursement) for reimbursement of services on either a monthly, quarterly, semi-annual, or annual basis so the district will not be responsible. (Payment schedule will be agreed upon between vendor and district.)

9.  Acceptance of this bid by the district is contingent upon the approval from School and Libraries Division (SLD) of the district’s application for inclusion of this contract in the Universal Service Fund (E-Rate) discount program.


I.3 Break Down of Request of Proposal:

Internet Access Charge (Monthly Rate) ______

SCOPE OF PROJECT

The vendor will provide a direct connection for Internet with a minimum download speed of 3000kps and minimum upload speed of 1500kps. The cost of this connection is to be included in this bid. The district will handle its own web server(s) and an e-mail server.

The district currently uses Cisco PIX firewall equipment. If a different vendor is chosen than the present ISP, then the new ISP will provide assistance for the following:

1.  Integration for the district's firewall to the ISP and allow for NAT and PAT services to be used on the firewall.

2.  Handling primary Domain Name Service (DNS) for the district.

3.  Provide access to the Internet's Newsgroups.

4.  Monitor the connection and Internet service to verify that the available services are running 24 hours a day 7 days a week.

5.  The vendor will supply reports to the district on a monthly basis indicating the district’s utilization of the connection and the Internet. If the vendor has additional reports available, then please specify what those reports are in the RFP response.

6.  If the current ISP is changed, the new ISP will work with InterNIC and KANRAN in providing a new IP address along with changing the IP addresses of current email server, web servers, router, PIX translation, and any other changes that would have to be made due to changing of an IP address.

7.  If any additional equipment is necessary, i.e. router, CSU/DSU, etc., please specify cost and setup if any.

8.  It will be the responsibility of the successful vendor to setup a time schedule to switch from current provider.

9.  If a router is needed, the vendor will provide at least a Cisco 2600 Series router to connect the district to the Internet. The district will have a choice of purchasing its own router from a third party. The vendor will provide the necessary configuration for this router.

10.  The district will need at least 61 dedicated IP addresses.

11.  The vendor will train district staff to read log files so that undesired network traffic can be determined and resolved.

The vendor will need to include documentation with the bid indicating their tier level connection on the Internet so the district can determine its connection speed . The vendor will also need to supply references.

ADDITIONAL REQUIREMENTS

1.  The vendor will provide a valid SPIN number (Service Provider Identifying Number) to the district upon the submission of the reply of this RFP.

2.  The vendor will provide a description of services that could be used when the district applies with the Schools and Library Division on Form 471.

3.  The vendor will provide any additional documentation that will describe the services that it will provide. Such things as who to contact in case of problems, steps to take if the district is having problems with obtaining Internet connection, and/or if there are other problems associated with the lack of Internet services.
