2)Post-separation employment of any previous officer or employee of the County is prohibited pursuant to Government Code section 25132 (a). This entails any officer or employee of the County that participated in any part of the decision making process that led to the County relationship with the consultant, vendor or other County provider of goods, materials, or services. However, if a County officer or employee that was not involved in the decision making process separates from County employment to work with the said consultant or vendor;it is not a violation of the above stated Government Code.

3)The essence of this RFP is to contract with a vendor/consultant that will serve as a consumer/family member that is fully devoted to the needs of families in the community and will perform specific duties and tasks to ensure those needs are met, as outlined in the Scope of Work of the RFP.

4)The selected vendor/consultant will be expected to attend identified meetings as they pertain to MHSA, advocacy and policy decisions specific to consumer/family member perspective. These meetings will range from administrative to public meetings and could be at the local or State level.

5)There is no identified number of consumer/family members that the vendor/consultant will be expected to see in any given period. Community, consumer and family member contacts will be logged/documented for the tracking of activities, purpose and outcome.

6)The selected vendor/consultant will be working hand-in-hand with FresnoCounty’s MHSA, Department’s of Behavioral Health and Children and Family Services staff and will be expected to keep the MHSA Coordinator informed about projects and collaborations. This may entail providing reports or contact records, as well as documentation to meet the needs of service review and outcome. Each vendor/consultant is encouraged to propose ideas of what they can offer based on their experience or past practice.

7)As part of the duties of the Consumer/Family Advocacy Support Consultant the vendor/consultant will need to document and process any complaints received from consumer/family members following the County complaint process that is already in place to ensure continuity of documentation and resolution practices. Orientation activity for selected vendor/consultant will highlight the FresnoCounty compliant and grievance process to avoid duplication of services.

8)The vendor/consultant will be working with consumer/family members that may or may not be referred to them by the County. Consumer/Family members may also be referred to the vendor/consultant by community organizations, MHSA vendors, and/or through the vendor/consultant’s own community outreach and education process, in addition to public inquiry calls that come in to the MHSA Administrative office.

9)Please note that the role of the MHSA Consumer/Family Advocacy Support Consultant is not only envisioned to meet the needs of consumer/family members by addressing their complaints or requests but also by representing consumer/family members in policy meetings, providing technical assistance for new or existing MHSA programs, and by advocating/acting as a liaison for consumer/family members with County Administration, community programs, and State agencies, among other duties as outlined in the RFP.
