REQUEST FOR PROPOSAL FOR THIRD PARTY LOGISTICS AGENT FOR THE DISTRIBUTION OF ANTI-TB COMMODITIES/DRUGS IN NIGERIA

The Association for Reproductive and Family Health (ARFH) has received grants from Global Fund to Fight AIDS, Tuberculosis and Malaria towards implementing the TB/HIV New Funding Model (NFM) Project in Nigeria and intend to apply part of the proceeds of the grant to distribute some TB Commodities and Drugs. ARFH now invites two (2) separately sealed Technical and Financial bids.

Project:

Distribution of TB Drugs, Laboratory Reagents, Recording/Reporting Tools and other related commodities from Federal Central Medical stores Oshodi Lagos, the six geopolitical Zones, State Stores to facilities.

Scope:

  1. Pick-up and distribute from the Federal Medical Center Oshodi Lagos to the six zonal stores in Minna – North Central, Kaduna – North West, Bauchi – North East, Owerri – South East, Port-Harcourt – South South and Ibadan – South West
  1. Pick-up and distribution from the 6 Zonal Stores in Minna – North Central, Kaduna – North West, Bauchi – North East, Owerri – South East, Port-Harcourt – South South and Ibadan – South West to the respective states as contained in the attached document.
  1. Pick-up and distribution from the Central Medical Stores (CMS) in the 36 states plus FCT to 4,698 TB Clinics in the country as listed in the attachment.
  1. This distribution is planned to be effected quarterly at the three levels mentioned in a, b and c.

Pre-qualification:

Your company must be a registered Logistics organization with the requisite experience and track records for facility/site distribution of Pharmaceuticals and Health Products. The documents below must be made available in the sealed Technical bid (the scoring for each is stated and will be used as such in the selection; Please Note that the financial bid will not be opened if the score for the Pre-qualification is below 50% score):

  • Company Profile with in-country staff strength and registration with relevant professional bodies – 15%
  • Evidence of company’s incorporation with Corporate Affairs Commission (CAC) – 5%
  • Evidence of recent annual Returns to Corporate Affairs Commission – 5%
  • Evidence of three years (2014 – 2016) Tax Clearance Certificate – 5%
  • Evidence of a Tax Identification Number (TIN) – 5%
  • Documentary proof of adequate containerized Delivery Trucks in the company’s fleet – 20%
  • Evidence of past jobs with details of existing contracts with other organizations if any – 15%
  • Evidence of current audited accounts of your firm for the past three years (2014 – 2016) – 5%
  • Verifiable Goods-in-transit Insurance (GIT) – Only trucks with over N10M GIT will be acceptable - 25%.

Financial Bid/Price Quotes:

Of all the proposals meeting technical requirements, the lowest compliant proposal shall be selected after the financial bid analysis.

You are expected to present your price quote for all the locations in the format of the attached workbook. Find below the required details:

Federal Medical stores Oshodi Lagos to the six zonal stores

  • Cost/Tonnage (10, 20, and 40T) for all distances to the zonal stores.

Zonal stores to the 36 states plus FCT

  • Cost/Kg (100,200,300,500,700&900Kg) and Cost/Ton (1,2,3,5,10,20&30T) for all distances from the 6 Zonal Stores in Kaduna, Minna, Bauchi, Ibadan, Port Harcourt and Imo States to the 36 States plus FCT.

States Central stores to the 4698 TB Clinics

  • Give details for cost/kg (1, 3, 5, 10, 20, 50, 100, 300, 500, 700kg) and 4,698 DOTS facilities as listed in the attached workbook.

Additional Information:

  • Detailed distribution plan, including units of commodity, quantities allocated to the State Stores/facilities, designated recipients/contact persons will be communicated to you for each of the quarterly distribution periods on commission of the contract.
  • Your quotation should reach the undersigned within 30 days from the date of this quotation solicitation.
  • This request for proposals solicitation has been addressed to numerous organizations and hence, will be competitive.
  • Drugs shall be delivered to designate Stores in strict compliance to the prepared plan. The Delivery Voucher shall also be completed and Returned to the officers to be included in the distribution/delivery protocols that will guide this process.
  • The quotations shall be valid and not subject to review for the one year period from the date of submitting the quotation.
  • Organisations are encouraged to quote for one or the routes for which they have both expertise and requisite knowledge of the terrain and the required transport capacity to deliver on record time. The number of states to be quoted by each organization should not be more than twelve (12).
  • The successful bidder(s) shall be notified in writing and will be invited to sign a contract with all the ILEP Partners.

Original copy of the 2 bids shall be submitted sealed separately in an envelope marked on the top right side with ‘TB Drugs Distribution – Technical Bid’ and ‘TB Drugs Distribution – Financial Bid’ and addressed to:
