REQUEST FOR PROPOSAL FOR POLICY/REFERENCE BRIEFS FOR MEDIUM TERM DEVELOPMENT FRAMEWORKS (MTDF) & SECTOR PLANS

1. BACK GROUND:

The goal of the World Wide Fund for Nature – Pakistan’s (WWF – Pakistan) Building Capacity for Climate Change Adaptation in Coastal Areas of Pakistan (CCAP) project is to equip state planners, regional partners, and fishers and farmers in Sindh and Balochistan with knowledge, pilot demonstration projects, tools, and best practices to help adaptation and resilience to climate change (see:

The present consultancy’s purpose is to supply planners and policy makers with two policy/reference briefs to enable their focussed re-writing and budget-earmarking in support of “coastal adaptation” investment within sector policies, supporting legislation, 5-year plans, 10-year medium-term development frameworks (MTDFs), Vision 2020, and public sector development plans (PSDPs).

In this sense, the briefs are concerned with directly assisting planners; their investment planning and eventual spending on coastal adaptation would, at a later date, directly assist union-council level beneficiaries such as coastal fishers and inland farmers.

2. THE TASK:

Out of the two briefs, the first will be concerned with generating recommendations for the upcoming MTDF (2015-2020), including on earmarking specific coastal adaptation investment in Sindh’s and Balochistan’s PSDPs. Specifically, the following proposed brief outline and proposed activities will be revised and agreed by the consultant in consultation with WWF-Pakistan:

Brief Outline (draft):

  1. Introduction covering: (a) the role of MTDF in Vision 2020; (b) description of current political and bureaucratic mechanisms governing PSDP allocations; (c) the objective of the brief and how its content would facilitate adaptation investment. Preferably (a) and (b) are delivered in graphic/tabular form with minimum narration listing steps repeated in successive planning rounds.
  2. Synthesis and analysis of questionnaires administered in one-on-one meetings, covering inputs from concerned ministries/departments on the following: (i) module soliciting responses to (a), (b), and (c) above; (ii) module on priorities in the absence of adaptation and disaster risk reduction (DRR) considerations, in view of Vision 2020’s key investment areas; (iii) module on officials’ recommendations on win-win adaptation and DRR investments that can accompany roll out of poverty, social uplift, health, development, SME, entrepreneurship, privatization, or other investments slated in PSDPs.
  3. Recommendations on: (a) new content to MTDF in terms of concerns, proposed activities, proposed investment, proposed institutional mechanisms, or proposed reforms to pricing, among others, which would directly support coastal adaptation and DRR investments; and, (b) new proposed consultative mechanisms in support of enhancing coastal climate change adaptation and DRR reviews of MTDF content.

Accompanying Activities (proposed):

  1. Acquisition of latest draft MTDF chapters, latest PSDP draft planning documents, and other up to date information concerning Vision 2020 milestones needed for the current mainstreaming exercise
  2. Acquisition of past MTDF, PSDP, and Vision 2020 documents (including budgets)
  3. Hold at least 4 one-on-one meetings, one each with the Planning Commission, Environment Ministry, National Disaster Management Authority, and a concerned Provincial authority.

The second brief will be concerned with guiding officials/line agencies in concerned departments/ministries on investment gaps/opportunities in agriculture and (coastal and inland) fisheries sectors and on necessary coordination channels (e.g., some ministries may need to coordinate, but do not owing to the absence of communication and coordination channels) and subjects for coordination. Specifically, the following proposed brief outline and proposed activities will be revised and agreed by the consultant in consultation with WWF-Pakistan:

Brief Outline (draft):

  1. Description of gaps relating to (integrated) DRR and adaptation planning for (coastal and inland) fisheries and agriculture sectors.
  2. Review of recommendations made by those interviewed in key informant/focus groups meetings (see whom in the “accompanying activities” section below). The questionnaire used to elicit recommendations should focus on gaps (as per 1 above); on integrated DRR and adaptation opportunities in the 2 sectors; and, on necessary coordination mechanisms so that natural resource, environment, and economic ministries/departments take joint decisions concerning coastal DRR and adaptation management and investment in the 2 sectors.
  3. Conclusion and resources to facilitate mainstreaming milestones for the above.

Accompanying Activities (proposed):

  1. Acquisition of latest and up to date concerning planning documents and allocations for fisheries and agriculture sectors
  2. Acquisition of past plans and budgets for these two sectors
  3. Hold at least 4 one-on-one meetings, one each with the Planning Commission, Environment Ministry, National Disaster Management Authority, and a concerned Provincial authority (for coastal and inland fisheries and agriculture).

3. Requirements for experience and qualifications:

minimum Requirements:

The successful consultant/contractor will meet the following minimum requirements:

  • Education: Degree in environmental related studies and some experience in the work on Climate Change would be an added advantage.
  • Experience of and knowledge of climate change and climate adaptation
  • Good understanding of the climate change adaptations
  • Excellent writing skills and fluency in English

Competencies:

  • Demonstrates openness to change and ability to manage complexities;
  • Demonstrates ability of analytical work and excellent report writing;
  • Proactive and able to work with minimal supervision and high degree of initiative, reliability, flexibility, motivation, and resourcefulness;
  • Professionalism: flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.

4. Documents to be included when submitting the proposal:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

  • Proposal: (i) Explaining why they are the most suitable for the work; (ii) Provide a brief methodology on how they will approach and conduct the work
  • Financial proposal (including fee, travel cost (if any), and other relevant expenses)
