A. STATEMENT OF INTENT:
The State of Maine (State), Department of Administrative & Financial Services (DAFS) on behalf of the Department of Corrections, issues this Request for Information (RFI) 18A 201703002 for the purpose of having the vendor prepare a written response for the State of Maine to lease secure office space in the Caribou or Presque Isle, Maine. The information gained from this exercise will help the State define its understanding of the availability of space appropriate for accommodating the agency.
B. BACKGROUND:
The mission of the Department of Corrections is to reduce the likelihood that juvenile and adult offenders will re-offend, by providing practices, programs and services which are evidence-based and which hold the offenders accountable.
A major function of the office is client reporting with little public traffic other than an occasional meeting with a treatment provider, etc.
The State is interested in leasing space in an existing building, a renovated building, a new privately owned facility or any combination thereof in Caribou or Presque Isle, Maine.
The site will consist of approximately 2,500 to 3,000 square feet of office space.
C. GENERAL INSTRUCTIONS:
The State is requesting the following information from all interested parties. The purpose of this Request for Information is to allow the industry to demonstrate in writing, approaches for the availability and costs associated with leasing and relocating to another facility. The Proposer should try to address as many items as possible and provide supporting documentation as required.
We are seeking:
1. Information on lease availability and private experience in the provision of a facility to house a law enforcement agency office.
2. A facility in Caribou or Presque Isle, Maine.
3. A facility that can provide easy access.
4. A facility that has a staff work area secure from the client wait area.
5. A facility that has (2) or (3) restrooms; (1) must be in close proximity to the client wait space and (1) must be in the staff work space.
6. A facility not in close proximity to a school or child daycare facility.
7. A minimum of (12) parking spaces (adjacent to the facility)
We are not seeking:
1. Architecture and Engineering for construction.
2. Specific pricing information.
3. An actual proposal for the provision of leased facility space.
Issuance of this RFI does not commit the Department to issue an award or to pay expenses incurred by a Respondent in the preparation of a response to this RFI. This includes attendance at personal interviews or other meetings.
The Department may request more detailed Oral Presentations from selected responders.
D. INSTRUCTIONS FOR RESPONDING
1. All written responses will be reviewed by the Bureau of General Services and the Department of Corrections.
