The Meat Board of Namibiarequires the services of an individual consultant or consulting firm(hereinafter referred to as the “Consultant”) to provide the following services:

Summary of Services

A study on the development of business models for the MeatCo export abattoir Katima Mulilo, which will ensure minimal disruption of marketing of livestock in the Caprivi during FMD outbreaks.

This document sets out the application procedure and the Terms of Reference for the above assignment.

Application Procedure and Selection

Before applying, interested Consultants shall review the Terms of Reference, which provides a detailed description of the assignment and the qualifications and experience required of the Consultant.

Interested Consultants shall send their responses, which shall include an Expression of Interest (EOI) to be considered for the assignment including the date of availability, up-to-date CV demonstrating that the Consultant fulfils the minimum requirements described in the TOR, contact details (i.e., address, telephone and fax numbers, e-mail address, website, etc.), at least three references that can comment on the Consultant’s related work experience, and any other relevant information.

The selection shall be carried out in accordance with the procedures for Selection based on the Consultants’ Qualifications method set forth in Annex VI, Section 1.B. 3.7 of the MCA Namibia Procurement Rules (see the Procurement page on website for the Procurement Rules). The selected Consultant will be requested to submit separate technical and financial proposals for the assignment, which, together with the Consultant’s EOI will be used for the negotiation of a fixed-price contract between the Consultant and [name of your institution].

Terms of Reference

Development of business models which will ensure minimal disruption of marketing

of livestock in the Caprivi during FMD outbreaks

Background

The cattle export-abattoir in Katima Mulilo (Caprivi) is managed by MeatCo and represents an important option for cattle marketing to livestock owners in the Caprivi. In general, the abattoir’s profitability is challenged by fluctuating supply and overall poor quality of cattle.

The Caprivi Region experiences increasing incidents of FMD outbreaks. Under current policy, following an FMD outbreak, export of meat and meat products outside the region is not allowed. In this case the abattoir stops its operations until the export restriction is lifted.

This study should investigate business models allowing for minimal disruption of marketing of livestock in the Caprivi during FMD outbreaks.

  2. Development of between 1 and 3 alternative business operation models (cash-flow models) for continuation of business operations at Katima Mulilo and their socio-economic impact on the region.
  3. Recommendation on business models developed under 4.

Skills required

To achieve the above the Project team would benefit from the inputs of a consultant/ team of consultants with the following skills and experience:

-Background in agricultural economics

-Business planning, business modelling and financial analysis

-Understanding of livestock and meat production and marketing in Southern Africa
