SENIOR STATISTICIAN

1.Program Background

The USAID Jordan Local Enterprise Support Project (LENS) aims to support the development of an inclusive enabling environment for economic development in selected municipalities, and to assist existing micro and small enterprises (MSEs), and new entrepreneurs, to benefit from it. Support to MSEs, particularly among underserved populations and municipalities, will promote their ability to identify and capitalize on business opportunities, through improved ability to recognize and meet product and service market demands. Increased clarity in the institutional, legal and financial aspects of municipal governance and improved capacity to promote economic growth will enable municipal leaders to effectively pursue development plans.

2.Objective of Consultancy

The Consultant will serve as a Senior Technical Advisor to theLENS Project, to support design, analysis and implementation.

Tasks related tothis workinclude:

  1. Finalization of methodologies and drafting of final reports and/or papers for publication
  2. A review and recommendations for updating the LENS MSE Survey and finalizing the sampling framework, sampling plan, questionnaire, analysis plan and logistics;
  3. Close coordination with the data collection firm throughout the process;
  4. Guidance to and close coordination with members of the LENS survey and research teams;
  5. Leadership of the analytic processes, including review of data cleaning, descriptive statistics, market segmentation, and any additional analysis required;
  6. Co-authoring and/or review of final reports;
  7. Implementation of the project’s growth diagnostic tool and engagement with universities.

3.Deliverables

The Consultant shall be responsible for preparing and submitting the following deliverables to the Technical Manager(s) according to the following schedule. FHI 360 will work with the Consultant to finalize format and structure for key deliverables during the consultancy, and the Technical Manager and other relevant staff will review the consultant’s proposed drafts and provide feedback accordingly.

4.Required Skills and Qualifications

  • Masters Degree in Statistics or relevant field
  • At least 15 years of experience in statistical analysis, specifically focused on economic development
  • Demonstrated experience:
  • Designing and implementing complex national surveys in the Middle East
  • Designing and leading statistical analysis approaches and tools
  • Working in micro and small enterprise development
  • Experience working in Jordan preferred
  • Fluent in written and spoken English
  • Fluent in written and spoken Arabic
  • Very strong writing skills

Criteria/Qualification for Evaluation

Consultants will be evaluated and ranked by committee according to the conditions described in the evaluation criteria below, with a total overall maximum point value of 100. Consultants will first be evaluated and scored from a technical standpoint. Consultants that are considered to be technically qualified shall then be evaluated in terms of cost reasonableness of their daily rate. The contract shall be issued to the consultant with the highest combined technical and cost score.

5.Level of Effort and Remuneration

The Consultancy will consist of a maximum of 100 working/billing days (1 day = 8 hours) between January 2, 2018 and December 1, 2018.

The Consultant will be paid the agreed daily fee rate for every day worked, up to but not to exceed 100 days, with reimbursement for related, budgeted expenses.

6.Location and Facilities

Most work can be done remotely, however, there will be occasions when the Consultant is needed on site in Jordan. FHI 360 will cover travel expenses when local and/or international travel is necessary. The Consultant will have space available in the LENS office in Amman.

7.Submission Requirements

Interested candidates should send the following application materials:

  2. A completed FHI 360 Biographical Data Form with current daily rate and salary history, and proposed daily rate in USD for completion of the work defined above
  3. List of at least 3 references, with contact email and phone numbers, who can independently verify past work
  4. One writing sample

Consultants are responsible for review of the terms and conditions provided in the attachment and listed below. Consultant must provide full, accurate and complete information as required by this solicitation and its attachments

Please DO NOT begin work until a contract has been signed between FHI 360 and the consultant.

8.Disclaimers and FHI 360 Protection Clauses

  • FHI 360 may cancel the solicitation and not award.
  • FHI 360 may reject any or all responses received.
  • Issuance of the solicitation does not constitute an award commitment by FHI 360.
  • FHI 360 reserves the right to disqualify any offer based on offeror failure to follow solicitation instructions.
  • FHI 360 will not compensate offers for response to solicitation.
  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion.
  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities.
  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition.
  • FHI 360 will be contacting offers to confirm contact person, address and that bid was submitted for this solicitation.
