Compliance requirements:
Financial capacity and experience: demonstrating that that financial capacity of the Bidder (including consortium members where relevant) has not materially declined since selection as a Bidder. In particular, the Bidder is required to demonstrate (re-confirm) that it has developed a power plant project of at least €800 million total investment volume (debt plus equity) and that it has developed a power plant of at least 600MW installed capacity.
Bid Bond and Letter of Credit: provision of the Bid Bond (as explained in Error! Reference source not found.) is a requirement for passing the technical and compliance evaluation; Bidders are required to confirm that they will, upon selection as Preferred Phase 1 Bidder, provide an irrevocable standby letter of credit for the required securities in the forms outlined in Annex IV.
Corporate Governance: demonstrating how sound governance practises will be implemented and monitored throughout the organisation, in compliance with Kosovo legislation and prudent corporate governance standards.
Letter from Authorised Signatories: provision of this letter is a requirement for passing the compliance evaluation.
Covering letter from lead consortium partner: provision of a covering letter, signed by the lead consortium partner, is a requirement for passing the compliance evaluation.
Corporate structure: provision of the proposed corporate structure is a requirement for passing the compliance evaluation.
Indicative Financing Plan: a detailed financing plan demonstrating credible sources and uses of funds and equity and debt assumptions. Bidders are requested to detail their approach and strategy toward raising debt financing for the project. Bidders are requested to provide support letters or letters of interest from Qualified Lenders to finance not less than 70% of the total costs of the KRPP Facility.
