RESOLUTION OF THE CHAIRMAN OF DUSHANBE CITY

On conduction of international open contest for the technological

and subject ornamentation of avenues, main streets, administrative

and cultural buildings and the service of Dushanbe city

For the purpose of developing and improving the activity of external advertisement and ornamentation of the city in honor of worthy celebration the 90th year of capital location, making available for Dushanbe city using the advertising modern experience and technologies, making the subject ornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe city more attractive and in accordance with articles 19 and 20 of constitutional Legislation of the Republic of Tajikistan “On the local authority of state power”

RESOLVED:

  1. To announce an open contest from 1 August 2013 until 11 September 2013 among the local and international legal entities and to approve a composition of the commission of the contestaccording to technical order and requirements of contest conduction in appendixes No1 and No2 for the technological and subjectornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe city in honor of worthy celebration of the 90th year of capital location.
  2. The state enterprise “Outdoor advertisement and ornamentation of Dushanbe city”(Yunusov N.I.) in cooperation with composition of the commission of the contest and in consensus with cultural department of local executive authority of state power in Dushanbe city(Musoeva Sh. R.), analyzing and informational department of the apparatus of the chairman of Dushanbe city (Hamroev D. T.) shall immediately inform about conduction of the contest by printing and/or electronic media to the local and international structures, which have made progress in technical and subject ornamentation of capitals in advanced countries, shall provide a wide participation of stakeholders in theinternational contest and from its final result shallrecommend the reasonable conclusion to the chairman of Dushanbe city.
  3. Supervision over the performance of current resolution shall be implemented by the Deputies Mansurov J. M. and Rahimova S. H. of the chairman of Dushanbe city.

To the resolution

Order and requirements of consent conduction for the subjectornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe city

  1. General provisions
  2. Current order is for conducting the consideration of proposed projects for “Technological and subject ornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe city” and regulates the requirements for participants, proposal order, term of contest and operates until the end of contest measurements.
  3. Organizer:

State enterprise “Outdoor advertisement and ornamentation of Dushanbe city” of the local executive Authority of state power in Dushanbe city.

1.3.The conception of “Project” is angora project in the framework of technical requirements of project processing of the “Technological and subject ornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe city”

Recommended materials:

-A3 Album paper with angora elements and photomontage of placing;

-Approximate technical-economic substantiating of project and its separated elements;

-Familiarization and presentation of the project (during the presentation can be presented video tube with a length no longer than 5 min).

-The project must have short aesthetic and technical-economic information.

  2. Consideration, judgment and evaluation of projects from the point of view of modern world innovators, the technological and technical view, implementable conditions

and the determination of winners of contest nomination.

2.2.Selection of projects for the ornamentation works in Dushanbe city that have been proposed by candidates (legal entities).

2.3.By the current contest to determine the ornamental pattern of Dushanbe city– as a capital of the Republic, City of peace and conversionplace of Global Initiative of United Nations in the list of “Safe Cities and friendship for everyone”.

2.4.Showing the capital as a juvenile and blooming city from the point of view of architecture by illumination of avenues and main streets, administrative, cultural and service buildings.

  1. Conditions for participation in the contest
  2. Participants of the contest can be local and international legal entities, whose projects comply with technical requirements of contest.
  3. The following specifications must be taken into account for each project:

-Ornamentation of roads and city buildings on the basis of subjects connected with highways, sight and form, illumination of roads, sidewalk illumination, illumination of trees and flowerbeds and the conception of color choice according to technical requirement.

3.3.The proposed project must respond to the following requirements:

-Provided for Dushanbe city

-Technically implementable

-Accords with city building plan and city architecture

-Has new modern elements

-Economically implementable

-Energetically saving

3.4.The proposed project with indication of legal entity’s and its Chief name must be sent to the state enterprise “External advertisement and ornamentation of Dushanbe city”,

to the address: Rudaki Avenue 18, Dushanbe city and/or to the e-mail address: from 01/08/2013 till 11/09/2013.

3.5.The projects shall be officially presented by its author in the Executive Authority of State Power in Dushanbe city not later than 14 September 2013.

Every author of project shall be given 5-7 min to present their project. Jointly with project must be proposed album of technical plans, economic designs and the album of final picture.

The experts of state enterprise “Outdoor advertisement and ornamentation of Dushanbe city” shall provide consulting assistance to participants with processing their projects.

  1. The Order of determining the winners
  2. Commission of the contest on “Technological and subject ornamentation of avenues and main streets, administrative, cultural and service buildings of Dushanbe citys” operates on the basis of registration book of participants and officially records the all assessment conferences of proposed projects in a protocol.

The commission reviews the projects and assesses them on the basis of following criteria:

-Originality and esthetic of idea designer

-Feasibility of the project

-Technical innovators of the project

-Economical indicators of the project

4.2.After the official presentation of projects by participants, the winners shall be determined within 3 days.

4.3.The commission has the right to reject the project if it is not in compliance with current order.

  1. Final results
  2. Final results of the contest shall be available on 13 September 2013.
  3. According to the results of contest the winners will be evaluated in the following

4 nominations:

-The best ornamentation of highways and city area

-The best ornamentation construction

-The best ornamentation of illumination of buildings

-The best ornamentation of illumination of trees and flowerbeds

5.3.To the winners of each nomination shall be given an advantage to apply the project.
