Victorian HACC Transition

From 1 July 2016, HACC services for older Victorians (people aged 65 years and over, and 50 years and over for Aboriginal and Torres Strait Islander people) will be funded and managedby the Australian Government through the Commonwealth Home Support Programme (CHSP).

What are the reporting requirements under the CHSP?

VIC HACC providers transitioning to the CHSP will be required to report their client and service delivery outcomes through the Data Exchange reporting tool. VictorianHACC providers will continue to report quarterly through the HACC MDS for the 2015-16 financial year and then use the Data Exchange for reporting service activity from 1July 2016.

Data for the first reporting period in the Data Exchange will be due by 30 January 2017.

Meeting your reporting requirements forms part of your CHSP Funding Agreement obligations.

What does the Data Exchange replace?

The aggregated data reporting through the HACC Minimum Data Set (MDS)will be replaced with the Data Exchange which is a client level reporting system.

What are the reporting periods for the Data Exchange?

Quarterly 2015-16 Financial year

Reporting will be business as usual through the HACC MDS for 2015/16.

2016-17Financial yearonwards

First reporting period is 1 July to 31 December 2016

Second reporting period 1 January 2017 to 30 June 2017

Data can be entered anytime during the six monthly periods but must be completed or submitted by 30 days after the reporting period.

How do I enter data into the Data Exchange?

The Data Exchange is a simple and easy to use IT tool. There are three simple ways to submit data:

  • system-to-system transfers
  • bulk uploads
  • web-based portal.

The Data ExchangeTechnical Specifications are available for service providers wanting to use system-to-system transfers or bulk uploads to submit their data to the Data Exchange. These can be found on the Data Exchange website https://dex.dss.gov.au.

For those service providers who wish to use the free web-based portal you do not need to use the Data Exchange Technical Specifications.
