Reporting Congressional District, Performance Sites,

Budget Expenditure Locations, and Project Relevant Locations

for Proposed Projects

Applicants for federal grant funding are required to report ECU's Congressional District and project performance sites, including Congressional Districts of those sites, in the proposal. RAMSeS, ECU's proposal and award tracking system, requests for all proposals information about locations in which expenditures will occur and locations where significant portions of the scope of work will be performed or that will be significantly impacted by the project if the proposal is funded. This guidance is provided to clarify appropriate responses and to ensure consistency in reporting.

CONGRESSIONAL DISTRICT AND PERFORMANCE SITE REPORTING ON FEDERAL PROPOSALS

SF 424 and SF 424 (R&R) Coversheet

East Carolina University should be identified as the Applicant on the coversheet for Federal proposals. The address of the Office of Sponsored Programs is used as the Applicant's main address in Block 5. The Zip + 4 should be 27858-5235, the U.S. Postal Service "+ 4" designation for the OSP office location, which will pass the error check for federal information systems requiring USPS-assigned zip codes.

The Congressional District of the Applicant is entered in Block 12 of the coversheet. The Congressional District should reflect the location of the Office of Sponsored Programs, i.e., NC-003.

Project/Performance Site Locations Form

Primary Performance Site: All campuses of East Carolina University and institutionally controlled (leased) facilities in the immediate Greenville area are considered a single performance site regardless of specific locations or buildings in which the project activities will take place.

The address of the Office of Sponsored Programs (2200 South Charles Blvd, 2906 Greenville Centre, 27858-5235) should be listed as the Primary Performance Site for any activity in ECU-controlled facilities on either campus or in the immediate Greenville vicinity.

For this form only, report Congressional District based on the location of the unit that will administer the project. Congressional District for projects that will be administered by units housed on the East Campus is NC-003; NC-001 is used for projects that will be administered by units housed on the West Campus.

Additional Performance Sites: Non-ECU facilities(i.e., those not owned, leased, or under the control of the institution) at which project activities will be conducted should be reported as Additional Performance Sites.

The types of additional performance sites that should be identified in Federal proposals include:

  • A subawardee organization's location;
  • Facilities owned or under the control of another entity (e.g., a manufacturing plant, a public or private school, a governmental agency office, a non-profit health clinic, a hospital, a military base, etc.)
  • Clinical trial sites where interaction with research subjects will occur (e.g., Vidant Hospital, other study sites); and
  • Physical location of assets (vessels, specialized research facilities, telescopes, etc.) that will be used in the project.

Different campuses, buildings, laboratories, and PI offices are not considered additional performance sites.

Locations of general field studies (e.g., collection of water samples in the Neuse River Basin) are not considered additional performance sites. Locations of individuals or entities who will provide consultant services or analytical services as a procurement action are also not considered performance sites.

RAMSeS REPORTING FOR ALL PROPOSALS

Locations of Budget Expenditures and Locations Relevant to Your Project

Locations of Budget Expenditures: This is a separate section in the Proposal Administration module of RAMSeS. The PI/PD is asked to indicate locations where activities that will create expenditures are expected to occur and to estimate the percentage of total budget that will be expended in each one of these locations.

Dropdown menus are provided for activities that will generate expendituresin the following location types:

  • ECU Locations (buildings)
  • In-State County Locations (NC counties; note option for "All Counties")
  • Out-of-State Locations (states; note option for "All States")
  • International Locations (countries)

Percentage of total budget should be estimated for each location type.

ECU payroll expenditures generally are associated with the home building of the individual's department or unit. Purchases of equipment and/or materials are generally associated with the PI/PD's unit and building. Travel costs, especially lodging and meals, would be reported for the travel location.

Locations Relevant to Your Project: This is also a separate section in the Proposal Administration module of RAMSeS. The PI/PD is asked to identify geographic locations where the work will occur or that will be impacted by the project. Even if the work occurs on-campus, the impact may well be in another county, state, or country. For instance, a PI/PD may be assisting a collaborator by analyzing predation patterns in East Africa with the intent to add to the wildlife management body of knowledge. The PI/PD may never visit Africa and may not expend funds outside of his/her home unit, but the project is expected to have an impact on a number of African countries. Another example is a field study in which a researcher collects samples on daily field trips. The area where the collections are made would be reported as a location relevant to the project.
