REPORT OF THE DEPARTMENT OF INTERNATIONAL AFFAIRS ON THE ACTIVITIES WITH PERMANENT OBSERVERS
FOURTH QUARTER 2014
(October 1 to December 31, 2014)
- INTRODUCTION
In order to strengthen the Organization’s ties with the Permanent Observer Missions, the Secretariat for External Relations/Department of International Affairs (SER/DIA) coordinates the General Secretariat’s efforts to facilitate the active participation and collaboration of Permanent Observers in the activities and cooperation programs of the Organization through informational meetings, the negotiation and presentation of projects, and the promotion of special events and exchanges of information.
This financial management report provides a summary of the activities carried out by the SER/DIA from October 1 to December 31, 2014 to promote financial and in-kind cooperation with Permanent Observerspursuant to Resolution AG/RES. 1 (XLIII-E/12) rev. 1 Paragraph III.A.2.c, which requests the General Secretariat to present its administrative and financial management reports to the CAAP on a quarterly basis, including an executive summary. These reports serve as a guide to the strategic allocation of resources and to report on the General Secretariat’s compliance with mandates of the General Assembly that address policies affecting administration, management, and programs, as well as to report on variances, and highlight budget transfers when applicable.
As described in Executive Order 08-01 rev. 7,SER/DIA is responsible for coordinating the relations with the Permanent Observers in order to providethese key strategic partners with information regarding the mission, priorities, and activities of the Organization and the hemispheric agenda. SER/DIA also negotiates financingand in-kind contributions, as well as cooperation agreements with the Permanent Observers that support OAS programs.
In order to strengthen and improve the resource mobilization capacities of the GS/OAS, and as part of its mandated[1]role as the focal point of the OAS General Secretariat with regard to external fundraising efforts to support the implementation of the mandates of the General Assembly and the Organization’s programs, in the fourth quarter of 2014 the Secretariat for External Relations continued to promote and implement the Strategic Plan for Mobilization of External Funds in the OAS with Permanent Observers and Voluntary Donors 2013-2015.
This Plan, approved by the Secretary General and presented to the CAAP, provides a more consolidated, coordinated effort on behalf of the General Secretariat to present to external donors specific OAS Priority Programs that have been identified and mutually agreed upon by each Secretariat. This Strategic Plan facilitatesGS/OAS coordination in its approach to external donors for financial and in-kind support for programs that not only address key OAS mandates, but that otherwise may not have adequate financial support for their successful implementation.
- MOBILIZATION OF FINANCIAL AND IN-KIND RESOURCES
- Based on the foreign policy objectives and international cooperation priorities of the Permanent Observers, SER/DIA continued to promote theStrategic Plan for Mobilization of External Fundsin the OAS with Permanent Observers and Voluntary Donors 2013-2015 duringthe fourthquarter of 2014. As of December31, 2014,the Organization had receivedcombined cash and in-kind contributions in the amount of US$16,163,457.73from Permanent Observers to support programs of the OAS, as shown in Annex I below.
- In addition to the received contributions noted above, resource-mobilization effortscarried out by the GS/OAS in 2014 resulted in an additional US$4,155,088 in pledged contributions from Permanent Observers (Germany, the Netherlands, and Spain), made through the signing of agreements and exchanges of letters, for priority programs that will be implemented by the different technical areas of the GS/OAS in 2015 and subsequent years.As such, the GS/OAS’ resource mobilization efforts with Permanent Observers in 2014 resulted in a combined sum of approximately US$ 20.3 million in cash, in-kindand pledged contributions.
