Report Summary

This report provides information on the provision of pumper and aerial truck coverage in the event of a response to the Enoch Cree Resort and Casino.

Previous Council/Committee Action

  • At the July 5, 2006, City Council meeting, the following motion was passed:
  1. That Administration enter into a Master Servicing Agreement, acceptable in form and content to the City Manager, to provide fire services to the Enoch Cree Resort and Casino.
  2. That Administration prepare a report for Community Services Committee articulating the plan to ensure a pumper and aerial fire truck coverage south of the Whitemud Freeway during deployment of fire resources to Enoch Resort and Casino.

Report

  • Under the terms of the Master Servicing Agreement, Enoch Cree Resort and Casino (the Casino) pay a Fire Rescue fee which funds 10 firefighter positions.
  • These positions have been utilized to staff a Tanker unit that has been located at station #24 (Terwillegar). This increased the overall capacity for firefighting across the city.
  • As part of the overall deployment an Aerial unit has been relocated from station #12 to station #19.
  • Fire Rescue Services will respond to and treat the Casino in the same manner that it currently responds to all other high life hazard buildings within the city.
  • In the event of response to the Casino, standard protocols will be used to assess the resources that need to be dispatched. Typically for a high life hazard building an alarm or structural fire would require the response of six major fire rescue units.
  • During the course of an event of this nature, Fire Rescue Services continuously assesses the level of coverage provided across the rest of the city and manages the associated risks.
  • If necessary, apparatus will be temporarily moved from a home station to an alternate station to provide improved response coverage across the city as a whole. This is consistent with current practice for any structure fire in any location across the city to ensure Fire Rescues ability to respond to the next incident.
  • In the situation where an event becomes prolonged then additional firefighters may be called in to staff spare apparatus.
