City Plan code template

This code template supports the preparation of a development application against either the acceptable outcome(s) or performance outcome(s) contained in the code. Development assessment rules are outlined in Section 5.3.3 of the City Plan.

Note: The whole of the planning scheme is identified as the assessment benchmark for impact assessable development. This specifically includes assessment of impact assessable development against this strategic framework. The strategic framework may contain intentions and requirements that are additional to and not necessarily repeated in zone, overlay or other codes. In particular, the performance outcomes in zone codes address only a limited number of aspects, predominantly related to built form. Development that is impact assessable must also be assessed against the overall outcomes of the code as well as the strategic framework.

9.3.15  Relocatable home park code

9.3.15.1  Application

This code applies to assessing material change of use for development for relocatable home parks where indicated within Part 5 Tables of assessment.

When using this code, reference should be made to Section 5.3.2 and, where applicable, Section 5.3.3, in Part 5.

9.3.15.2 Purpose

(1) The purpose of the Relocatable home park code is to provide assessment benchmarks for relocatable home parks.

(2) The purpose of the code will be achieved through the following overall outcomes:

(a) Relocatable home parks are designed to create attractive, high quality living areas for occupants and to protect the privacy and amenity of each individual relocatable home area.

(b) Development is designed and oriented to promote a safe environment within the site, adjoining streets and public realm.

(c) Relocatable home parks promote a high standard of living for residents through their design, recreational and communal facilities.

(d) Relocatable home park sites are large to accommodate the necessary recreational, communal facilities and recreational vehicle parking.

Relocatable home areas and siting

The area allocated to accommodate each individual relocatable home area is designed to:
(a)  provide privacy;
(b)  provide private open space;
(c)  promote casual surveillance of the surrounding area; and
(d)  ensure that the relocatable home can be connected to electricity, telecommunications, water and underground drainage. / AO1.1
The area allocated to accommodate each individual relocatable home area:
(a)  is at least 200m²;
(b)  has a frontage of at least 10m to an internal access way;
(c)  contains a private open space area with minimum dimensions of 5m x 5m; and
(d)  is connected to electricity, telecommunications, water and underground drainage.

Where a pedestrian thoroughfare is proposed, there is a minimum of 1.5m separation between individual relocatable home area boundaries.

Relocatable homes and other structures are set back from the internal access-way frontage and the side and rear boundaries of individual relocatable home areas to:
(a)  maximise privacy between relocatable homes;
(b)  assist in the protection of adjacent amenity; and
(c)  provide separation from vehicular movements. / AO2.1
The individual relocatable home and associated structures are set back within the individual relocatable home area at least 3m from the internal access-way frontage and 1.5m from the side and rear boundaries of the individual relocatable home area.

An open carport may be constructed to the side boundary of the individual relocatable home area.
Communal open space

The Relocatable home park provides communal open space that is:
(a)  usable;
(b)  clearly defined;
(c)  safe and attractive;
(d)  is overlooked by housing or passing pedestrian and vehicular traffic; and
(e)  well landscaped. / AO3
The communal open space is at least 10% of the site area, and:
(a)  is clearly defined;
(b)  is provided in addition to landscape buffer areas;
(c)  is overlooked by housing or passing pedestrian and vehicular traffic;
(d)  is clear of obstacles, including clothes hoists, access ways, parking spaces and garbage receptacles;
(e)  has a minimum dimension of 15m; and
(f)  has a fenced children’s playground.
