1.0.  PURPOSE OF REPORT.

This report details the proceedings of the Traffic Management Unit on the 26th March 2003 and puts forward the recommendation of the Unit regarding the following:-

a)  Haldane Road, Salford

b)  Alexandra Road, Eccles

c)  Peel Green Road, Eccles

d) Partington Street/Hazelhurst Road, Worsley

a) HALDANE ROAD, SALFORD

A letter has been received from the Territorial Army Centre, situated on Haldane Road, Salford requesting the introduction of waiting restrictions. A transport squadron is based at the centre and it is claimed drivers are experiencing great difficulty in maintaining access to the barracks, due to vehicles double parking on Haldane Road. The letter also raises security concerns with vehicles parking daily, close to occupied military accommodation.

Following site visits double parking was not observed, however, vehicles were parked on Haldane Road, very close to the junction of Eccles New Road, which caused access/sight line problems.

It appears these vehicles are owned by employees of the shops located at 95 to 105 Eccles New Road and are parked at this location for security reasons. There is a car parking area to the rear of the shops, however, customers/employees appear not to use the car park as it is perceived a security risk.

Greater Manchester Police have reported that there is a large gate to the TA Centre on the western side of Haldane Road and if vehicles were parked further up Haldane Road they would cause an obstruction. As safety is an issue they support the introduction of waiting restrictions on both sides of Haldane Road.

b) ALEXANDRA ROAD, ECCLES

A letter has been received from a resident requesting that consideration be given to revoking the no waiting at any time restrictions outside the residential properties numbered 1 to 21, located on the eastern side of Alexandra Road. It is claimed that residents sometimes have to park their vehicles on Green Street, which means vehicles are often out of sight and there has been several incidents of vandalism and car thefts. A request has also been received from the Patricroft Methodist Church, which is located opposite the above properties, for the introduction of waiting restrictions on the western side of Alexandra Road. A new car park has recently been constructed at the church and it is claimed residents park their vehicles across the access to the car park causing an obstruction.

There are currently no waiting at any time restrictions on the eastern side of Alexandra Road from its junction with Liverpool Road for a distance of 92 metres and on the western side from its junction with Liverpool Road for a distance of 15 metres, then from a point 75 metres south of Liverpool Road to the northern junction of Green Street.

Site visits have ascertained that both requests do not seem unreasonable therefore it is proposed to revoke the restrictions on the eastern side, leaving 15 metres of junction protection and introduce no waiting at any time restrictions on the unrestricted section along the western side. Emergency services have no objections to the proposals.

AMEND – THE CITY OF SALFORD (LIVERPOOL ROAD – PATRICROFT TO BARTON – SALFORD) (REVOCATION OF PROHIBITION OF WAITING AND INTRODUCTION OF NEW PROHIBITION OF WAITING WITH LOADING AND UNLOADING RESTRICTIONS) ORDER 1997

Alexandra Road – West side for a distance of 15 metres from the junction with Liverpool Road in

a southerly direction.

West side from a point 75 metres south of the junction with Liverpool Road to

the northern junction with Green Street.

East side from the junction with Liverpool Road for a distance of 92 metres.

c) PEEL GREEN ROAD, ECCLES

A letter has been received from the resident at 76 Peel Green Road requesting the removal of, in their view, unnecessary waiting restrictions outside their residence.

The waiting restrictions in question extend 64m west from the junction of Peel Green Road and Higher Croft along the northern side of Peel Green Road. Parking is restricted in front of 3 residences (74 – 78) as well as a bus stop and a telephone box to the west of these residences. The restrictions were originally put in place in 1972. At that time all traffic from Higher Croft had access to Peel Green Road. Since then access to the residences off Higher Croft has been closed except for those in Higson Avenue. After conducting a site visit and in light of the reduced volume of traffic using this junction it was felt that the waiting restrictions could safely be reduced to extend 20m west from the junction of Peel Green Road and Higher Croft.

As an aside, upon inspection of the existing order it was noted that the restrictions are to apply from 6am to 6pm Monday to Saturday. However the sign plates currently erected show the time limits as 8am to 6pm Monday to Saturday. It is recommended to amend the order to match the sign plates and introduce a bus stop clearway order to protect the bus stop. Emergency services have no objection to the proposals.

THE BOROUGH OF ECCLES (PEEL GREEN ROAD) (RESTRICTION OF WAITING) ORDER, 1972.

AMEND PARAGRAPH 1. TO:

cause or permit any vehicle to wait between the hours of 8.00 a.m. and 6.00 p.m. on Mondays to Saturdays on the north side of Peel Green Road in the Borough of Eccles in that length which extends from its junction with Edison Road to a point 20 metres west of its junction with Higher Croft.

BUS STOP CLEARWAY ORDER

Peel Green Road, north side, from a point 55 metres west of the western kerbline of Higher Croft in a westerly direction for a distance of 19 metres.

d) PARTINGTON STREET / HAZELHURST ROAD, WORSLEY

A letter has been received from a resident of Stranton Drive regarding turning and access problems at the junction of Partington Street and Hazelhurst Road. It is claimed that cars are being parked on both sides of both streets right up to the junction. This has the effect of completely obscuring the sight lines for cars exiting Partington Street as well as restricting access to this street to a single lane. An inspection of the site has confirmed this to be the case. A dangerous situation is being created whereby vehicles are forced to edge out onto Hazelhurst Road blindly and rely on the oncoming traffic to see them and stop for them.

In response to these difficulties it is proposed that junction protection markings be introduced, resulting in no waiting at any time at the following:

·  on both sides of Partington Street for a distance of 15m from Hazelhurst Road

·  on the north side of Hazelhurst Road for a distance 15m to the east of Partington Street

·  on the north side of Hazelhurst Road for a distance 25m to the west of Partington Street

Emergency services have no objection to the proposals

Partington Street both sides, from its junction with Hazelhurst Road in a northerly direction for a distance of 15 metres.

Hazelhurst Road, north side, from a point 15 metres east of the eastern kerbline of Partington Street in a westerly direction for a distance of 48 metres.
