REGULATIONS GOVERNING USE OF UNIVERSITY VEHICLES
Recognized student organizations are permitted to request use of University vehicles for official club activities and functions. The following regulations as established by Transportation Services govern the use of University vehicles for travel:
Authorized uses of University vehicles include:
1.Travel between the place of vehicle dispatch and the activity site and/or the place of performance of club business.
2.When on official out-of-town travel status between either of the above places and:
a.places to obtain suitable meals.
b.places to obtain medical assistance, including drugstores.
c.places of worship.
d.cleaning establishments.
e. similar places required to sustain health and welfare or continued efficient performance of
the user, exclusive of places of entertainment.
3.Transport of materials, supplies, parcels, luggage, or other items belonging to the club or club members traveling on official club business or participating in official club activities
4.Transport of any person or item in any emergency situation, provided such movement does not endanger life or property.
University vehicles may not be used for:
1.Personal travel that has no connection with club business or activity.
2.Transport of persons not affiliated with the club.
3.Transport of items or cargo having no relation to the conduct of club business.
4.Transport of acids, explosives, weapons, ammunition, alcoholic beverages, illegal drugs, or highly flammable
material without authorization prior to travel.
5.Transport of any kind of equipment or cargo projecting from the side, front, or rear of the vehicle in such a
manner as to constitute a hazard to safe driving, to pedestrians, or to other vehicles.
6.Extending the length of time of travel beyond that required to complete the official purposes of the trip.
7.Providing transportation between home and place of official business unless authorized by the Department
of Campus Recreation.
8.Travel to and from social events unless approved by the Department of Campus Recreation.
Requirements for Drivers
All drivers of University vehicles must possess a valid driver’s license and carry it with them whenever they operate the vehicle. Drivers of 15-passenger vans must be at least 20 years of age. (Note: The Department of Campus Recreation requirement extends to the drivers of 12-passenger vans as well.) Also, van drivers are required by the Department of Campus Recreation to have successfully completed the National Safety Council's Van Course # 1 or #2.
Drivers are responsible for:
- Observing the vehicle for scratches/dents before exiting the parking lot and reporting any visible damage to the
Motor Pool office at that time. Any mechanical problems that may arise on the trip are to be noted on the vehicle “trip log”.
- Ensuring that they and all passengers comply with ClemsonUniversity’s mandatory safety belt use policy.
- Observing all laws pertinent to operating a motor vehicle in the area in which the vehicle is being driven.
4.Contacting the police or highway patrol (as appropriate) in the event of an accident.
5.Completing the University’s Motor Vehicle Accident Report Form (CUBO 505), which is kept in the glove compartment of the vehicle, at the time of an accident/incident and submitting it to the Motor Pool upon returning to campus.
6.Informing the Motor Pool (864-656-2435) and the Club Sports Office (864-656-2304) of any accident/incident or vehicle breakdown. If after hours, contact the University Police Station at 864-656-2222. (Motor Pool Address: Department of Transportation Services, Box 345382, Clemson, S.C., 29634-5382)
7.Completing all sections of the vehicle “trip log” and signing it upon returning the vehicle to the Motor Pool.
8.Driving the vehicle inside the Motor Pool gate when returning it during business hours); leaving the key in the ignition; and ensuring that the “trip log”, credit cards, and gas charge receipts are returned to the Motor Pool .
9.Parking the vehicle in the Physical Plant parking lot adjacent to the Motor Pool when returning at times the Motor Pool is closed; locking the vehicle doors; and ensuring that the “trip log”, credit cards, gas charge receipts, and keys are placed in the drop box in the fence near the gate.
10.Ensuring that the Master Card fuel credit card issued to State agencies is used only for purchasing gasoline, oil,
or other supplies/ services necessary for operation of University vehicles.
Please Note:
- Personal items may not be charged to University credit cards.
- When charging gas, the mileage from the odometer should be written on the receipt at the time of purchase.
- In the event a personal credit card must be used, receipts for gas purchases may be submitted for refund directly to the Motor Pool Office.
- When returning to Clemson, pump only enough gas for getting back to campus with a reasonable margin of error. When driving in the Clemson area, make every effort to fill the gas tank at the Motor Pool instead of an off-campus vendor.
All parties are responsible for:
1.Refraining from transporting and/or consuming alcoholic beverages in University vehicles.
2.Acting in a mature and responsible manner that will promote safety and reflect positively upon themselves, their club, the Department of Campus Recreation, and ClemsonUniversity.
Failure to abide by these regulations may result in:
1.Appropriate disciplinary action, including admonition or reprimand, loss of privileges to drive University vehicles, and/or suspension from the club/University depending on the severity of the violation, being taken against the offending party or parties. In some instances, the club may also be sanctioned.
2.Legal charges being brought against the guilty party or parties if local, state or federal laws are broken during the operation of a ClemsonUniversity vehicle.
3.Personal liability of up to $200 payable to ClemsonUniversity for damages to a vehicle resulting from negligence in the operation of that vehicle (as determined by a University Accident and Review Board). A finding of negligence may also lead to other sanctions including the loss of privileges to drive University vehicles, requirement to attend a defensive driving program, and/or verbal counseling.
Agreement for Use of University Vehicles
As a representative of the ______Club of Clemson University,
I meet the requirements to drive a University van (at least 20 years of age, have a valid driver’s license, and have completed the National Safety Council's Van Course #1 or #2). I have read and understand the regulations pertaining to the operation of University vehicles, and I accept personal responsibility for abiding by these. Furthermore, I understand that if I am found negligent in the operation of a University vehicle involved in an accident, I may be held personally liable for up to $200 in damages, and I accept this financial responsibility.
