The Board Chair called the Board to order, the roll was called and the following Representatives were found to be present:
Frazier, Powers, Clark, Murphy, Koren, Lindberg, Rosenthal, Kosmer, McCarty, Schwerd, Koutnik, Rothenberger, Rowinski, Stuligross.
Under Privilege of the Floor, Darwin Davis, Social Worker at Otsego Manor, spoke in opposition to privatization of the Manor. She further stated disapproval of Local Development Corporations and opposes the formation of an LDC to manage the sale of the nursing home.
Maureen Culbert spoke in opposition of Local Development Corporations and stated that other counties have lawsuits pending against them for forming LDCs to sell nursing homes. She asked that the Board not form an LDC.
John Imperato, CSEA Unit 8100 President, spoke regarding the Union being ready to negotiate with the County, in the past and present. He said CSEA inquiries about negotiation dates have not been answered.
Keith Schue, Cherry Valley, asked that a conversation begin between the County and Union. He said the Manor employees provide an essential service taking care of the elderly in the community. He asked the Board to take into consideration that an offer to negotiate has been made by CSEA.
Heriberto Rodriguez, Town of Butternuts, asked why the Manor building would not be included in the resolution on the agenda relating to Wendel Energy Services. He asked that everything possible be done to save the Manor.
Bill Gibson, Cornell Cooperative Extension, reported on the initiative of contacting and mapping farms with a goal to identify the needs of the farm community and help with resolving issues. He stated that CCE plays a large role in supporting the agricultural economy and lifestyle in Otsego County and that county funds are being multiplied with other collaborations. Mr. Gibson submitted a detailed report to Board members.
Bill Hayes, Bassett, spoke on the Pin Wheels for Prevention campaign relating to the effort to focus especially on child abuse prevention. He extended a thank you to CPS and preventative workers for their efforts and asked the Board members to do the same.
Sheila Ross, Republican Commissioner of Elections, Otsego County Board of Elections, urged the Board to pass the resolution opposing early voting. She stated that having absentee ballots available to all voters would be an alternative to the costly early voting process.
Sandra Bliss spoke in opposition to the Local Development Corporation avenue for selling Otsego Manor. She said the wishes of the public are not being considered.
The minutes of March 6, 2013 were approved.

Notice of Claim, Andrew Kolin, Individually and as Executor of the Estate of Morris Kolin versus the County of Otsego, Otsego Manor, and Otsego County Board of Representatives for personal injuries, pain and suffering, violation of rights and death sustained by reason of injury. Claim sum to be determined by a jury.
Assemblyman Clifford Crouch – Letter acknowledging receipt of Resolution No. 147-20130306, opposing the New York Secure Ammunition and Firearms Enforcement (SAFE) Act of 2013.
Senator James Seward – Letter acknowledging receipt of Otsego County board’s resolution opposing the NY SAFE Act.
Town of Middlefield – Resolution No. 4 Opposing the New York Secure Ammunition and Firearms Enforcement (SAFE) Act of 2013.
New York State Office for the Aging – Letter summarizing its findings from the annual evaluation of the Otsego County Office for the Aging with conclusion that no significant issues related to the operations were identified.

Under Special Presentations, Gerry Summe and Keith Krug of Wendel Energy Services reviewed their preliminary assessment of energy conservation opportunities for County to consideration. Mr. Krug summarized the concept of Professionally Assisted Performance Contracting for energy projects.

RESOLUTION NO. 148-20130403
RESOLUTION - AUTHORIZING CHAIR TO EXECUTE CONTRACT WITH KATE BOLGER, NPP, APRN, FOR PSYCHIATRIC NURSE PRACTITIONER SERVICES AT THE
OTSEGO COUNTY COMMUNITY SERVICES CLINICS

WHEREAS, there is a need for the services of a Psychiatric Nurse Practitioner at the Otsego County Community Services Clinics; and
WHEREAS, Kate Bolger, NPP, APRN, has expressed a willingness to provide such services; now, therefore, be it
RESOLVED, that the Chair of this Board be and hereby is authorized to execute an amended contract with Kate Bolger, NPP, APRN, 2410 Walley Road, Franklin, New York 13775, for the services of a Psychiatric Nurse Practitioner at the Otsego County Community Services Clinics, for the period April 1, 2013 through December 31, 2013, for up to 304 hours of such services at $80.00 per hour, at a cost not to exceed $24,320 for the term of the contract; and be it further
RESOLVED, that said contract shall contain such other terms and provisions as are in the best interests of the County of Otsego; and be it further
RESOLVED, that the funds for this contract are included in the 2013 Mental Health Budget (4310-A) at line 4880 Mental Health Consultant and the 2013 Alcoholism Budget (4250-A) at line 4880 Consultants and consist of 100% reimbursement from fees, state and federal funds.

RESOLUTION NO. 149-20130403
RESOLUTION - AUTHORIZING A CONTRACT WITH WENDEL ENERGY SERVICES, LLC FOR A PROPOSED STUDY FOR AN ENERGY AND OPERATIONAL SAVINGS PROJECT FOR COUNTY FACILITIES AND INFRASTRUCTURE

WHEREAS, County facilities and infrastructure are in need of upgrades to improve energy efficiency, occupant comfort, and reduce energy related operational and maintenance costs; and
WHEREAS, Otsego County has the opportunity to take advantage of an energy and operational savings project to offset project costs, and to evaluate cost savings opportunities within the County by utilizing the New York State Energy Research and Development Authority’s (NYSERDA) FlexTech Program offering up to a 50% cost shared grant for the evaluation and analysis of energy efficiency opportunities, such that the County’s cost would be 50% of study fees and the pre-approved FlexTech consultant would be paid 50% directly by NYSERDA; now, therefore, be it
RESOLVED, that the Chair is authorized to sign an agreement with Wendel Energy Services, LLC, a pre-approved NYSERDA FlexTech Program contractor, to prepare a study to evaluate and analyze energy efficiency opportunities not to exceed $24,000; and be it further
RESOLVED, that said contract shall contain such other terms and provisions as are in the best interests of the County of Otsego; and be it further
RESOLVED, that the funds for this contract are included in the 2013 Cooperstown Office Building Budget (1625-A) at line 4200 COB-Court Renovations.

RESOLUTION NO. 150-20130403
RESOLUTION – AUTHORIZING FILING OF APPLICATIONS
AND SIGNING CONTRACT WITH THE NYS OFFICE OF COMMUNITY DEVELOPMENT FOR BLOCK GRANT FUNDS THROUGH MOHAWK VALLEY REGIONAL ECONOMIC DEVELOPMENT COUNCIL

WHEREAS, the Mohawk Valley Regional Economic Development Council (MVREDC) received eight (8) million dollars of Community Development Block Grant (CDBG) funding to assist with housing rehabilitation, public infrastructure, public facilities and economic development, primarily for the benefit of low to moderate income individuals. The MVREDC requested that interested counties in the Mohawk Valley region submit pre-applications before March 8, 2013; and
WHEREAS, the Otsego County Office of Economic Development and the County Planning Department submitted pre-applications for housing, public infrastructure, public facilities and economic development, on behalf of Otsego County to MVREDC; and
WHEREAS, in the event the County is invited to complete full applications to CDBG, a Board authorization is required for the County to process and submit full applications to NYS Office of Community Development, and to authorize the Chair of the Board to enter into an agreement with the said agency; now, therefore, be it
RESOLVED, that this Board of Representatives authorizes the filing of full applications to the New York State Community Development Block Grant Program as described above; and be it further
RESOLVED, that the Chair of this Board is authorized to sign any and all agreements and related documents that may be necessary for receipt of said funds from the New York State Community Development Block Grant Program as described above.
