REGULAR MEETING OF THE BOARD OF TRUSTEES OF THE

VILLAGE OF WATKINS GLEN HELD MONDAY, APRIL 17, 2017

PLEDGE OF ALLEGIANCE

The public session of the meeting was called to order at 6:00pm by Mayor Samuel Schimizzi who led the assembled in the pledge of allegiance. Present were Mayor Samuel Schimizzi, TrusteeAnthony Fraboni, Trustee Gary Schmidt and Trustee Kevin Thornton, Superintendent of Streets, Parks and Cemeteries Don Perry, Fire Chief Charlie Scaptura, and Village Clerk Donna Beardsley. Also present werePark Manager Michelle Hyde, Sewer Treatment Plant Supervisor Terry Wilcox and Martin Pierce from the Water Department. Trustee Laurie DeNardo was absent. There wereapproximately six other persons in attendance.

APPROVAL OF MINUTES

Minutes for Regular Meeting held April 3, 2017

Trustee Anthony Fraboni made the motion to approve the minutes for the regular meeting of the Board of Trustees held on April 3, 2017. Trustee Gary Schmidt seconded the motion. The Board voted on the motion to approve and all were in favor. Motion Carried.

REPORTS

Parks Report March 31 – April 14, 2017, Codes Report Period ending April 14, 2017, Water Department Report April 3-16, 2017. Electric Department Report April 3-14, 2017, Wastewater Department Report March 12-16, 2017.

Trustee Laurie DeNardo made the motion to approve the Department Heads’ reports as presented. Trustee Kevin Thornton seconded the motion. The Board voted on the motion to approve and all were in favor. Motion Carried.

VOTING ITEMS

Trustee Kevin Thornton made the motion to approve the 2016-2020 Teamster’s Collective Bargaining Agreement. Trustee Gary Schmidt seconded the motion and all voted in favor. Motion Carried.

Trustee Anthony Fraboni made the motion to approve all the seasonal hire employees as listed below. Trustee Gary Schmidt seconded the motion and all voted in favor. Motion Carried.

Parks Department – Office:

Donna Bentley 20 hours per week all summer

Jordan Doane 16 hours per week May and June (mornings - weekdays)

Robin Wojcinski 8 hours per week Saturdays

Laurie Forte part time - wkends May, June, September

part time July / August

Logan Barrett part time mid - May – mid - August

Summer Recreation Directors:

Mikaela Suddaby and Taylor Paradiso

Parks Department Maintenance:

Trustee Anthony Fraboni made the motion to approve a sewer credit of $8.02 to Nick Dugo due to a broken water pipe. Trustee Gary Schmidt seconded the motion and all voted in favor. Motion Carried.

Trustee Gary Schmidt made the motion to approve the attached 2017-2018 Mayoral Appointments as presented by the Mayor. Trustee Thornton seconded the motion and all voted in favor. Motion Carried.

CONFERENCE REQUESTS

None

AUDIT

Trustee Kevin Thornton made the motion to approve the audit in the following amounts. Trustee Anthony Fraboni seconded the motion. All voted in favor. Motion Carried.

Trustee Anthony Fraboni made the motion to also approve two invoices relative to the Regional Wastewater Treatment Plant from Barton & Loguidice that were previously approved by the JPC. One invoice was in the amount of $2,140 and the other was in the amount of $88660. Trustee Gary Schmidt seconded the motion and all voted in favor. Motion Carried.

BOARD CONCERNS

Trustee Anthony Fraboni read a request from the Watkins Glen Grand Prix Historic Committee regarding declaring August 31st as Mario Andretti Day and declaring Mario Andretti an honorary citizen of the Village of Watkins Glen. The Board was in favor of this and Clerk Beardsley indicated she will prepare documents for both of those requests to be formally approved by the Board as it gets closer to August.

Clerk Beardsley informed the Board that the Electric Department will be hosting a regional conference on Wednesday, June 7, 2017 and suggested that as many Board members as possible attend the dinner that evening where Minard LaFever will be recognized along with the 100th Anniversary of the Watkins Glen Electric Department.

Clerk Beardsley also reminded the Board that Dumpster Day will be held on Saturday, May 13th from 8am until Noon.

Clerk Beardsley had a personnel item for executive session.

EXECUTIVE SESSION

Trustee Kevin Thorntonmade the motion to exit public session and enter executive session at 6:47pm. Trustee Gary Schmidtseconded the motion and all voted in favor. Motion Carried.

ADJOURNMENT

With no further business to come before the Board, TrusteeAnthony Fraboni made the motion to exit executive session and adjourn the meeting at7:26pm. TrusteeKevin Thorntonseconded the motion and all voted in favor. Motion Carried. Meeting Adjourned.
