A. (060117-1)Council approves execution of the application to the Department of Public Safety by Wing Xing Sheng, Inc., d/b/a Tang’s Chinese Cuisine, located at 60 North Street, forrenewal of their liquor license.

B.(060117-2)Council approves execution of the Blanket Letter of Approval to the Department of Public Safety Licensing/Inspection Unit for the Houlton Fair Association to Operate Beano/Games of Chance through December 31, 2022, during Fair Activities located at 94 Randall Avenue.

C.(060117-3)Council waives the 2017 Hangar Rent of $900 for the Houlton International Flying Club.

D.(060117-4)Council accepts the donation of $30,000 from an anonymous donor to be used for capital improvements to the Robert M. Ruth baseball field in Community Park.

E.(060117-5)Council accepts the Community Voice Grant of $75.00 for repair of the Breath Alcohol Test Instrument for the Police Department.

F.(060117-6)Council accepts the Department of Justice Byrne Grant of $3,098 to be used for Police Department equipment.

G.(060117-7)Council accepts the Safety Enhancement Grant of $2,000 from Maine Municipal Association for the purchase of four SCBA Bottles for the Fire Department.

H.(060117-8)The Town of Houlton ordains that the Zoning Map be amended by expanding the R-3 Zone to include all of the Police/Fire Station on Map 34-4, Lot 126, including all of Aroostook Milling on Map 34-4, Lot 122, including all of Acott’s Custom Painting on Map 40-2, Lot 74 - then cross Hillview at Acott’s southerly property line going easterly 350’ from east Hillview Avenue right-of-way and then head northerly towards Military Street to connect with the existing R-3 Zone.

I.(060117-9)The Town of Houlton ordains the replacement of Article V General and Supplementary Regulations, Sec. 42 Recreational Marijuana Commercial Facilities to the Houlton Zoning Ordinance with Article V General and Supplementary Regulations, Sec. 42 Recreational Marijuana Ordinance dated June 1, 2017. J.(060117-10)Council authorizes the Tax Collector to accept prepayment of taxes not yet due or assessed for the 2018 tax year in accordance with MRSA 36, Section 506.

A.Response from Aroostook County Sheriff’s Department declining to proceed with request from the Town Council.

B.Marketing Proposal for the Visitor Information Center: Jon McLaughlin.

C.Establish a Committee to review the Ambulance Efficiency Study.

D.Establish a six-month review process for updates from the outside agencies that receive Town funds.

V.Executive Session

Council enters into Executive Session with the Town Manager for the purpose of discussing union negotiations, pursuant to Title 1, Sec. 405, 6D.
