INDIVIDUAL REGULATIONS (IREX)
Organization and recognition
Article 1
The international exhibition «Planète Timbre 2014» will be held in the Parc Floral de Paris from 14th to 22th June 2014.
Article 2
The International Exhibition «Planète Timbre 2014» is organized by Phil@poste with the collaboration of the Federation Française des Associations Philatéliques (FFAP) and the recognition of the Federation Internationale de Philatélie (F.I.P.) and of the Fédération of European Philatelic Associations (F.E.P.A.).
Regulations
Article 3
The international exhibition «Planète Timbre 2014» is governed by the following regulations:
-The General regulations of the F.I.P. for Exhibitions (GREX)
-The General regulations of the F.I.P for the Evaluation of Competitive Exhibits at F.I.P. Exhibitions (GREV)
-Special regulations of the F.I.P. for the Evaluation of Competitive Exhibits at F.I.P. Exhibitions (SREV’s) and their respectives Guidelines
-These Individual Regulations (IREX) for the exhibition «Planète Timbre 2014»
Classification of exhibits
Article 4
Exhibits presented in «Planète Timbre 2014» will be classified into the following classes:
-Class 1. Postal History
1A - France & ancient colonies
1B - Europe & ancient colonies
1C - The Americas, Asia, Oceania, and Africa
-Class 2. Aerophilately
-Class 3. Thematic Philately

Culture
Technics
-Open Philately
Jurys
Article 5
As far as the jury is concerned, it will work in accordance with the General regulations of the F.I.P. for Exhibitions (GREX), section V, articles 31 to 46, both included, and the Guidelines for the duties and accreditation of jurors in F.I.P. exhibitions.
Awards
Article 6
The regulations governing awards and recognition will be made in accordance with the General regulations of the F.I.P. for Exhibitions (GREX), Articles 7,8 and 40 to 46.
-It will be awarded a Grand Prix for each of the competitive classes and a Grand Prix of the Exhibition,
and the following medals:
-Large Gold medals
-Gold medals
-Large Vermeil medals
-Vermeil medals
-Large silver medals
-Silver medals
-Silver bronze medals
-Bronze medals
All awards will be awarded with an appropriate diploma.
For the Open Class, each participant will receive a medal and a diploma with the marks obtained.
Application and acceptance
Article 7
Participation in the exhibition «Planète Timbre 2014» is restricted to exhibitors from FEPA member federations. Applications must be submitted through the Commissioner of their country, which is appointed by the respective F.E.P.A. member National Federation and is subject to Regulations.
Article 8
The nationality of an exhibit is subject to the Federation that submit it.
Article 9
Every application for the exhibition «Planète Timbre 2014» must comply the General regulations of the F.I.P. for Exhibitions (GREX), with special attention to section II, articles 9 to 18, both included.
Article 10
Every exhibitor wishing to participate in the exhibition “Planète Timbre 2014” should submit an application form together with a draft introduction page, duly completed for each exhibit through his respective National Commissioner before November 15th 2013.
Article 11
The Organizing Committee of the exhibition «Planète Timbre 2014 » will decide on the acceptance of exhibits on the basis of the total space available.
Article 12
Those decisions regarding the applications of exhibits will be subject to article 11 of the GREX.
Article 13
Every exhibitor will be informed by his Commissioner in good time whether his exhibit is accepted or not, and the number of frames assigned.
Article 14
Every exhibit which has been accepted will be included in the Brochure of the exhibition under the title indicated.
Size and allotment of frames
Article 15
The frames of the exhibition «Planète Timbre 2014» will have the following display dimensions: width 100cm, and height 120cm. The frames will have capacity for 4 rows of 4 sheets each, type DIN A4 (210x297mm).
Article 16
As for participants in Competitive classes, the governing criteria will be as follow:
-8 frames for those entries awarded at least a large vermeil medal at qualifying F.E.P.A. or F.I.P. exhibitions
-5 frames for other entries awarded a lower medal or first time international appearance,
Participation and presentation
Article 17
The participation fee in the different competitive classes will be 45 euros per frame.
Article 18
The Organizing Committee will communicate to the national commissioners, before january 15th 2014, the applications that have been accepted. Once ratified by the Commissioners they will be considered as definitive.
The participation fee of the accepted applications will be paid, through the respective Commissioners, before february 15th 2014.
Article 19
Collections must be sent in envelopes specially provided by the Organizing Committee (one per frame). Each sheet must be numbered and enclosed in a transparent protective cover closed by three sides. The numbering will be continuous and placed in any of the frontal lower corners.
Article 20
The exhibitor shall pay the cost of delivering the exhibit and returning it to his country.
Article 21
Exhibits must reach the organizing committee not sooner than may 28th 2014 and not later than june 12th 2014, with the exception of:
-exhibits sent via the respective commissioner previously agreed with the Organizing Committee,
-exhibits carried and mounted personally by the exhibitor, previously agreed by the Organizing Committee.
Article 22
The Organizing Committee will accept exclusively those collections to be exhibited, refusing other items like portfolios, albums, pictures and illustrations and if so, the Organizing Committee will not be responsible for them.
Insurance
Article 23
Every exhibitor must insure at his own expense the exhibit presented to the exhibition “Planète Timbre 2014”.
Article 24
The Organizing Committee of the exhibition “Planète Timbre 2014” will take the appropriate measures to safeguard the handling and display of exhibits, from their arrival until their return.
Liability
Article 25
No responsibility, whether as the result of negligence or otherwise, is
accepted by the organizers of the exhibition “Planète Timbre 2014”, the FFAP, the F.E.P.A & F.I.P., nor the officers, directors or members of any thereof, nor by the Organizing Committee, nor itsemployees or voluntary and paid assistants, nor the National Commissioners, nor the members of the jury for any loss or injury suffered by exhibitors as a result of entering this competition.
Customs
Article 26
The special instructions concerning customs regulations for the international exhibition «Planète Timbre 2014» will be simplified as far as permitted.
Article 27
Exhibitors must deliver to their National Commissioners, before sending entries, a list of inventory, in quadruplicate, indicating in every sheet the number of stamps or postal items, and their estimated value.
About the Organisation Committee
Article 28
The Organizing Committee after consulting with the F.E.P.A coordinator reserves the right to change the present regulations. In such case exhibitors will be informed of any modification at once.
Article 29
By signing the final entry form, every exhibitor accepts these Special regulations.
Article 30
The interpretation and solution of those questions not included in the present regulations or in the F.E.P.A. and F.I.P. regulations regarding the international exhibition «Salon du Timbre 2012» are up to the Organizing Committee decision and that decision will be final, and will become definitive once it is approved by the F.E.P.A Coordinator.
Article 31
The Organizing Committee is exclusively involved in philatelic technical aspects as well as the organisation of the exhibition. Neither the philatelic entities that constitute it nor its individual members take any responsibility in patrimonial matters nor intervene in commercial aspects related to the exhibition, being this under the exclusive responsibility of Phil@poste.
Article 32
In any matter related to the National Commissioners, the Organizing Committee will abide by the F.I.P.’s General Rules of Exhibition (GREX), Section IV, articles 21 to 30 both inclusive and the Guides of the duties and credential of the National Commissioners in the F.I.P. exhibitions.
Article 33
In case of discrepancy or disagreement which could not be solved in a friendly way between the parties, the place of jurisdiction shall be Paris.
