Registration Committee Call on 10/21/2009

The registration committee agreed on the following for necessary changes to the registration system to conform to Amendment AM07036A08.

States not present on the call were Utah and Rhode Island. Other individual on the call were Bill Ruddick of Taxwatch and Kent Chadwick of Avalara. Also attached is a mockup of the new Step 4 of the registration system. Bill Ruddick will be sending a html mock up and will be sent at a later date.

1. Taxpayers will be required to check either box A, B, C or D for all states. If a box is not checked the taxpayer will receive an error message and the registration will not be accepted until a box is checked.

2. Access to these boxes by new taxpayers for a change after the initial registration will denied

3. For the first 60 days after this change becomes available prior registrants will have the option to change their original choice on this step. A broadcast e-mail nd detailed instructions will be sent to all registrations currently on the system informing them of this option and how to make a change. They will only be able to column C or D.

4. Changes to filing frequencies after the initial registration must be made by the taxpayer to the individual state and will not be maintained on the registration system.

5. If a taxpayer begins to file returns in a state, does not have sales for 12 consecutive months and wish to change their status to a non filer they must contact the individual state.

6. When a new state enters the agreement, box A will be populated for all current registrations. A broadcast message will be sent to all current registrations informing them they will have the ability to change this box to B, C or D for a 60 day period. Only the boxes for the new state will be open for change.

7. Two new indicators will be accepted by the registration schema. The registration status will be the current ‘A’ for already Registered, ‘R’ for Registering, ‘N’ for not registering (associate states) and ‘F’ for registering but not filing ‘G’ for already registered in a state but not filing. These indicators will be presented at the appropriate TIGERS meeting for approval.

In the next meeting will:

1. Try and finalize the registration system changes.

2. Determine meeting date for TIGERS teleconference

3. Discussion of method to be used to determine if exempt fields are to be filed monthly or annually.

4. Schedule next meeting
