Subject / Final design review meetings with GSA on the San Ysidro / Otay Mea POE's June 28-29 in DC

Mr. Peck,

I like to know if I can be apart of the final design review meetings that will be taking place in Washington, D.C. at your office June 28th-29th in support of the DPS ( Dragon Power Systems). According to my customer (AESTI / Allen Engineering) Kimsey / Tate / Snyder will be presenting to you and your team their findings and recommendations with the 100% final designs of the San Diego (San Ysidro / Otay Mesa ) region border plans. I would like to be there in support of the DPS and ask that this review be open to the public. It's my understanding that the DPS is being targeted in the designs to supply 17% of the needed energy at the San Ysidro POE, along with the DPS supplying 2,000,000 KWh per year at the Otay Mesa POE with Solar adding 794,900 kWh to the Otay Mesa POE. With this kind of performance coming from my clients DPS energy technology and GSA embracing new green energy technologies, while working with small businesses, it would be great for the public to see GSA at its best.

Thank you,

Fernando Martinez

Mr. Insinga,

Thank you for your email and the info you provided. I'm aware of all the players involved in this project and understand the politics involved as well. I look forward to working with your entire team in ensuring that the review of the DPS is done thoroughly and all available data is in GSA hands. Prior to my involvement some information regrading the DPS was not available to GSA, or it seem that way. The lack of information cause GSA to second guess my client energy technology. Please find attached some of the most recent readings of the DPS from the Oakland Shipping Facility. AESTI is truly a leading technology energy company with one of the best NEW ENERGY TECHNOLOGIES on the market. We look forward to clearing the air and moving forward to make sure that GSA continues to build the best facilities in the world using the best energy technologies in the world.

Thank you,

Fernando Martinez
