Updates:
NCHRP 07-20 TIM Performance Measures
Project Objectives:
·Develop concise guidance on the implementation of TIM performance measurement that is applicable to a broad spectrum of transportation and incident responding agencies.
·Develop a model database (including schema) for the data elements and performance measures suitable for eventual aggregation of performance measures at a state and national level.
Expected Research Products:
·Written guidance document.
·Web-based version of the guidance, accessible via the TIM Network website.
Project Update:
·Project started in April 2013 to be completed in October 2014
·Revised draft written guidance was submitted in May.
·$5,000 was added to the project to do a proof of concept using data from Virginia DOT.
·There will be a project webinar in the fall.
Status of FHWA TIM Capability Maturity Framework
·Merging L06 CMM framework with L01 TSMO strategies
·Integrating TIM training and TIM assessment process
·Currently validating, anticipated roll-out in late fall
·Anticipated that for next year’s TIM Self-Assessment (summer 2015), the CMM will populate as the self-assessment is completed.
SHRP2 TIM Training
·43 states have had trainings
·Goal to provide T-t-T in all states by 2014
·Trained about 50,000 people
·Looking to reach 100,000 by the end of the year
·Training at the US Fire Academy – 2-day T-t-T
·E-learning version of course is due to be available in September
·Evaluation process on effectiveness of classroom course is available; evaluation form for e-learning tool is being developed.

2015 TRB Workshop Planning
·Pat Noyes and Eileen Singleton, co-chairs for the 2015 TIM Workshop
·Proposal for two workshops:
- Expanding the Conversation to Identify New Research Needs
- CMM for TIM framework in action
·Format: panelists will provide a brief introduction and then the panelists and audience will discuss the topics, including identification of research needs.
·Review draft program
Consider issues around co-location of dispatch/operations centers (i.e., law enforcement and TMCs) – has there been any research to document benefits?
Integrated Corridor Panel – sharing information and preplanning; how project work was translated from study to field implementation (look at San Diego, Dallas)
Strategic Planning Discussion
·Goal 3 – add NCHRP effort to identify next generation for TSMO research to support TIM
·ICM – opportunities to promote good TIM practices in ICM
- There are gaps in how TIM is being addressed in ICM, but TIM is a significant component to improve corridor operations.
- How to coordinate with other committees? Going beyond re-routing and mode-shift.
·CMM tool – how can we promote, support, and expand it.
·Relationship with AASHTO STSMO – submit problem statement by August 15 for NCHRP funding.
·Develop a repository of good practices on the Regional TIM website – start with Ed Mark’s material – poll the committee to share information – include with meeting notes
·Connected vehicles in TIM – implications and data sources
·Synthesis topics can be submitted anytime.
- Possible topic: integration of TMCs and law enforcement.
·Les Jacobson stated the goal for the RTSMO Committee to submit two or three research needs statements to the AASHTO STSMO committee for consideration for NCHRP funding.
·Research gap: integrated TIM for multimodal operations.
Other Business
Outreach and coordination with other RTSMO subcommittees and TRB committees – Freeway Operations, Law Enforcement, RTSMO subcommittees (Performance Management, Data, Planning for Operations). We want to align with others but not duplicate efforts.
Increase coordination through subcommittee chairs meeting.
Coordinate and leverage resources for TSMO research through AASHTO.

Goal 1: Support effective TIM through enhanced collaborative planning and operations across multiple agencies, disciplines, jurisdictions, and modes
- Need information flow between committees – MPO public safety committees and MPO TIM committees; when MPOs have both, often the two groups do not coordinate
- Best practices in structuring information flow between committees that TIM could improve
- Information flows between MPO committees is not addressed in the FHWA TIM primer
- Dissemination of TIM information – to whom, how often; effective TIM management and getting the word out to the public
- Dissemination of TIM research results to practitioners and organizations
- Documenting best practices
- Use the capability maturity process to evaluate TIM and evaluate how TIM capability impacts travel time reliability
- TIM implementation is a core skill; how to make it sustainable
- Continued development of TSMO knowledge transfer
- Make the TSMO community more robust, including TIM
- Data/archiving
- Data sources for incidents
- Reach out to other committees, especially RTSMO subcommittees (i.e., Data Archiving, Performance Management)
- IACP TIM Committee project compiling data for 3 TIM performance measures (for 10 states)
- Project will be initiated in May with goal to end by end of 2013

Goal 2: Champion the participation of regional planning agencies / MPOs in regional TIM activities that result in safer, more efficient travel
- Track IACP TIM Committee project to compile TIM data
- Identify action items based on results in TIM Primer
- Support development of TIM workshop at TRB 2014
- Participate in NTOC TIM Roadmap effort
Goal 3: Facilitate Regional TIM Research for national organizations and committees
- The area of TIM in public transportation is an area that could use additional research, suggested to begin with a synthesis topic/research statement that focuses on improving COOP/response for public transportation organizations
- Study to assess how TIM affects travel time reliability
- TSMO research more comprehensively post SHRP
- What’s next after SHRP 2?
- NCHRP 20-7 project focus is framing next generation of TSMO research
