Request for Services Title:

TRAINERS FOR MEDIA SENSITIZATION OF ENVIRONMENTAL JOURNALISTS IN REPORTING ON CLIMATE CHANGE ENTREPRENEURSHIP FOCUSING ON THE ECONOMIC BENEFITS OF CLIMATE SMART AGRICULTURE APPROACHES ADOPTION IN THE SADC REGION.

CLIMATE CHANGE/CLIMATE SMART AGRICULTURE

1.  The SADC Secretariat is inviting Individual Consultants to submit their CV and Financial Proposal for the following services:

TRAINERS FOR MEDIA SENSITIZATION OF ENVIRONMENTAL JOURNALISTS IN REPORTING ON CLIMATE CHANGE ENTREPRENEURSHIP FOCUSING ON THE ECONOMIC BENEFITS OF CLIMATE SMART AGRICULTURE APPROACHES ADOPTION IN THE SADC REGION.

CLIMATE CHANGE/CLIMATE SMART AGRICULTURE

The Terms of Reference defining the minimum technical requirements for these services are attached as Annex 1 to this Request for Expression of Interest.

2. Only Individual Consultants are eligible for this assignment provided that they fulfil the following eligibility criteria:

a) they are not bankrupt or being wound up, are having their affairs administered by the courts, have entered into arrangements with creditors, have suspended business activities, are being subject of proceedings concerning those matters, or are being in any similar situations arising from similar procedures provided for in the national legislation or regulations of the SADC member states;

b) they have not been convicted of offences concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible);

c) they have not been declared guilty of grave professional misconduct proven by any means which SADC Secretariat can justify;

d) they have fulfilled obligations related to the payments of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those countries where the contract is to be performed;

e) they have not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the SADC Secretariat' financial interests; or

f) they are not being currently subject to an administrative penalty.

3. The maximum budget for this contract is US $ 3,150. Proposals exceeding this budget will not be accepted.

4. Your Expression of Interest must be presented as per Standard Expression of Interest Forms attached as Annex 2 to this REOI, in the English language and be accompanied by copies of all the indicated supporting documents. If the supporting documents are not in English, these shall be accompanied by a certified translation into English.

5. Your proposal, clearly marked “SADC/CLIM/01/2014: TRAINERS FOR MEDIA SENSITIZATION OF ENVIRONMENTAL JOURNALISTS – CLIMATE CHANGE/CLIMATE SMART AGRICULTURE. ” in a sealed envelope, should be submitted in our tender box located at the following address::

6. The deadline for submission of your proposal, to the address indicated in Paragraph 5 above, is:

7. Proposals submitted by Fax or E-mail are not acceptable.

8. Your CV will be evaluated against the following criteria.

9. You proposal should be submitted as per the following instructions and in accordance with the Terms and Conditions of the Standard Contract attached as Annex 3 to this REOI:

(i) PRICES:

The financial proposal shall be inclusive of all expenses deemed necessary by the Individual Consultant for the performance of the contract.

(ii) EVALUATION AND AWARD OF THE CONTRACT:

Expressions of Interest determined to be formally compliant to the requirements will be further evaluated technically.

An Expression of Interest is considered compliant to the requirements if:

·  It fulfils the formal requirements (see Paragraphs 2,3,4,5,6 and 7 above),

·  The financial proposal does not exceed the maximum available budget for the contract.

The award will be made to the applicant who obtained the highest technical score. Expressions of Interest not obtaining a minimum score of 70% will be rejected.

(iii) VALIDITY OF THE EXPRESSION OF INTEREST:

Your Expression of Interest should be valid for a period of 90 days from the date of deadline for submission indicated in Paragraph 6 above.

10. The assignment is expected to commence within two (2) weeks from the signature of the contract.

1.0 Background

The Southern African Development Community (SADC) is jointly implementing the Programme on Climate Change Adaptation and Mitigation in the Eastern and Southern African Region with the Common Market for Eastern and Southern Africa, (COMESA) and the East African Community (EAC).

The Programme whose genesis stems from the recognition of challenges posed by Climate Change aims to advance Africa’s Unified Position on Climate Change to the post 2012 United Nations Framework Convention on Climate Change global agreement with a view to solicit resources for interventions that will sustain productivity and improve the lives of millions of vulnerable people in Africa.

The overall objective of the programme is to address the impacts of Climate Change in the COMESA-EAC-SADC region through successful adaptation and mitigation actions which also build economic and social resilience for present and future generations.

Its purpose is to enable Member States increase investments in climate resilient and carbon efficient agriculture and its linkages to forestry, land use and energy practices by 2016. The programme’s core funding is provided through grant agreements from the Norwegian Government through the Norwegian Ministry of Foreign Affairs, the European Union (EU) and the Department of International Development (DFID), United Kingdom.

The programme further aims to address climate change and contribute to reversing trends in deforestation and adverse land use practices, applying adaptation strategies for food security, the protection and sustainable management of water resources and biodiversity.

As part of its work plan, the programme is to undertake a number of Public Relations activities aimed at keeping its stakeholders well informed on issues relating to Climate Change. One such activity is a Media sensitisation workshop for Environmental Journalists that will seek to improve their understanding of Climate Change and related issues and in turn enhance their reporting skills.

The SADC Secretariat therefore solicits the services of Business Reporting Expert to train Climate Change Journalists during the Media sensitisation workshop.

At the end of the Workshop, participants are expected to

·  Form a network/forum for Climate Change Journalists in the SADC region.

·  Elect office bearers for the Forum whose stay in office will be commensurate with the period of Chairmanship for SADC.

·  Agree on an action plan depicting activities to be undertaken in Member States e.g. start a newspaper column, produce a documentary etc

2.0 Specific Objectives of the Assignment

·  To train Climate Change Journalists during the Media sensitisation workshop.

2.1 The Assignment

The Climate Change/ Climate Smart Agriculture Expert will be responsible for management and implementation of the training while SADC will be responsible for coordination of the assignment. Consultant is expected to undertake the assignment as an individual expert in the following area:

·  Climate Change/ Climate Smart Agriculture Expert

2.1.1 The overall objective of this assignment is to enable workshop participants:

·  Understand the importance of the role of media intervention in Climate Change

·  Understand the role of the media in promoting economic benefit of Climate Smart Agriculture

·  Understand the business opportunities that arise from practising entrepreneurship in Climate Smart Agriculture

·  Improve reporting skills on entrepreneurship and economic related aspects linked to Climate Smart Agriculture

3.0 Scope of the Assignment

The assignment is limited to the following:

3.1 Tasks to be performed by the Consultant include providing training in:

·  Climate Change, Adaptation and Mitigation in Eastern and Southern Africa region

·  Climate Smart Agriculture

3.2 Methodology: the Consultant shall undertake the assignment through

·  Presentation of lectures

·  Presentation of training material such as lecture notes, slide presentations

·  Field trip to a site to show participants examples of Climate Smart Agriculture (site will be identified by SADC)

·  Assessment of participants (to ascertain whether learning objectives were met)

4.0 Participants

30 Senior Environmental Journalists from SADC Member States employed in Print and Electronic media that is either private or state owned.

5.0 Report- submission deadline

The contracted Consultant will be expected to submit a comprehensive report within the agreed timeframe on the workshop proceedings and its outcomes.

The Consultant’s report should be submitted within 14 days after completion of the training.

The End of Workshop report should include the following sections:

6.0 Desired Qualifications

·  Climate Change/ Climate Smart Agriculture Expert

1.  Education and Training:

·  Bachelor’s degree in Agriculture, Environment, Climate Change, Sustainable Development or related field.

·  At least five (5) years of relevant training in Climate Change and Climate Smart Agriculture; and

·  Preferably with formal training in desktop publishing and related computer applications.

2. Specific Experience – Relevant to the Assignment:

·  Minimum of 2 years of experience in climate change and climate smart agriculture, on issues related to sustainable development and climate change, in capacity-building and training.

·  Knowledge of climate change issues, and the intersection/interrelationship of environment and sustainable development, economic and social and agricultural issues.

·  An in depth understanding of Climate Change issues.

·  Demonstrate knowledge of Climate Smart Agriculture

3. Experience in the region

o  Prior experience in conducting workshops and trainings on climate change and climate smart agriculture in the region.

o  Experience in undertaking similar assignment on regional level

7.0 Criteria for award of contract

The award will be made to the Expression of Interest application (CV) that obtains the highest Technical Score and is within the budget.

In addition the consultant must have the following:

-Personal laptop.

-Personal ICT accessories such as USB, external drive etc

--Excellent skills in both spoken and written English
