Dear Sir,

Sub: An appointment of Octroi agent for clearance of our Incoming and out going consignments through EEH Thane and other check posts in Mumbai after observing octroi formalities.

BHEL, a Government of India Undertaking, one of the “ NAV RATNA” Company, invites you to become a partner in our progress for Octroi Clearance at the various Nakas in Mumbai for import and Export of our goods / Motors.

BHEL is the largest Engineering & Manufacturing Enterprises in India entering to the Core sectors of the Indian economy viz.,Power Generation, Transmission, Industry, Telecom, Renewable energy, defense etc. The Company crossed a turnover of Rs. 21000 Crores during the financial year 2007-2008.

BHEL enjoys the UFO status for passing of all the export consignments under ‘N’ form.

At our Andheri repair plant we have the exemption facilities for bringing the Motors of various types and its components for repairs and return after repairs on R form procedure.

During the year 2007 -2008 we have paid Rs 10000/-for R form clearance service charges for incoming and out going consignments after repairs. We have also to bring other consumable material from our vendors catered all over India on Form B by paying octroi duty. This payment also to be made by Octroi agent on reimbursable basis. During the financial year 2007-2008 we have paid Rs2800000/-For B forms and some time we have to clear the said material on Form CC. Most of our consignments will pass through Thane Eastern Express Highway checkpost. However, some of these will be through Dahisar, Vashi Airoli. Mulund-LBS, Airport & Rail consignments.

Offers are invited from experienced, reputed and financially sound octroi service agents for clearance of our incoming and outgoing consignments from any of the Nakas mentioned above; Sealed quotation duly completed should be in separate covers with

proper labels. i.e. “ TECHNICAL OFFER” & FINANCIAL OFFER” as per Annexure I & Annexure II respectively. Both these envelopes should be kept in another envelope duly Sealed and labeled as“TENDER FOR OCTROI AGENTS FOR IMPORT & EXPORT 2009-2011’. Offers should be addressed to the General Manager/ BHARAT HEAVY ELECTRICALS LTD/ Electricals Machines Repair Plant, Plot no. D1, Road no. 16 , MIDC, Andheri (East), Mumbai:400093. Tender to be submitted in the Tender Box kept at entrance near Security cabin by 14.00 hrs on or before 07.02.2009.

Fax offers are not likely to be considered.

The Technical bid of the tender will be opened by 15.00 hrs on the same day i.e. 07.02.2009 in the presence of the tenders. The time and date of the opening of the financial bids will be intimated to the technically qualified bidders. The lowest evaluated financial offer shall be considered for placement of order.

ANNEXURE-I

A – GENERAL TERMS & CONDITIONS:

1. Successful bidder shall provide security of 10% of the contract value within 3 days of issue of LOI

Security deposit may be in any one of the following :

1) Cash ( as permissible Under IT Act)

2) Pay order, Demand draft in favour of BHEL.

3) Local cheques of Scheduled Banks, subject to realization.

4) Securities available from Post Offices such as National Savings

Certificates, Kisan Vikas Patras etc.

5)50% Security can be given by way of B.G. on scheduled Bank/public financial Institute as per BHEL format. Balance 50% to be remitted either by cash or in other form for security.

Securities / BGs shall be released 3 months after the successful execution and completion of the contract.

1. The service contract will be initially for two years with an option to extend for one more year under the same rate, terms and conditions.

3 BHEL, reserves the right to reject any or all the offers received and also to

award the contract to more than one tenders without assigning a reason

thereof.

1. BHEL reserves the right to terminate the contract with the successful bidder

and engage services of any other agent, at the cost and risk of defaulting agent without any financial liabilities on BHEL, in case services of the agent are not found satisfactory with one week notice period.

5 Price difference in the payment shall be on the defaulting agent and shall be

adjusted from their octroi bills / BG/ security Deposit.

6 BHEL reserves the right to remit octroi to BMC directly as and when required

without assigning any reason.

7. Octroi duty and R form Deposits paid by the agent will be reimbursed along with agency charges within Seven working days from the time of submission of bill with supporting documents.

8. The Technical bid Envelope shall contain the following.

1) EMD of Rs. 10000/- by way of DD / Banker`s Cheque drawn in favour of

BHEL.

2) This tender copy duly signed.

3) Technical Bid duly filled and signed

4) Valid Registration Certificate with BMC, Licence number

5) PAN number & Service tax Registration number of Company

6) Name of Banker and A/c. Number

7) Clients List presently working with.

8) No Deviation certificate (specimen format enclosed)

9 The financial Bid envelop should contain only the financial format

duly filled and signed with Seal..

10 Evaluation criteria : The offers will be evaluated by multiplying the rate

offered Financial Bid Format with weightage mentioned in Annexure III and to be considered in totality taking all the items together.

11 BHEL reserves the right to form a panel more than one contractor, at L1 rate.
