Position Summary:
MSI’s headquarters in Arlington, VA is looking for an experienced, highly motivated full-time recruitment manager to join our Business Development Unit. This individual will lead a team of recruiters to find top-notch candidates for proposals. The ideal candidate will have strong recruiting experience in the international development field. This position requires a deadline-driven and initiative-taking individual to drive a strong recruitment process and help MSI gain competitive advantage. This position will report to the Associate Director of Proposal Development.
Responsibilities:
· Manage a team of four recruiters, including onboarding, training and conducting performance reviews. Delegate assignments to recruiters and ensure successful, timely recruitment for all positions. Oversee deliverables (e.g., résumés) to maintain a consistent level of quality.
· Lead recruiting for large, “must win” bids by following standardized processes to screen and select the best candidates. Source appropriate talent and develop creative strategies for attracting consultants through social media and market research. Position MSI as a leading international development firm by effectively using MSI’s Applicant Tracking System (ATS) as both a marketing and recruiting tool.
· Conduct compliance checks and gap analysis of top candidates.
· Tailor candidates' CV and qualifications and draft personnel matrices for the proposal. Assist proposal teams in developing appropriate staffing plans/organizational charts according to a solicitation’s requirements.
· Provide specialized knowledge on best practices of international staffing policies and procedures at all stages of the business cycle.
· Collaborate with other Tetra Tech Operating Units on various joint recruitment efforts.
· Ensure compliance with all EEO, OFCCP and USAID hiring regulations, and coordinate with human resources on annual audits.
Qualifications:
· A minimum of 7 years of experience recruiting both expatriate and local professionals for USAID solicitations. Experience with other donors (DOS, UN, WB, DFID) a plus.
· Minimum of a bachelor’s degree in human resources, international studies, marketing, or a related field.
· International development interest and experience, particularly in two or more of MSI’s practice areas, such as M&E, Organizational Development or Democracy and Governance is strongly preferred.
· Preferred experience managing staff and leading teams at the headquarters level.
· Excellent interpersonal and time management skills, and the ability to multitask, often with inflexible deadlines, is necessary. Strong intercultural communication skills also required.
· Superb oral and written communication skills. Ability to write effectively — and coach others in doing so — a must.
· Knowledge of the international development industry and hiring regulations and best practices such as EEO and OFCCP recruiting and hiring regulations.
· Experience with Taleo or other ATS a must. Proficiency in MS Office applications, including SharePoint.
· Proven social media skills, including developing strategies, especially in professional applications.
· Fluency in Spanish, French, Arabic or other language a plus.
