Job Purpose
1.  To provide adhoc and relief cover within the CCTV Control Room to ensure 24x7 monitoring.
2.  To ensure the provision of an efficient and effective proactive CCTV monitoring service to assist with the reduction of anti-social behaviour, crime and the fear of crime, in accordance with specified operating procedures and code of practice.
3.  To ensure an effective call management service is in operation for receiving out of hour’s emergency calls from the public, members, partners or other services.
Principal Accountabilities and Responsibilities
1.  To provide relief cover within the CCTV Control Room, covering Training, Sickness and Annual Leave absences on a 24/7 shift rota, including weekends and bank holidays.
2.  To maintain a good working knowledge of all operational procedures to enable a competent relief support service.
3.  Competently operate all types of CCTV equipment to tackle crime and disorder, including the operation of mobile, moveable, fixed and overt surveillance cameras providing technical support and advice to police and council officers.
4.  To operate an effective out of hours emergency call service to the public, members and partner organisations to ensure all out of hours services.
5.  To monitor and report according to process on all Alarms triggered within the Control Room environment.
6.  To be vigilant for incidents captured on CCTV systems and undertake both intelligence-led and targeted surveillance, observing and recording unlawful and anti-social activity. Take appropriate action to events seen, alerting and co-ordinating police or other agencies/staff to deal with such events.
7.  To record all incidents and action taken clearly and accurately in the prescribed format. This includes digital images, management records, evidence records and witness statements to a standard acceptable by the court.
8.  To investigate all footage of an incident to extract the maximum amount of information from every camera angle. This evidence may be used in court.
9.  Provide comprehensive ‘handover’ to operators to ensure a consistent, effective ongoing operation.
10.  To attend court as a witness if necessary to give evidence.
11.  To control access of all visitors to the control room in order to maintain the high security and confidentiality of the CCTV operation.
12.  To report faults on all equipment and ensure repairs are executed in the shortest possible time.
13.  To assist with the production of monthly progress, incident log and camera fault reports, plus annual statistic reports for line manager (e.g. CCTV crime figures).
14.  Communicate with Storenet Users (including police, local stores and the leisure centre) to assist in detection and prevention of crime and disorder.
15.  To assist with training of new staff to become effective CCTV Operators, in CCTV control room tasks, duties and responsibilities.
16.  Provide assistance in displaying and exhibiting the CCTV operation to interested parties.
17.  To undertake other activities associated with the Control Room, e.g. dealing with out of hour’s emergency telephone calls and arranging for appropriate responses. Be aware of, and comply with, all Departmental Instructions and Health and Safety procedures.

1.  You will be required to successfully attain a Security Industry (SIA) Licence for CCTV Operators (Public Space Surveillance) within six months of your appointment.
2.  Participate in ongoing training, including technical training on the operation of CCTV equipment, and S.I.A. licensing in the duties of the position.
3.  Excellent customer care skills.
Special Working Conditions
1.  Continuous shift rota providing 24 hour operation 7 days a week. This post is not affiliated to the Council’s Flexi System. Weekend and Bank Holiday working will be required.
2.  Due to the rapidly changing nature of the technological and business environment, and the continuing development of the Shared Resource Service, all staff will be expected to operate with a significant degree of flexibility. This will necessitate undertaking other related duties, commensurate with the grading of the post, as are required from time to time by the Head of the Service.
