September 12th, 2018

The governing body of the City of Blue Rapids met in regular session September 12th, 2018 at 7:00 p.m. in the Council Room of the Community Center. Council members present were: Doug Whitesell, Elizabeth Miller, Clayton Reed, Mike Minihan (via phone), and Robert Roepke. Mayor Dustin Tryon presided.

Miller moved to add Dave Sanner to the agenda Roepke seconded. Motion carried

Roepke moved to approve the agenda Miller seconded. Motion carried

Roepke motioned to approve the meeting minutes from the August 8th, 2018, August August 23th, 2018 Special meeting Reed seconded. Motion carried.

Whitesell moved, Miller second to approve pay ordinance 2359. Motion carried.

Barbara Grable gave us our last pool update, she was pleased about the year.

John McNish the city attorney is working on the title for Jeff Saylor’s building at 11 Public Square.

Whitesell motioned to pass ordinance 2360 on Sunday Liquor Sales Minihan seconded. Motioned carried.

Progress on the fountain is going great. The fountain is in and will be picked up this weekend.

Jean Gallagher asked that the Ball park concession stand be painted, and the mold cleaned up. Jimmy will work on the clean-up of the mold and paint to ensure this problem does not worsen.

Discussion about the Pitbull ordinance no changes were made at this time.

The city has agreed to have the high school paint the pump house, ball field and cover for the meters. We will use the parks and recreational fund to purchase the paint to complete these projects.

Roepke moved to pass resolution 2018-03 Miller seconded. Motion carried

Roepke motioned to approve the fish fry CMB license Miller seconded. Motion carried

Miller motioned to increase Matthew Umscheid pay to $15.00 an hour. Reed seconded. Motion carried

Whitesell moved to increase Officer Christopher Flood pay to $36,500 a year. Reed seconded. Motion carried

Roepke motioned to pay for Bailee and Abbie Lister’s lifeguard certifications Minihan seconded. Motioned carried.

Dave Sanner came to the council and expressed concerns about the city streets. Mayor Tryon will be looking into this.

Roepke motioned to adjourn the meeting at 9:13 p.m. Miller seconded. Motion carried.

The governing body of the City of Blue Rapids met for the First Impressions meeting on August 8th, 2018 at 5:45 p.m. in the Community Center. Council members present were: Robert Roepke, and Doug Whitesell. Elizabeth Miller, Clayton Reed and Mayor Tryon and Mike Minihan were absent.

The governing body of the City of Blue Rapids met in special session August 8th, 2018 at 6:44 p.m. in the Council Room of the Community Center. Council members present were: Mike Minihan, Robert Roepke, and Doug Whitesell. Elizabeth Miller, Clayton Reed and Mayor Tryon were absent. This meeting was to discuss the 2019 budget.

The governing body of the City of Blue Rapids met in regular session August 8th, 2018 at 7:01 p.m. in the Council Room of the Community Center. Council members present were: Doug Whitesell, Elizabeth Miller, Clayton Reed, Mike Minihan, and Robert Roepke .Mayor Dustin Tryon was absent. Robert Roepke presided.

Whitesell moved to approve the agenda Reed seconded motion carried

Minihan motioned to approve the meeting minutes from the July 10th and July 11th meeting Miller seconded. Motion carried.

Minihan moved, Reed second to approve pay ordinance 2358. Motion carried.

Jimmy is getting quotes for drain pipe at Joe Warders and the St. Elizabeth Catholic Church.

John Bergkamp presented the bills replacing the sewer line. Minihan moved to pay the city’s portion bill of the amount of $190.16 reed seconded. Miller and Roepke recused themselves from the vote due conflict of interest. Reed and Minihan-yes. Whitesell-no. Motioned carried.

Jimmy is ordering more dirt for the 800 Pomeroy St.

We will hold off on the paving of the road on south Genesee while we are working on a grant for water and sewer lines.

Whitesell motioned to require a $500.00 deposit for citizens wanting to build and develop on properties. This will be returned to the customer upon the completion of the project. Minihan seconded. Motion carried.

Whitesell moved to close out the water meter grant, Reed seconded. Motion carried.

The pool is continuing to have a great year. The hours will change as of this Sunday we will on be open on the weekends till 5:00 p.m. due to school being in session. The last day of the pool is September 3rd, 2018

Whitesell motioned to agree to pay the City’s employees health insurance for the rest of the 2018 year. Minihan seconded. Motion carried.

Clayton Reed asked the city to move his septic tank. Whitesell moved Minihan seconded. Motion carried.

The council discussed Sunday liquor sales. We are going to have the City’s attorney draw up the paperwork and vote on this in the September meeting.

Dillon Scheetz came to the council and asked for forgiveness on his water bill. He had a huge bill and he was unaware of the leak. The council agreed to average the bills over the last three months and have taken off 50% of the bill. Give him 1 year to pay the bill in full, Minihan moved. Reed seconded. Motion carried.

Minihan moved to adopt a new policy that we take the average of the 3 previous months subtract from current bill and divide by two. This is what the city will forgive going forward but can only happen once to the customer. Reed Seconded. Miller, Minihan, Reed -yes Whitesell-no

The fountain construction at fountain park is moving along. Whitesell motioned to not spend more than $200.00 on the plaques for the benches. Minihan seconded. Motion carried

The governing body of the City of Blue Rapids met in regular session July 11th, 2018 at 7:01 p.m. in the Council Room of the Community Center. Council members present were: Doug Whitesell, Elizabeth Miller, Clayton Reed, Mike Minihan, and Robert Roepke. Mayor Dustin Tryon presided.

Items that were added to the agenda were, 405 Mussey St., Fountain work, Fee for the trash pickup, sidewalk in front of the east side of the square, 323 W 6th Street, survey fees. Minihan motioned Clayton seconded to add these to the agenda. Motion carried.

Miller motioned to approve the meeting minutes from the June 13th meeting Roepke seconded. Motion carried.

Minihan moved, Miller second to approve pay ordinance 2357. Motion carried.

The City will proceed with the curb and guttering prep work at 1001 East Ave. Jimmy is going to get quotes and find the correct drain pipe. The rest of the project will wait until the Spring of 2019.

Survey fees were discussed. Will discuss more in depth at the August meeting.

The onyx for the street schedule will be moved to the August meeting

The museum is still working on the humidity levels. Rainbow has completed all the work from the water meter break.

James Flower is working on finding dirt for the sink hole at 800 Pomery St.

John and Jan Bergkamp sewer drain at 701 Genesee will be moved to the August meeting, so the city will be able to discuss the amount of the damages that the Bergkamp’s are wanting reimbursed

The fountain construction is scheduled to start after the fair is over. The fountain has been ordered and will be delivered in 6 weeks.

Robert Roepke has suggested that at least one city maintenance person comes to every meeting.

James Flower is going to get some quotes on the 1100 block of Genesee to help with the dust issue.

Minihan motioned for a $2.00 increase in the trash pick up to cover the deficit in the refuse account. This increase will start September 1st, 2018 Miller seconded motioned carried.

Roepke motioned to move forward on the condemnation of the property at 309 3rd street. Reed second. Motion carried.

Colton Crook presented his FFA project, asking permission to raise fowl with in the city limits. Whitesell moved Reed seconded to approve his FFA project. Motion carried.

Minihan motioned to move forward with the condemnation of the property at 405 Mussey St. Reed seconded. Motion carried.

The height of the bushes at 323 W 6th were discussed, Officer Flood is going to contact the owners to inform them that the bushes need to be cut back.

The sidewalk in front of the businesses on the east side of the square needs to be replaced. Officer Flood is going to send letters to the owners to address this problem. James Flower is going to patch the holes in the sidewalk to ensure the safety of the citizens.

Barbara Grable gave a pool update the pool is doing great and the kids are having a wonderful time. Minihan moved that we get a security camera that would not exceed $100.00 a month.Miller seconded. Motioned carried.

Minihan motioned to approve the 2019 Budget Reed seconded. Motion carried

Miller motioned to require roofing permits for all roofers that come into the City Whitesell seconded. Motion carried.

The council talked about the Firework ordinance we are going to move this till November.

Storm Drains were talked about and will be discussed more at the August meeting.

Ryan Smith asked if the City could help with the washing out of his driveway. James Flower is going to get quotes on drainage tubes and present his findings at the August meeting.

The governing body of the City of Blue Rapids met in regular session June 13th, 2018 at 7:01 p.m. in the Council Room of the Community Center. Council members present were: Doug Whitesell Elizabeth Miller and Clayton Reed. Mike Minihan and Mayor Dustin Tryon absent. Robert Roepke presided.

Whitesell motioned to add John Bergkamp and Jason Hemry to the agenda. Reed seconded motion carried

Whitesell moved, Reed seconded to approve the agenda. Motion carried.

Miller moved, Reed seconded to approve minutes of the May 9th, 2018 regular meeting. Motion carried.

Whitesell moved, Reed second to approve pay ordinance 2356 motion carried.

The contractor for the fountain is unable to start on the fountain until the fall. Karen Swearingen is going to order the fountain. This will take 6 to 8 weeks to come in and we will start at the time.

Joe Warders asked the council about when we could start on the curb and guttering at his property. After discussion we will speak with Jimmy about the prep work to start on this project. This will be revisited next council meeting.

Whitesell motioned to double the pet license fees when someone is late. Liz seconded motion carried.

Pool Update the pool is doing great and the kids are having a wonderful time. We are going to get bid for camera to install for security.

Whitesell motioned to approve Cereal Malt Beverage License for Stephen Gaydusek Reed seconded motion carried.

Reed motioned to approve the firework stands for Cheryl Ralph and Steven Gaydusek Whitesell seconded motion. carried.

The Onyx of the street will be moved to next month per James Flower II being absent.

Whitesell moved to increase Logan Woodyard’s pay from $10.00 an hour to $11.05 an hour. Reed seconded motion carried.

Reed motioned that the zoning administrators pay will stay the same as the previous administrator motion carried.

Reed motioned that Scott Carlson purchase the 2 lots to the North of his property on Chestnut for $1.00 Miller seconded motion carried.

Josh Winslow brought to the council that Genesee street needs to be paved or something needs to happen to bring down the dust. Also talked about a speed bump to slow traffic down. This will be revisited at the next meeting.

Jason Hemry asked if the City can replace the ballast for the lights at the Fire department. We are going to talk with Jimmy and get pricing on these. We will revisit these at the next meeting.

Whitesell motion on the property at 309 W 3rd Street we are going to talk with John McNish and start the condemnation process Clayton seconded motion carried.

Chris asked the council for clarification on the fowl permits. The city is going to reach out other cities to find any other suggestions on the regulations for a fowl permit.

John and Jan Bergkamp asked for some relief at their property at 701 Genesee. The trees at their property have a sink hole. The city is going to get with Jimmy to add dirt to their property.

John and Jan Bergkamp asked that if we could help with the repairs on the city side for the repairs at 800 Pomery. The counsel will revisit this at the next meeting.

The Blue Rapids Historical Society asked to see if the city will cover the expense to get the humidity out of the historical society cause by the meter change outs. Rainbow will be contacted Thursday morning to get the dehumidifier order and start the process. The city is also going to reach out to their Insurance Company and see what they can cover.

The governing body of the City of Blue Rapids met in regular session May 9th, 2018 at 7:00 p.m. in the Council Room of the Community Center. Council members present were: Mike Minihan, Robert Roepke and Doug Whitesell. Elizabeth Miller and Clayton Reed were absent. Mayor Dustin Tryon presided.

Roepke moved, Whitesell seconded to approve the agenda. Motion carried.

During public forum Pat Osborne informed the council of the humidity problem at the Blue Rapids Historical Museum, which was created from the water meter installation. The council suggested that the museum contact their liability insurance company to hire a professional to resolve the humidity issue.

During public forum Terry Fisher and Les Atkinson addressed the council about their concern over code enforcement policy. Council stated that they are in support of the code enforcement laws and that they will continue to monitor code enforcement progress.

Minihan moved, Whitesell seconded to approve minutes of the April 11th, 2018 regular meeting. Motion carried.

Mayor Tyron made the following appointments: City Clerk-Chrystal Busey, City Treasurer-Connie Nugent, City Superintendent-James Flowers II, City Police Chief-Ryan Woodyard, City Attorney- John McNish, Municipal Court Judge-Bobbie Price, Municipal Court Clerk-Melody Tommer, Zoning Administrator- Jonathan Zimmerling, Code Enforcement/ City Officer-Christopher Flood. Whitesell moved, Roepke seconded to approve Mayor Tyron’s appointments. Motion carried.

Minihan moved, Roepke second to approve pay ordinance 2355.

Rhonda Chilson met with the council for a Condemnation Hearing Continuation on 405 Genesee St. Council said much progress has been made. Minihan moved, Roepke seconded a 60-day extension for continued improvement. Motion carried.

Work on installation of fountain and bench in fountain park is to start the week after Memorial Day with completion by fair time. Roepke would like to see electrical boxes and power source installed during the construction for the Christmas lights at the fountain.

Mayor Tryon appointed Roger Edwards to the tree board. Roepke moved, Whitesell seconded to approve Mayor Tryon’s appointment. Motion carried.
