The Somerset Independent Schools Board of Education met for a Regular Monthly Board Meeting at 305 College Street, Somerset, Kentucky, 42501 at 6:00 P.M. on the 11th day of February, 2014. The members of the Somerset Board of Education are as follows: (1) Scott P. Gulock, Chairperson, (2) Gretchen W. Cole, Vice-Chairperson, (3) Sharon A. Brown, Member, (4) Jeff L. I.  Call To Order

Scott P. Gulock, Chairperson called the February 11, 2014, Regular Monthly Board Meeting to order at 6:01 P.M. Those in attendance were Scott P. Gulock, Chairperson, Gretchen W. Cole, Vice-Chairperson, Sharon A. Brown, Member, Jeff L. Perkins, Member, Elaine A. Wilson, Member, Boyd L. Randolph, Superintendent, and John G. Prather, Jr., Board Attorney.

A.  Approve/Amend February 11, 2014, Regular Monthly Board Meeting Agenda

02-14-01 Superintendent Randolph recommended to the Board that they amend the February 11, 2014, Regular Monthly Board Meeting Agenda to reflect the removal of Item C. listed under IV. Superintendent’s Report which states, due to a schedule conflict at Somerset High School the Grand Lodge of Kentucky District Masonic Meeting is being changed to use Meece Middle School instead of Somerset High School, on the same date and time as previously approved by the Somerset Board of Education. The Grand Lodge called and cancelled the use-of-facility request. Gretchen W. Cole made a motion to accept the recommendation of Superintendent Randolph. Sharon A. Brown seconded the motion. The motion carried.

D.  Review Procedure 08.2323 AP.11, Teacher and Student Owned Computing Devices

The procedure 08.2323 AP.11, Teacher and Student Owned Computing Devices for Bring Your Own Device (BYOD) District Initiative, was presented to the Board, as an informational item, by Superintendent Randolph. The following procedure will be added to the District’s Policy and Procedure Manual.

Teacher and Student Owned Computing Devices

Somerset Independent Schools appreciates that employees or students are willing to bring personally owned devices to school. Any employee or student wishing to do so must adhere to the following agreement. This agreement includes the use of personally owned computing device that would connect to the Somerset Independent network in any manner.

A student or staff member who brings a privately owned computing device to school is personally responsible for the equipment, the security of the equipment, and all maintenance and repair. Any damage to the equipment is the responsibility of the individual. District support staff will not service, repair, or give telephone support to any equipment not belonging to the District. No internal components belonging to the District shall be placed in any personal equipment, whether as enhancements, upgrades or replacements. All equipment is subject to the guidelines of the Acceptable Use Policy(08.2323). Somerset Independent does not guarantee the privacy or security of any item stored on or transmitted by any privately owned computing devices.

Software residing on privately owned computing devices must be personally owned. Antivirus software must be installed when required to maintain virus protection on the District’s network. No software on a personal device will be supported by district resources. Software must be legally licensed to the student or staff member. If such software interferes with District approved software or hardware, a technician may remove it from the computing device or remove/ban the device from use within the Somerset network.

A privately owned computing device may be connected to the District’s network, including access to the Internet, under the following conditions:

·  Use of the computing device must adhere to the Somerset Independent Schools Acceptable Use Policy.

·  The individual must supply all necessary hardware/software and cabling to connect to the network.

·  When necessary, privately owned computing devices must be running virus detection software prior to accessing the network or Internet.

·  A student or staff member who brings their privately owned computing device to school is personally responsible for the equipment as well as all security, maintenance and repair.

As it relates to privately owned computing devices being used in District owned facilities, the Somerset Independent School system reserves the right to:

·  Monitor all activity.

·  Make determinations on whether specific uses of the computing device are consistent with the District’s Acceptable Use Policy.

·  Log network use and monitor storage disk space utilized by such users.

·  Deem what is appropriate.

·  Install any additional management software or apply any permission/security policies to the equipment.

·  Remove the user’s access to the network and suspend the right to use the privately owned computing device in District facilities at any time if it is determined that the user is engaged in unauthorized activity, violating the Acceptable Use Policy, or violating the terms of this agreement.

Acceptance of Responsibility & Device Use Agreement Form

bring his/her personally owned computing device for instructional use in Somerset Independent Schools (SIS). I understand that the student named above will be permitted to use his/her personally owned device, subject to the conditions in this document.

I understand that if I agree to allow my student to use his/her own device that Somerset Independent Schools is not responsible for any device or data loss, theft, damage or other associated cost of replacement or repair incurred during the school day or at home as a result of participation in this program. I understand that Somerset staff will be unable to store, support or troubleshoot student owned devices. The student named above will take full responsibility for the device and will appropriately secure all devices when not in use.

SIS uses technological measures such as filtering to promote Internet safety. Filtering limits students’ ability to access harmful Internet sites from any device connected to the SIS network, but only when this equipment is used in school on the SIS network. Access through cellular networks does not provide the same measures of filtering. Students should only use the SIS network (not private cellular service) for Internet access while on SIS property.

I have verified my student is aware that all aspects of the Somerset Independent Schools’ Student Code of Conduct, including the Acceptable Use Policy, apply to the use and care of his/her personal device(s) while in school.

I understand that the purpose of allowing my student to use his/her own device is to participate in teacher approved activities in support of the SIS curriculum. Use of devices for non-instructional activities, unrelated to the SIS educational program is prohibited during the school day.

E.  Review School Improvement Plans, Porter Hopkins Elementary School, Meece Middle School, Somerset High School

A review of the Comprehensive District Improvement Plan and School Improvement Plans for Hopkins Elementary School, Meece Middle School, and Somerset High School was presented as informational items to the Board, by Cindy Ham. Due to the requirements of KDE, each district’s improvement plan must be submitted via an Advanc Ed web-based program called ASSIST. This update will serve as the district improvement plan for the remainder of this school year and will be revised as necessary following the release of test scores in the fall of 2014.

F.  Review Mid-Year Proficiency Report

The Mid-Year Proficiency Report contains the proficiency data by standards for the first semester of 2013-2014. Also, included are the Discovery Education Assessment data. The Mid-Year Proficiency Report was presented to the Board, as an informational item, by Cindy Ham.

G.  Hopkins Elementary School Proficiency Progress Report

The Hopkins Elementary School Proficiency Progress Report was presented, as an informational item, to the Board for the following grade levels:

the Financial Statement & Balance Sheet. Superintendent Randolph recommended that the Board review and approve the Financial Statement & Balance Sheet for January 2014. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Randolph. Gretchen W. Cole seconded the motion. The motion carried.

02-14-03 Superintendent Randolph recommended to the Board that the current expenditures for February 2014, in the amount of $273,979.45 be approved for payment. Elaine A.
