Waste Enforcement Officer

Main Purpose of Job

The promotion of responsible citizenship in respect of abandoned vehicles, litter, graffiti, dog fouling, responsible dog ownership and related issues. Dealing with stray dogs, lost dogs and dangerous dogs in conjunction with the Police. Responsible for the enforcement of laws appertaining to the duties of the post.

Main Duties

  1. Participate in presentations to the public and interest groups in order to promote responsible citizenship in respect of litter, dog fouling, responsible dog ownership and other related issues. Assist the Principal EHO in promoting and developing relevant enforcement work and publicity for enforcement action taken.
  1. Build a good working relationship with Cleansing Services to ensure that StreetCare is delivering an effective cleansing service in relation to litter and related issues. Liaise with Cleansing Services when undertaking enforcement work.
  1. Patrol the streets within Ipswich Borough boundaries, including out of hours, to monitor compliance and enforce the law contained within the Environmental Protection Act 1990 and any other legislation relating to the duties of the post. To keep up to date with changes in legislation and to implement those which affect this service.
  2. Seize stray dogs and return them to their owner or transport them to a designated kennelling establishment. Liaise with the Police as necessary with regard to dangerous dogs.
  1. To investigate offences and record evidence in accordance with the Police and Criminal Evidence Act 1984 and any subsequent legislation. Where appropriate take enforcement action under appropriate legislation which will include issuing fixed penalty notices, issuing cautions, compiling reports for prosecution and ensuring that the necessary court procedures are carried out. Attend Magistrates, County or other courts to give evidence on behalf of the Council.
  2. To maintain records and collate information, providing statistical reports and performance indicators as required.

Environmental Health

Environmental Health Services provides a range of regulatory, educational and enforcement services that affect the health & wellbeing of people living, working and relaxing in Ipswich.

Working with other Council services and external partners, our key service aims are to:

  • Protect, educate and improve public health

  • Maintain and improve the housing stock in Ipswich

An outline of the specific functions of the 4 teams that makes up Environmental Health are:-

Environmental Protection:

  • Investigate and enforce against noise, air and land pollution issues arising in the Borough
  • Provide advice on planning applications and compliance with planning conditions to protect future users, neighbours and the local environment
  • Provide services to control dogs and deal with litter and abandoned vehicles
  • Monitor, assess and manage local air quality
  • Permit, inspect and enforce environmental emissions from industrial and commercial sites
  • Identify potentially contaminated land sites and prioritise for remediation

Food Safety & Public Health:

  • Deliver a targeted intervention programme to ensure compliance with food hygiene law and the Food Standards Agency Code of Practice
  • Implement the national Food Hygiene Rating Scheme publicising food standards in premises serving the public
  • Undertake food sampling in accordance with Public Health England requirements
  • Respond to and investigate notifications of infectious disease and outbreaks
  • Ensure food placed on the market complies with food safety requirements
  • Provide advice and support to promote good food hygiene and healthy eating.
  • Provide services to control pests
  • Register and inspect tattooing and other skin piercing activities

Licensing / Occupational Health & Safety:

  • Deliver a targeted intervention programme to ensure compliance with health and safety standards in regulated premises
  • Respond to complaints about workplace safety and welfare conditions
  • Investigate reported accidents
  • Investigate dangerous plant/machinery reports and asbestos removal notifications
  • Provide advice and support to promote good workplace health and safety
  • Enforce smoke-free provisions contained within the Health Act
  • Enforce the Working Time Regulations
  • Administer applications for a wide range of licences, registrations, permits and other approvals
  • Enforce conditions applied to any licences, registrations, permits or approvals granted as well as investigation of allegations of non-licensed activities
  • Activities controlled include the sale of alcohol, ‘entertainment’, taxi and private hire vehicles, sex entertainment venues, betting shops, scrap metal dealers, street traders, etc.
  • Work with other regulators to ensure achievement of public safety and other key licensing objectives

Private Sector Housing:

  • Enforce statutory housing standards in private sector housing including licensing of houses in multiple occupation and caravan sites
  • Administrate disabled facilities grants and private sector renewal grants
  • Return empty homes to use.
