Thank you for your interest in the post of Senior Quantity Surveyor for Maintenance and Contracts Department at Ipswich Borough Council.

Ipswich is a fast growing multicultural urban centre with a population of 133,000. It is the historic county town of Suffolk and within an hour of London, Cambridge and Norwich.

The Borough is largely urban and its catchment area extends to around 350,000 people.

The regeneration of the town’s Waterfront over the past decade has changed the face of Ipswich. It is home to a growing university presence has vibrant restaurants, hotels as well as a marina and many new homes.

The Council retains a significant housing stock of 8,150 properties and one of Maintenance & Contracts' primary activities is to repair and maintain those properties. In recent times an innovative and forward thinking transformation programme now sees us use the best technology to schedule our works through to hand-held technology. Our direct trade force completes as many as 20,000 repairs per year and refurbishes 500 properties a year to bring them back into use. In addition we carry out a disabled adaptations programme and provide services such as a community caretaking team that improves local estates and tackles anti-social behaviour.

We employ approximately one-hundred staff directly but many more through trade sub-contractors on various projects. We are a service-driven business but also a commercial one. Our major contracts division turnover exceeded £4.5 million in the last financial year. The work includes building and construction on all types of property and includes work for both internal and external clients. Recently the Council has asked us to provide much of this by right as previous client/contractor relationships have either been ended or minimised within the Council itself.

Main Purpose of Job

Responsible for managing all commercial and contractual aspects on a range of internal and external contracts for contracting division of IB Council. The Post holder will be able to meet financial targets (turnover, cash flow, profitability) within required time frame and also be responsible for the estimating function in tendering for major building schemes.

Main Duties

  1. Responsible for the preparation and submission of tenders for major contract works, estimating for direct works, obtaining necessary sub-contract tenders, providing senior management with tender reports, profit/overhead margins and completed tender documents.
  2. Negotiating with sub-contractors including any variations, carrying out monthly valuations on site and negotiating and settling final accounts. Ensuring all procedures are in compliance with Council protocols.
  3. Monitoring financial progress of contracts as the work proceeds, providing financial control (turnover, profit), managing commercial risk, compiling and negotiating final accounts with client.
  4. Giving costing and contractual advice to service area and Operations team, and contributing to the pre-planning of the service areas workload.
  5. Representing Ipswich Borough Council in major disputes with clients or sub-contractors, including the preparation, submission and agreement of claims.
  6. Responsible for Health & Safety within delegated areas of Health & Safety policy.
  7. Lead project teams to deliver contracts management to time, cost and quality parameters and achieve customer satisfaction and requirements.
  8. Manage and monitor team of junior surveyors including allocating work, monitoring performance and appraisal including training and development.
