Context

The British Red Cross helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.

Throughout the UK we support the police, ambulance and fire and rescue services, local authorities, health authorities and utility companies, by providing practical help and emotional support to people affected by emergencies.

This role will support the Red Cross in developing and expanding its Emergency Planning and Response capability across the Territory to ensure that we are effectively prepared to meet the requests of statutory emergency responders.

Strategic intent of role

As a key priority of our Corporate Strategy, Saving Lives, Changing Lives, we will strengthen our territory emergency response capability to ensure that more individuals and communities can better withstand and recover from crises, emergencies and disasters. We will develop our capacity and capability in UK emergency response activities as the leading voluntary sector provider, with specific focus on building our mutual aid and getting the best out of our ER assets by ensuring we have high quality services that respond to every day smaller scale emergencies, and events where emergencies are likely.

Scope

The post holder will be responsible for actively supporting the implementation of the Corporate Strategy in relation to Emergency Planning, Response, Recovery and building Community Resilience within Northern Territory

Overall Purpose of Post

The post holder will take a lead role in the development of Emergency Planning, Response and Recovery across the Territory. This will include support to the TIGER and TMT teams and aiding the development of key strategic external relationships with statutory and non statutory partners.

The post holder will support the Territory ER Lead and ER teams, increasing impact for beneficiaries through sharing learning across the territory, developingefficient and effective mutual aid arrangements, supporting best use of resources,and identifying new ways of reaching beneficiaries through highlighting and promoting best practice.

Main Duties and Responsibilities

1.  To manage specific/identified work-streams on behalf of TIGER or TMT, in line with the objectives of the corporate plan.

2.  To support the evaluation, monitoring, review and development of processes to ensure our work is delivered appropriately to beneficiaries, making best use of resources and capabilities.

3.  To undertake research on emergency response and civil contingencies issues that may impact upon territory emergency planning, response, resilience and recovery work. Report to TIGER and TMT.

4.  Develop and coordinate territory training exercises, and capture good practice in planning and response both from internal learning and external feedback. Draft reports on good practice and lessons learned in relation to emergency response activities across the territory and further a field as appropriate. Encourage sharing of organisational learning across the territory.

5.  Inform and influence national planning developments, internally and externally. Facilitate strong communication with the BRC national EP&R team.

6.  Where possible help to strengthen relationships with partners and improve our positioning with category one or two responders, including at a senior level. Lead territory negotiations with power companies (e.g. Western Power) and ongoing contractual relations.

7.  Assist areas to meet operational needs and provide key manager back-up to a responding area. Support and promote effective mutual aid arrangements within the Territory and its Areas.

8.  To lead annual planning and help to establish territory ER priorities (with TIGER lead and UKD) plus reporting and monitoring of plans and budgets.

9.  To promote Business Continuity management within the Areas from an EPR&R perspective.

Person Specification

Job Title: Territory Emergency Response Development Officer

Education/ Training

/   Educated A level or equivalent standard**

Experience

/   Relevant experience in a management role**
  Experience of working in the field of emergency planning, event planning or health service emergency preparedness planning at a senior level **
  Emergency response, delivery**
  Experience of working collaboratively in a large and complex organisation**

Knowledge/ Technical Skills

/   Knowledge of the external environment and government policies relevant to community resilience **
  Knowledge of project management.
  Ability to contribute to the development and achievement of operating plans to meet agreed targets
  Understanding of how to improve service quality for the benefit of volunteers and beneficiaries**
  Organisational skills – planning, managing and monitoring own and others workload**
  IT literate. Experience of using email, word processing and spreadsheet packages
  Time management skills – responding to and prioritising a range of competing demands.**

SPECIAL CIRCUMSTANCES

/   Able to work unsociable hours **
  Able to respond to emergency situations, with 24 hours on call duties as required
  Able to work and travel extensively throughout the Area on a regular basis as appropriate, and more widely in the UK as required. **
