REGULATIONS AND SPECIFICATIONS
MSA WESTERN CAPE MOTORSPORT CIRCULAR ……….. / 2017
These regulations are to be read in conjunction with the 2017 General Competition Rules (GCR’s), Standing Supplementary Regulations (Circuit)(SSR’s), and any APPLICABLE Circulars issued by Motorsport South Africa (MSA).
1. CONTROLLERS
Will be the Western Province Motor Club (W.P.M.C.), who may consult with the Rally Cross appointed Committee.
2. AMENDMENTS
ANY proposed/desired safety changes to these Championship Regulations must be submitted to the Controllers for consideration at their next Sportcom Meeting. Annual rule changes apply as per constitution.
The Controllers reserve the right, without prior notification, to introduce new Regulations and/or amend existing Regulations in the interest of motorsport and safety. Ratified technical changes to these Regulations shall be issued at least SEVEN (7) days prior to the next event being held.
3. AIM OF THE CHAMPIONSHIP
To declare a Western Province Motor Club (WPMC) invitational challenge champion, as well as class specific champions for 2017 as an Inaugural season.
4. REGULATIONS
All qualifying races shall be held under MSA’s 2017 GCR’s, SSR’s, these Standing Regulations, and the Supplementary Regulations (SR’s) issued by the promoters / organizers.
5. ELIGIBILITY OF DRIVERS
5.1 The Championship shall be open to all competition licence holders resident within the area controlled by the MSA Western Cape Regional Committee. The drivers must be members of the
W. P.M.C. unless otherwise stated on acceptance of entry.
5.2 Only competitors holding a current valid MSA Club, Regional or National Circuit Racing Competition Licence are permitted to compete.
5.3 Drivers must not be younger than 16 years of age.
5.4 A Driver can enter, qualify or race more than one (1) vehicle in different classes on any race day. Multiple entries are required if this applies.
6. MINIMUM NUMBER OF STARTERS
There must be a minimum of Twelve (12) eligible starters in the combined classes (A, B, C, D) championships, on each race day to qualify for Challenge status final results.
7. CLASSES
Competitors will be divided into the following classes:
Class Super mods: all vehicles ie. Rally spec, 4wd, turbo, supercharged, special purpose built exhibition vehicles, with power enhancers or in any form that do not comply with below classes.
Class B: 6 cylinder class.
Class C: 4 cylinder class
Class D: 1.4i standard class.
8. Points awarded as follows; subject to starters per race.
1 - 6 points
2 - 5 points
3 - 4 points
4 - 3 points
5 - 2 points
6 - 1 point
Points accumulated for qualifying races to declare the positions to proceed to the semi and final rounds. The final rounds score separately to the overall championship results.
9. CHAMPIONSHIP EVENTS
9.1 All Western Cape Rally Cross races hosted by the WPMC being the controllers and (listed as qualifying races) in the SR’s, will be deemed to be qualifying races.
9.2 When more than one (1) race is held on any particular day, the points will be scored per race together purely for the purpose of determining an overall winner for the day.
9.3 2017 being the inaugural season will consist of four (4) race days to grow the formula for the 2018 season.
10. NUMBER OF RACES / EVENTS SCORING TOWARDS CHAMPIONSHIP
10.1 All sessions scored by a competitor in the 2017 competition year will count towards the day’s trophies and an official challenge may be held in 2017 subject to the support received from competitors.
10.2 2018 will be the full championship status once ratified by MSA.
10.3 a race will consist of 4 laps and 1 Joker lap
11. QUALIFYING AND STARTING GRIDS (per class)
Qualifying – a 5 lap session will determine the qualifying position for the grid at the discression of the C of C as to the order of start placings.
Races– 5 (tbc) starters in a pre-determined grid formation
4 races per competitor to be run as elimination rounds scoring points.
Top (12) combined after points tallied up to run a Semi-final (2) split if needed
Top 6 to run in the final per class.
12. STARTING PROCEDURES
12.1 The starting procedure will be a standing start.
12.2 Classes may race separately should circumstances allow if approved by WPMC (organisers) on any given day.
13. DEFINITION (CLASSIFICATION) OF QUALIFIER, STARTER and FINISHER
13.1 To be classified as a qualifier for the purpose of allocating championship points for qualifying, a driver must complete at least one (1) full lap.
13.2 To be classified as a starter for the purpose of allocating championship points, a driver must compete in qualifying or cross the start / finish line at the start of the first or second race.
13.3 To be classified as a finisher, a vehicle must have completed not less than 66% of the race distance under its own power (rounded down to the last full lap).
14. ANNOUNCEMENT OF POINTS AWARDED
Scoring for each qualifying event will be available at the MSA Office in Cape Town on the second Monday following the event. Any objections concerning the scoring must be received by MSA in writing not later than the Friday following the Monday on which the scoring became available. MSA reserves the right to correct clerical errors at any time.
15. SEPARATION OF TIES
A tie will be resolved in favour of the competitor having the greatest number of class wins, then second then thirds etc. If the tie still remains, performance in all the championship events will be taken into consideration and if this is ineffective, the MSA Western Cape Regional Committee shall declare a winner on any basis it may deem fit.
16. DECLARATION OF CHAMPIONS
The MSA Western Cape Regional Committee under guidance from the WPMC, at its sole discretion, is responsible for declaring the winners of the Championship or to withhold such declaration. MSA reserves the right to correct clerical errors at any time.
17. DRIVER’S RESPONSIBILITIES
17.1 All drivers are to ensure that their vehicles comply with all regulations governing the series.
17.2 Incident reports must be completed and handed to the Clerk of the Course within thirty (30) minutes of the completion of the race (heats) of occurrence; action to be taken is at the discression of the officials in charge.
18. ELIGIBILITY OF VEHICLES
All recognized production manufactured vehicles with a metal or carbon fibre (OEM) roof are eligible. Fibreglass and plastic fenders and panels may be utilised as long as the silhouette remains the same. No additional flares or spats may be fitted to the arches and fenders.
All competitors and their vehicles are to comply with the MSA Environmental Code as set out in the MSA Handbook. This covers inter alia sound testing, permissible fuel, etc. Ethanol is permitted as an additive to regulation fuel specified in GCR 240.
All vehicles need to be inspected and signed off as eligible to race by the Rally Cross Specialist Scrutineer prior to competing in their first event of the season. A day and time will be set (in advance) for such tests and checks to be carried out.
All vehicles to have working rear brake lights.
All vehicles to have kill switches as per MSA requirements.
All vehicles to have a front glass windscreen, side and rear glass. Lexan of suitable thickness may be used to substitute side and rear glass if needed. No un-authorised deviations will be allowed/permitted.
19. Wheels and Tyres:
19. 1 Super modified class may use any size wheel with a 8j width rim but the specified tyre or a full slick only is allowed. No exceptions will be made. No additional grooving of tyres allowed.
19. 2 Wheel rim width is limited to a maximum of 8 inches (20.32cm) in all classes.
19. 3 Make and type of tyres is 15” – tyre spec to be advised as a controlled tyre for use.
19. 4. No wheels (rims and tyres) may protrude from the fenders, with the wheels pointed in the straight ahead position at the start of any race heat. Wheel nuts and studs may not protrude outside the wheel width area.
19.5 Tyre spec approved for use will be (Hankook Z222) available from Harp Motorsport
20. COMPETITION NUMBERS
All competition numbers (including those on the windscreen) must comply with MSA circuit regulations relating to size and colour. Refer GCR 249, SSR 4 and any other relevant bulletins etc. rear side window is for race number and drivers name solely, blood group and fuel advice sticker.
21. SCORING TOWARDS CHAMPIONSHIP
21.1 The points scored by a driver in all races throughout the year will count towards the Championship per class. An overall champion will be declared from 2018 onwards.
21.2 Each driver will score his/her own points to be added together to declare a final overall Champion from 2018.
22. MEMBERS.
All drivers are to be members of the WPMC to score points towards the club championship in 2018; visiting or guest drivers (by prior agreement) are eligible for the trophies of the race day but will not be taken into the declaration of points for the championship.
23. VEHICLE SPECIFICATION. – Refer GCR 226
23.1 – class SUPER MODIFIEDS:
All 4wd vehicles, FWD, RWD , turbo charged or performance enhanced vehicles allowed
Space frames and saloon body’s eligible if passed as safe by the officials of the event
Rally spec shocks and if non-compliance by below classes in any form will be placed in class (SM).
No additional items may be fitted to vehicle unless approved by the series specialist scrutineer. No unauthorized modifications allowed.
23.2 – class B:
Any drive vehicles excluding 4wd with a (6) Six cylinders capacity Maximum of 145KW on flywheel at the circuit dyno appointed for use No additional items may be fitted to vehicle unless approved by the specialist scrutineer. Shocks are free but external canisters and super high tech shocks will result in the vehicle be moved in class SM. Ride heights are free. Bumpers to be fitted on front and rear as per make and model of vehicle. Engine management free but must comply with technical regulations on power readings.
23.3 – class C,
Any drive vehicles excluding 4wd (4) Four cylinders. Maximum 2.0 litre, Maximum of 120KW on flywheel at the circuit dyno appointed for use. No additional items may be fitted to vehicle unless approved by the specialist scrutineer. Shocks are free but external canisters and super high tech shocks will result in the vehicle be moved in class SM. Ride heights are free. Bumpers to be fitted on front and rear as per make and model of vehicle. Engine management free but must comply with technical regulations on power readings.
23.4. - class D:
Any drive vehicle except 4wd (4) Four cylinders ,1.4i (1400) engine models. Shocks of standard origin, springs of standard origin, ride heights free. Bumpers to be fitted as per vehicle origin. Engine management free but must comply with technical regulations regarding power readings. Maximum power output 80kw on circuit approved dyno for use. An entry level class for budget conscious racers.
23.5 –Approved dyno for the series is – 1st Performance Dyno at Killarney International raceway.
24. Fuel and lubricants.
All classes to adhere to the MSA code of eligible fuel to be used.
Fuel as specified in the MSA handbook eligible for motorsport.
Consultations with the circuit and MSA requirements are of importance at all times. Refer the circuit GCR and SSR as guidelines of the legality in question.
25. General.
Any competitor found to be guilty of maliciously causing damage to the circuit, pit area or any of the property relating the rally cross race arena will be officially dealt with by the WPMC.
