Details of Service / Our Lady's Hospital, Navan, is part of Ireland East Hospital Group and provides a general acute hospital service and an orthopaedic service.
The hospital has approximately 125 acute beds and 16 day beds and has a 24hr Emergency Department, Medical Assessment Unit, ICU, CCU, Orthopaedic Unit and Out-Patients Department.
The Radiology Department of Our Lady’s Hospital, Navan, provides a diagnostic imaging service to the following areas / users:
  • In-Patients including ICU/HDU/CCU/Regional Orthopaedic Unit
  • Out-Patients
  • Emergency Department
  • Medical Assessment Unit
  • Orthopaedic Theatre
  • G.P.’s
  • Dentists
The department also provides:
  • general radiography servicesincluding portables, Theatre Radiography, C.T., Dental, DEXA and Ultrasound
  • a Regional Video Fluoroscopy service to Speech and Language Therapists in the Louth/Meath area
  • Two 24-hour emergency ‘on-call’ services for both general radiography and CT to hospital in-patients and the Emergency Department
Approximately 50,000 examinations per year,are performed in the Radiology Department.
Reporting Relationship / The post holder will report to the Radiography Service Manager
Purpose of the Post / This highly specialised post will support the Picture Archive and Communication System (PACS).
The post will bring a high level of IT and service related knowledge in order to support and develop PACS, Radiology Information System (RIS) and the Voice Recognition System (VR) and ensure that they are working effectively and efficiently.
Principal Duties and Responsibilities / Clinical/Professional
The Radiographer Clinical Specialist (PACS) will:
  • Be responsible for day to day management of PACS, RIS and VR systems.
  • Provide support to system users and be competent to resolve any technical issues.
  • Deliver PACS/RIS/VR training program to all current and new staff, including super users, radiology staff, and non radiology clinicians and NCHD’s and nursing staff.
  • Develop operating standards, policies and procedures together with quality assurance programmes.
  • Participate in providing department audits and statistics.
  • Trouble-shoot local errors; investigate and correct data errors on PACS/RIS.
  • Image management;uploading digital/analogue images to and from external hospitals.
  • Co-ordinate with IT Department, local teams and vendors regardingthe integration of new systems/modalities and upgrades.
  • Assist in maintaining the integrity and security of the PACS/RIS/VR databases.
  • Be responsible for the documentation and investigation of complaints raised by system stakeholders relating to PACS/RIS/VR.
  • Be responsible for the safe use of all imaging equipment and adhering to instructions on its use; ensure other staff comply with same.
  • Demonstrate flexibility in response to service needs.
  • Ensure the correct completion of records and reports.
  • Respect and maintain the privacy, dignity and confidentiality of the service user and in relation to all hospital activities as per statutory requirements.
  • Relate to and communicate with all other staff in a courteous and helpful manner at all times.
  • Liaise and communicate with the national team and participate with testing of new upgrades.
  • Be involved in the creation, modification, splitting, merging and deletion of PACS/RIS records/images where relevant.
  • Facilitate the Radiation Safety Officer with relevant data for reject analysis and audit.
  • Participate in on-call rosters in accordance with the requirements of the department.
Health & Safety
The Radiographer Clinical Specialist (PACS) will:
  • Work in a safe manner with due care and attention to the safety of self and others.
  • Implement agreed policies, procedures and safe professional practice by adhering to relevant legislation, regulations and standards.
  • Contribute to risk assessment and oversee the implementation of the department’s safety statement; identify risks and take appropriate action.
  • Document appropriately and report any near misses, hazards and accidents and bring them to the attention of the relevant person.
  • Be responsible for the cleaning and proper care and storage of all safety equipment including personal protective equipment (e.g. lead aprons, thyroid shields).
  • Be responsible for keeping their work area clean, tidy and safe.
  • Have a working knowledge of HIQA Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards.
Quality & Audit
The Radiographer Clinical Specialist (PACS) will:
  • Maintain knowledge of all policies and procedures and enforce safety measures within the department.
  • Participate in providing department audits and statistics.
  • Respect and maintain the privacy, dignity and confidentiality of the service user as per statutory requirements.
  • Advise on equipment selection, purchase, replacement and upgrading when required and maintain up-to-date knowledge on new developments.
Education & Training
The Radiographer Clinical Specialist (PACS) will:
  • Participate in mandatory training programmes.
  • Participate in continuing professional development including in-service training, attending and presenting at conferences/course relevant to practice, promoting and contributing to research etc. as agreed the Radiography Service Manager.
  • Engage in performance review with his/her manager.
  • Provide peer support when necessary.
  • Identify teaching/learning/audit/opportunities within the department for themselves/others.
  • Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria
Qualifications and/ or experience / Candidates must, on the latest date for receipt of completed application forms for the post, possess:
1.Professional Qualifications, Experience, etc
Category A:
(i)Individuals who qualified before the 30th October 2013 and have not engaged in the practice of the profession in the Republic of Irelandmust:
OR
(ii) Individuals who qualified beforethe 30th October 2013 and have been engagedin the practice of the profession for less than 2 years fulltime, (or an aggregateof 2 years fulltime), in the Republic of Ireland between the 31st October 2008 and the
31st October 2013 must:
a)Hold a qualification approved by the Radiographers Registration Board at CORU:
i)The Bachelor of Science (Hons) (Radiography) from the National University of Ireland
or
ii)The Bachelor of Science (Radiography) from the National University of Ireland
or
iii)The Diploma of the College of Radiographers, London
or
b)Hold a comparable qualification approved by the Radiographers Registration Board at CORU
or
c)Hold a qualification previously recognised by the Department of Healthin relation non Irish qualifications and in respect of persons to whom Directive 2005/36/EC applies
or
d)Submit proof to the HSE of their application for recognition of their qualifications from the Radiographers Registration Board by the date specified by the HSE
and
e) Submit proof to the HSE of their application for registration on the Radiographers Register maintained by the Radiographers Registration Board at CORU before a contract of employment can be offered.
and
f)Have not less than 6 years full time post qualification clinical experience
and
g)Possess a minimum of 10 postgraduate ECTS credits or equivalent in the relevant specialty, as recognised by the IIRRT** see Note 1 below
and
h)Have not less than 4 years practical clinical experience working in the specialty. Practical clinical experience will include time assigned to work in the relevant specialist area but needs to comply with the following breakdown:
A minimum of 12 weeks assigned to work in the relevant specialised area will be required for each relevant year to be counted.
and
i)Possess the requisite knowledge and ability (including a high standard of suitability, management and professional ability) for the proper discharge of the duties of the office.
Category B:
Individuals who qualified beforethe 30th October 2013 and have been engagedin the practice of the profession in the Republic of Ireland for a minimum of two (2) years full time (or an aggregate of 2 years full time) between the 31st October 2008 and the 31st October 2013 must:
a)Hold a qualification approved by the Radiographers Registration Board at CORU:
i)The Bachelor of Science (Radiography) from the National University of Ireland
or
ii)The Diploma of the College of Radiographers, London
or
b)Hold a qualification previously recognised by the Department of Healthin relation non Irish qualifications and in respect of persons to whom Directive 2005/36/EC applies.
and
c)Have not less than 6 years full time post qualification clinical experience
and
d)Possess a minimum of 10 postgraduate ECTS credits or equivalent in the relevant specialty, as recognised by the IIRRT** see Note 1 below
and
e)Have not less than 4 years practical clinical experience working in the specialty. Practical clinical experience will include time assigned to work in the relevant specialist area but needs to comply with the following breakdown:

2.Registration on the Radiographers Register
Category A
Appointees who subsequently fail to achieve the necessary registration in the Radiographers Division of the Radiographers Register maintained by the Radiographers Registration Board at CORU will not be able to continue in the role of a Radiographer beyond the 30th October 2015.
Category B
Appointees must have applied for registration with CORU by the 30th October 2015.
3.Annual registration
Practitioners must maintain live annual registration on the Radiographers Register maintained by the RadiographersRegistration Board at CORU.
4.Age
Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
5.Health
Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
6.Character
Candidates for and any person holding the office must be of good character.

Portfolio Requirements for meeting the educational requirement for the post of Radiographer, Clinical Specialist in PACS/RIS.
All candidates wishing to apply for the role of Radiographer, Clinical Specialist in PACS/RIS must submit a portfolio for review, along with their application form, to demonstrate how they meet the educational requirements of the post. A minimum of 10 postgraduate ECTS credits, or equivalent in the speciality, as recognised by the IIRRT, is required to meet the eligibility for this post and certified proof of completion must be included.
Ten European Credit Transfer System (ECTS) credits equates to250-300 hours of specific learning, effort with one ECTS equating to 25-30 hours of work.
‘Effort includes all courses, lectures, tutorials, seminars, time spent in independent study or research and any additional time and effort expected of a Radiographer/Radiation Therapist’).
A minimum of 5 ECTS must be accumulated through direct learning i.e. through attending courses, lectures, tutorials, seminars or completing e-learning modules.
The purpose of this portfolio is to demonstrate to the IIRRT in writing that you meet the above eligibility criterion. The portfolio should be pertaining to the preceding 4 years working in the speciality of PACS / RIS / Digital Imaging Technology and should include:
o / Details of relevant education undertaken including copies of certificates of any relevant courses completed*;
o / Copy of transcripts of any academic courses completed bearing the stamp of the awarding body and details of the curriculum of the completed course**;
o / Details of relevant continuing professional development*;
o / Details of relevant research activity*;
o / Details of involvement in relevant educational activities*;
o / Details of relevant professional activities, which demonstrates acquired prior learning of the speciality*;
* / Include details of the time spent on the activity and the acquired competences relevant to the context of practice gained through this form of learning.
** / The IIRRT reserve the right to request original transcripts.
Post Specific Requirements / N/A
Other requirements specific to the post / Currently there are two on-call rosters, general radiography and CT in operation in Our Lady’s Hospital, Navan. The post holder will be required to participate in the rosters in accordance with the requirements of the department.
