QUESTION OF: The question of South Ossetian Independence

THE SECURITY COUNCIL,

Alarmed by the thousands of deaths caused by the 1991 Georgian aggressions on South Ossetia,

Reminds the committee ofSouth Ossetia’s close relationship with the Russian Federation,

Recalls that the Russian Federation has produced the Sochi Agreement in 1992 to cease the genocide of the people of South Ossetia and Abkhazia,

Bearing in mind that in 2006, 99.8% of South Ossetian voters agreed upon the nation’s independence,

Also bearing in mind that 94% of Georgians voters opposed South Ossetian’s independence,

Expressing concern towards the Georgian government who rejected the results of the 2006 South Ossetian referendum,

Recalls that the purpose of the government is to provide help and aid to all its citizenry,

  1. Reminds the committee of the need to develop the South Ossetian forces until they can adequately protect their nation, in ways such as, but not limited to,

a.Urging Russia to send military analysts, including generals, to help the development of South Ossetia’s military for the nation’s own protection,

b.Carrying out joint operations with the South Ossetian’s military to assist the training of troops and coordinate movements between two military forces to prevent any conflicts from arising,

c.Recommending the Russian army forces in South Ossetian to prevent any armed conflict from breaking out,

d.Establishing a system of allies in order to support the actions of South Ossetian government, this system will carry acts such as but not limited to:

  1. Security of economy,
  2. Security of Humanitarian aid,
  1. Demands further negotiations between Russia, Georgia, South Ossetia and the United Nations by compromising a non-aggression pact in order to reaffirm the three nations’ commitment to the ceasefire agreement in 2008;
  1. Strongly encourages friendly relations between South Ossetia and the government of Georgia and prompting diplomatic relations over motives of aggression or oppression through ways such as but not limited to:
  2. Alleviating the discrimination of ethnic Ossetians among the Georgian population through cooperation with organizations that support minority rights such as Minority Rights Group International (MRG) and the United Nations Human Rights Office of the High Commisioner (OHCHR) to take action such as but not limited to:
  3. Using the core documents under the United Nations Guide for Minorities to then ensure that the South Ossetians possess the same unbiased rights as any other citizen of Georgia
  4. Modifying (when deemed necessary) local and domestic policy or law concerning the treatment of such minorities the same opportunities in terms of their social well-being such as their education, employment, and family security, etc.,
  5. Reporting cases whereupon there has been a serious violation of laws regarding such rights as mentioned in sub sub clause ii and making sure that the breach has been corrected through proper law enforcement,
  6. Prompting the creation of discussion panels under the supervision of the OHCHR in which the respective representatives can deliberate measures to reestablish socio-economic ties and promote healthier interactions through ways such as but not limited to:
  7. Establishing (preferably liberal) trade relations and using each’s own perspectives regarding development and law & policy to fortify such relations,
  8. Organizing cross cultural events and related conferences where members of the civilian population can better understand each’s own cultures thus mitigating cultural bias, any wrongful preconceived notions of enmity, and any subsequent cases of discrimination or segregation of South Ossetians.
  1. Urges member states to withdraw military forces from South Ossetia and to implement a successful ceasefire in accordance with the Six Point Peace Plan, through measures such as, but not limited to:
  1. controlling and monitoring all south Ossetia borders by deploying UN peacekeepers,
  2. request governments of Georgia and the Russian Federation, as well as South Ossetian leaders, to sign a long-term ceasefire deal, mediated by the UN and other member states of the P5, which will include terms such as, but not limited to reducing the use of military forces in the country through the withdrawal of troops, in order to prevent civilian deaths,
  3. only requiring necessary military intervention of UN peacekeeper troops, with the authorisation and permission of the United Nations Security Council,
  4. reinforcing sanctions upon any violation of the Six Point Peace Plan, through the creation of a judicial field which will implement sanctions towards member states that violate the Six Point Peace Plan;
  1. Requests that a referendum concerning the question of South Ossetian independence to be held among South Ossetian citizens, in order to reassure the intention of the sovereignty of South Ossetia, and further asking member states to consider the implementation of the following methods if the recognition of the independence of South Ossetia is to pass, and the ceasefire is successful, in order to ensure that a peaceful resolution is implemented successfully, which will comprise of methods including, but not limited to:
  1. requesting for the authorisation and acceptance of a referendum amongst the public for a fair and equal right for South Ossetian citizens, as well as accepting the results that follow the referendum,
  2. ensuring transparency of the referendum by requiring member states and South Ossetian leaders to not interfere from the use of military action with the voting,
  3. having the UN, as well as other members of the G5, to act as mediators for the referendum,
  4. debating and considering what should be done from the results of the referendum by supporting the decision of the region, as well as discussing further in the annual conferences concerning the independence of South Ossetia, and implementing appropriate methods including, but not limited to:
  1. assisting in economic, legal and political development if the referendum is in favour of independence,
  2. requiring all member states to show full support of the results of the referendum,
  1. further guidance from other member states for a post-conflict economic rehabilitation by means such as, but not limited to:
  1. providing monetary assistance through measures such as subsidies, grants and/or loans, as well as other forms of development aid such as but not limited to bilateral or tied aid,
  2. establishing free trade deals or other forms of trade deals with South Ossetia,
  3. implementing foreign direct investment in the region,
  4. imposing tariffs on imports in order to help infant industries in the region to grow,
  5. asking the South Ossetian government to create jobs for citizens in South Ossetia, by means including but not limited to investing in public infrastructure and education,
  1. Decides to remain actively seized in the matter.
