Overall purpose of the job:
To work with the Technical Support Manager to coordinate the claims process across ITOPF. Where members of the Technical Team have been on site at a spill in question they will remain the lead unless other spill-related commitments mean that deadlines are not being met where the Senior Claims Coordinator is likely to have the led role. Carrying out this role will involve preparing technical claims assessments; to providing analysis and interpretation of technical data and statistics; and providing office support to ITOPF’s team of technical advisers attending spills.

Qualifications and skills required

Candidates should possess a good degree in a scientific or technical discipline and be highly computer literate. The ability to analyse and present technical data is important. For this senior role in the team previous experience of claim analysis and the end-to-end process from claimant to claim settlement would be expected in addition to their strong scientific background. As would be expected for this senior role numeracy and a good command of written and spoken English are essential.

Principal responsibilities:

1. Coordination and Assessment of Claims (50-65% of time)
  1. Work with the Technical Support Manager to ensure that all claims sent to ITOPF are assessed effectively and within the deadlines set by the Clubs, IG or IOPC (hence includes activities liaising with the lead external contacts).
  2. Evaluate and assess claims arising from incidents with the assistance of technical advisers, as appropriate, including the assessment of claims arising from spills not attended on-site.
  3. Have a sound awareness of reasonable and cost-effective response strategies for use in claims assessment and technical support.
  4. Prepare letters to accompany the claims assessment and liaise with insurers and the IOPC Fund, as appropriate, regarding the assessment and any follow-up required.
  5. Liaise remotely or on-site with claimants, as appropriate and as agreed with senior colleagues and insurers, to progress claims assessments.

2. Historic Claims Database Lead (10-15% of time)
  1. Ensure that the historic claims database is fit for purpose allowing ITOPF staff to investigate the range of claim rates and totals agreed at previous spills to inform future claims assessment.
NB. Currentlyhistoric claims information is included as part of the Oil Spill Response Database
3. Lead and Coordinate assessment of SPRO Tariff Rate reviews with the IG (10-15% of time)
  1. Following the implementation of new spill regulations in China in January 2012 the IG has an on-going programme to review SPRO tariff rates across China. This needs coordinating in terms of planning workload and oversight of the SPRO reviews carried out by technical support coordinators.

4. Other Responsibilities (10-15% of time)
  1. Project work with the technical team as required.
  1. Assist with and attend at relevant conferences and meetings.
  1. Contribute to the development of ITOPF’s Strategic Objectives, fulfilling and implementing Strategic tasks assigned in good time.
  1. Any additional duties as shall be required from time to time to assist in the efficient running of the company.
