This document is a first draft of a specification of QA/QC checks which are considered useful for the validation of the data and information that will be reported by Member States in the 2nd reporting cycle, by March 2016.
The document does not intend to discuss the technical feasibility of the checks or any issues related to the development and implementation of the checks.
The document needs to be completed. It has used as a basis version 4.3 of the Reporting Guidance. At this stage, the WG DIS is invited to discuss this document from the points of view of the clarity of its structure and of completeness of the checks and products that are described.

1.Introduction

The objective of this document is to provide a specification of the QA/QC checks that are considered useful for the validation of the data and information that will be reported by Member States in the second cycle of RBMPs by March 2016.

This document takes into account the detailed contents of the revised WFD Reporting Guidance and the experience from the previous reporting cycle.

An assessemnt of the technical feasibility of each of the checks and the discussion of issues related to their development and implementation are not the object of this document and will be done subsequently. These checks will be performed on the data and information prepared by the Member States before it is submitted, so that most errors can be corrected by the information providers already before submission.

The checks that will be done include checks done within each reporting schema (format/code, contents, duplicates, required/option al) but also across reporting schemas. It also includes, when relevant, checks against information reported in the first reporting cycle.

This document also addresses the way in which errors will be reported to the information providers, aiming at making those error reports easily understadable not only by IT specialists but also by water managers.

In addition to this list of checks to be done, this document also proposes a way to present the data and information reported which can be used by the data providers and data users to perform additional checks. Many of the tables and maps proposed are common to the products identified in the Reporting Guidance.

2.Within schema checks

Types of checks:

  • Format/code checks: simple check whether the data reported conforms to what is expected in terms of type of information (number, string, option in closed list), including specific patterns, limits on length or range.
  • Contents checks: more complex checks on the data reported such as first characters need to be drawn from a particular set (e.g. country code) or latitude needs to be within the bounding box of the RBD.
  • Duplicates: checks that there are no duplicates for a particular schema element
  • Required/Conditional: checks that the elements are reported if required or if conditional to the response to other element within the schema (some conditional checks may be cross-schema).

If a check is considered "Critical" it means that it will condition the acceptance of the information (still to be checked throroughly).

The format for the reporting of errors proposes the way the outcome of the checks will be presented to the user (to be completed).
